SAN DIEGO (KGTV) - Alarming audio files and documents from the San Diego Sheriff’s Department’s Internal Affairs Division have been released about the sexual misconduct investigation into ex-deputy Richard Fischer who was accused of assaulting 16 women. Team 10 has started pouring through the records.In one audio clip, an Internal Affairs interviewer is heard questioning, "As you're buckling her, did you say, 'I hope your husband doesn't mind?'" He responded, "I don't recall saying that." He was apparently being questioned about his interaction with a handcuffed woman who was in his patrol car. "Okay. Well, do you recall if your arm or your palm of your hand touched her breast?" she asked. He said, "No. I would say I can't recall for sure if I accidentally touched- rubbed against- not rubbed. Um, unintentionally touched her breast with my arm as I buckled her in."In another clip, a woman is heard describing how she says Fischer placed her hand on his private area. She said, "Oh my God. I was, like, in a panic. I didn't know what to do."The hours of audio recordings and hundreds of pages of reports from the Department have now been made public. For months, San Diego police agencies have been working to release past records related to officer misconduct, following last year's groundbreaking order by the courts. It came after ABC10 News and other media sued to keep some police unions from blocking departments from giving up files.Fischer pleaded guilty last year to multiple assault charges, following accusations that he groped, hugged or tried to kiss more than a dozen women while he was on-duty.Records released show copies of texts from a woman who he pulled over. They read, in part, “He asks me if I wanted to make out. I swear to God [redacted] every single word of this is true."Several times throughout the audio recordings, he's asked about women who he had met while he was on calls or doing traffic stops. "Did you, um, ask her, if [she] were older if she would ever go on a date with you?" asked the interviewer. "I don't believe I did. No,” he responded. "Is it possible you asked her that?" she asked. He replied, "[I’m] probably [going to] say ‘no’. I don't remember asking her that."This May, Fischer was released from jail on custody credits, just months after being sentenced to four years behind bars. 2351

SAN DIEGO (KGTV) – A verdict has been reached in the trial of a former Yuma Police officer accused of raping his then-wife's cousin in 2017.Jurors found 34-year-old Jared Elkins guilty of four felony counts, including forcible rape and sexual penetration by force. Elkins was found not guilty, however, on four similar counts involving an intoxicated victim."I'm extremely pleased with this jury and their verdicts," said Deputy District Attorney Lisa Fox."The fact that he was a law enforcement officer and carried a weapon was significant for the victim in this case she believed that he would carry through with these threats and why she was so afraid of him," argued Fox.Elkins was taken into custody without bail following the reading of the verdict. The group had been out to dinner, then watched a movie while drinking beer and wine at the home. That night a 23-year-old woman, related by marriage, says Elkins forced her to have sex while other family members were asleep in the house. Elkins claimed during testimony this month that the sex was consensual and the rape charges were made out of guilt.Following the encounter, the woman says she ran to her mother's room and both escaped out of a window. SAN DIEGO (KGTV) - A San Diego-based company is ramping up its production of ventilators to meet rising demand around the world. ResMed is primarily known for its devices to aid sleep apnea. However it also has a line of ventilators, which have now become their primary focus.“Our goal is to have 2 to 3 times or more of our global manufacturing capacity in a few weeks, then push beyond that,” said Mick Farrell, CEO of ResMed.Farrell says they began increasing production in January when the outbreak was spreading in China. They’ve now ramped up ventilator and ventilator mask production at all of their facilities. Farrell would not say how many they will be able to provide to American hospitals but said they have been in conversation with the federal government and other suppliers to meet the challenge. “We think between us and our competitors we can keep up on the demand that is needed for ventilators,” said Farrell. On Wednesday, San Diego County health officials said half of the region’s ventilators were currently being used but more were on the way. However, they did not provide specific numbers on how many were available. When asked if he thinks there will be enough, Rob Sills with the county’s medical operations center said, “We don’t know what the final number is going to be, we don’t know how many we are going to need. It is our desire to have enough to judiciously put in place systems so that we can distribute ventilators where they are most needed.” 1488

  

SAN DIEGO (KGTV) - A vandal targeted at least a dozen vehicles at a popular shopping center in University City on Friday, flattening tires across one of the parking lots."It's very upsetting," said Camille Bsaibes.Bsaibes showed 10news a Toyota RAV4 with a flat tire. The vehicle belongs to his son. Bsaibes, who owns Amardeen restaurant, located in the Renaissance Towne Centre, experienced his own flat tire Friday while driving his van. Bsaibes didn't notice it until he was one the road."When I was driving, I was shaking ... wondering why it was shaking," said Bsaibes.Bsaibes pulled over and found three of his tires flat. His total bill to replace tires? Nearly 0. That day, three of his employees also felt their tires go flat as they were driving home from work. They were all parked in the same back lot. It was a similar story for four employees of the L-Transformation beauty boutique. In all, at least 12 vehicles from 4 of the businesses were hit in one day. It happened in broad daylight at the busy shopping center, sometime between 11 a.m. and 3 p.m."The tire shop said somebody used a long, sharp object and punctured the side of the wheel," said Bsaibes.The flat tires weren't immediately obvious and didn't become a problem until the vehicle were on the road. Many working at the shopping center wonder if that was on purpose. Was the vandal hoping to cause havoc on the roads? "I'm glad everyone is safe. It could have been worse. On the road, who knows what could have happened. It's shaken us all up," said Ly Tran, who owns L-Transformation. 1576

  

SAN DIEGO (KGTV) -- A woman was arrested by Border Patrol agents after they reportedly discovered drugs hidden inside her child’s car seat and stroller.Agents say they stopped a 2015 Nissan Sentra at an unspecified location along Interstate 15 on June 12 around 6:15 p.m. The vehicle was driven by a 26-year-old male US citizen. Two women and three minor children were also in the vehicle. After searching the vehicle using a K-9, agents found several packages of drugs wrapped in cellophane and hidden inside one of the children’s car seat and stroller. Border Patrol says a child was sitting in the car seat when the drugs were found. The 23 packages contained methamphetamine, cocaine and heroin valued at 1,680, the agency says. Agents later discovered that the drugs were hidden by one of the female passengers, a 26-year-old US citizen. The woman was arrested and turned over to the Riverside County Sheriff’s Office while the three minor children were released into the custody of their 32-year-old aunt. 1023
