ESCONDIDO, Calif. (KGTV) - A private elementary school in the North County is hoping an extensive safety plan could help secure a waiver to reopen the school in mid-August.When Governor Newsom issued his order stopping in-person schooling for counties on the watch list, plans to reopen came to a sudden halt. Amanda Johnston is principal at St. Mary's School in Escondido, a Catholic K-8 school. School officials started developing the plan in April. It includes limiting enrollment, which now stands at about 170 students. That will allow the school to social distance in each classroom."We can fit 18 to 22 students depending on the room, and each student has at least six feet of space in all directions," said Johnston.Within the room, each desk will contain plexiglass desk shields."24 inches tall and three sides. No matter which direction they're looking, they are protected," said Johnston.Other protective measures include deep cleanings at the end of each day, sanitizing surfaces throughout the day and hand washing stations.Teachers will wear face shields. Masks are mandatory for students in the third grade and higher. Masks will be strongly encouraged for younger children.Teachers will rotate in, while students most stay put, except for breaks and outdoor lessons."We're really appreciative of the fact there is going to be a potential waiver to reopen," said Johnston.Johnston is hoping the school's plans will help them secure an exemption. The state has said public school districts and private schools can seek a waiver from county health officers to reopen elementary schools."We definitely plan to take all the necessary steps once we understand all the criteria and the process," said Johnston.As the school awaits that guidance, the work continues. Underway now: a deep cleaning of the classrooms."Everything we have done had been to make sure when students return to campus, it is safe for everyone involved," said Johnston.The school is set to begin its school year August 19. 2012

The uncertainty is taking both a financial and emotional toll for local restaurant owners.Open. Close. Open. Close. This isn't the revolving door that welcomes customers into local restaurants, it's the state's rules on indoor dining that is worrying business owners."It's devastating thinking that we might have to close again," Charlie's Family Restaurant owner, Suzan Meleka said. "I haven't slept in two nights."When the quarantine began in mid-March, the 28-year-old Escondido diner had to shut its doors. Meleka said they tried take-out. But as a traditional sit-down diner, it just wasn't for them.Then came the good news on May 21, 2020. With temperature checks, new cleaning, social distancing protocols in place, Charlie's reopened, and their loyal regulars came back."The food is great, the prices are great, the atmosphere is great!" one customer said."It's like a family here," said another."We were worried that a lot of them might forget about us because we were closed for two and a half months," Meleka said. "So they've just been wonderful. They are glad to be back to some sort of normalcy."But that normalcy did not last too long for diners in 19 California counties on the state's watch list. On July 1, 2020, Governor Gavin Newsom declared that every restaurant in counties surrounding San Diego had to again, stop serving food indoors. So far, San Diego is clear from that list. But Meleka is worried we are next."I think if restaurants are following every single protocol, they shouldn't be penalized," Meleka said.Compared to their large dining hall and banquet room for overflow, Charlie's only has four outdoor tables. This may not be enough capacity for the beloved family diner to muscle through another forced shutdown."I keep saying it's the twilight zone because it's just unbelievable," Meleka said.Meleka hopes everyone follows the state's guidelines so that San Diego County can stay off the state's watch list. She says the goal is for all local restaurants to keep their businesses afloat. 2179

ESCONDIDO (KGTV) - In one of the closest races this election cycle in San Diego County, Escondido Mayor Sam Abed added nine votes to his narrow lead Tuesday. He now holds a 29-vote advantage over challenger Paul McNamara.Abed is seeking a third term as mayor, first winning in 2010. He was previously a councilman from 2004-2010.Political analyst John Dadian told 10News he did not anticipate the race being so close. "I did not see it coming, so I am suprised. Going into the last week of the campaign, all the people I talked to that really know that area well, they did not see this coming."Dadian feels several factors are playing a role in tightening the race. He cites changing demographics in Escondido, pulling away from the city's long-time conservative majority. Another conservative incumbent, Ed Gallo, appears to be losing his seat, as well.In addition, Democrats in the region had a large turnout, based largely on the unsuccessful effort to oust Congressman Duncan Hunter. That large turnout may have had a down-ballot effect on the mayoral race.Dadian also sites Abed's controversial stance on immigration, leading Escondido's bid to support efforts against California's sanctuary laws and visiting the White House for a highly-publicized meeting with President Trump. Dadian believes that may have helped enthuse opposition against Abed.As of Tuesday night, Registrar of Voters Michael Vu says there are still 299,000 ballots to count county-wide. It is not known how many of those belong to Escondido voters, meaning it will likely be several days until the winner is known. 1630

The cause of her death is unknown as of Monday afternoon. Ensa Cosby was a steadfast supporter of her father, who has been battling accusations of sexual misconduct. Bill Cosby faced a sexual assault trial in 2017, which ended in a mistrial. Ensa Cosby issued a statement on last year on "The Breakfast Club" radio show backing her father. "The accusations against my father have been one-sided from the beginning. When he tried to defend himself, he was sued in civil court," she said. "I've seen the accusations become more horrific and extreme with time and I've witnessed my father's reputation and legendary works be dismissed without any proof."I strongly believe my father is innocent of the crimes that are alleged against him and I believe that racism has played a big role in all aspects of this scandal. How the charges came against him, how people believed them before they were ever scrutinized or tested, how people who questioned the claims were shut down and ignored."Ensa Cosby did not follow her father into show business. Her only acting credit came in 1989, appearing in one episode of "The Cosby Show."Ensa is the second of Bill Cosby's five children to have died.
