SAN DIEGO (KGTV) - A North Park woman is wondering what went wrong after she quickly paid off a fine for a parking ticket, and then got hit with a big late fee.On the second Tuesday in November, Stacy parked her car on Meade Avenue near her home in the morning. When she got off work later that day, she found something unexpected on her windshield."I didn't read the sign correctly. Parked in a spot that said 'No Parking' and got a ticket," said Stacy, who asked 10news not to use her last name.For parking in a street sweeping zone, she received a ticket for .50."Wrote the check the next day and sent it in the mail the following day," said Stacy.Stacy says she included the ticket in her payment and put the citation number on the check."At that point, I thought everything was fine," said Stacy.A few weeks later, she got a notice from the city saying the citation hasn't been paid, and she had a few weeks to pay it. Stacy wrote another check for .50 and sent it in the mail. She stopped payment on her initial check. Fast forward to late December, when she got another notice. Her payment had been received, but she now owed a late fee of ."How I felt was frustration. I felt a lot of frustration, because I felt like I had done what I was supposed to do," said Stacy.Stacy ended up paying the late fee online. She's not alone. After posting details of her ordeal on the Nextdoor app, another driver responded with a similar story. He reported that his check wasn't processed until after the late deadline."My concern is other people aren't able to afford late fee," said Stacy.Stacy won't be mailing any more checks when dealing with the city. "If checks aren't the way to do things, and they can't get to the volume ... we just need to know about it," said Stacy.Stacy says her initial payment didn't get lost in the mail, because the city tried to cash it - weeks after the late deadline.A city spokesperson released the following statement:"Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments. Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. The Office of the City Treasurer generally advises customers to use the online option as the payments are posted in real-time ... (Stacy) put a stop payment on her original check payment. When stop payments are initiated on checks, it triggers an automatic process that rolls back the original payment. When this occurs, the bank will assess a stop payment fee that is added to the balance due. Late fees were automatically assessed. Her original payment was timely. Subsequently, the late fee and assessment were waived. (Stacy) will receive a refund check for in approximately 30 days." 3235

SAN DIEGO (KGTV) -- A San Diego County leader is asking the state to look into what she calls the disproportionate placement of sexually violent predators in rural East County. In a letter, Board of Supervisors Chairwoman Dianne Jacob asked Attorney General Xavier Becerra to investigate the placements. Jacob says nine out of the 12 predators, dubbed the "dirty dozen" by Jacob, released in the San Diego region have been housed in the communities of Campo, Boulevard and Jacumba Hot Springs. RELATED: Placement hearing to be held for 'bolder than most' rapist“Rural East County should not be treated as a convenient dumping ground for SVPs,” said Jacob. “In their attempt to quietly house these monsters in our county, state officials are exploiting small, rural communities that often lack the resources and clout to challenge these placements.”The letter comes as a judge gets ready to consider a state proposal to put Alan Earl James, another sexually violent predator, in Jacumba Hot Springs. SAN DIEGO (KGTV) — A number of San Diegans who were abroad in Peru are now stranded there amid the coronavirus outbreak.On March 15, as the disease spread, the Peruvian government declared a 15-day national quarantine, eliminating travel out of the country. The U.S. government has taken the first 600 American tourists out of Peru, but the San Diegans who are still there say they still don't have concrete information on when it will be their turn. "It's been a bit of an emotional roller coaster but right now it's seeming that there's light at the end of the tunnel knowing that the State Department is working on repatriation flights, so I'm feeling hopeful right now," said Dr. Rupa Prasad, an anesthesiology resident at U.C. San Diego health.Prasad has been in Peru since March 8 for a capacity building medical mission with Dr. Reema Sanghvi, a U.C. San Diego anesthesiologist on the faculty. Sanghvi says the Peruvian citizens have treated them with a lot of respect and hospitality, but they want to get home to help their colleagues at a critical time. Andrew Palm, 25, has been living in Lima since December, where he enrolled in a Spanish language immersion program. He says the restrictions are tight, and that military officers will question people on the street who aren't wearing a mask or carrying grocery bags, the only acceptable ways to go outside. "The reason I want to come back home is because I don't know how bad this is going to get," said Palm, whose family lives in Rancho Bernardo. He said those abroad should enroll in its smart traveler program for important updates, at step.state.gov. SAN DIEGO (KGTV) - A new option for bike lanes along 30th Street in North Park looks like a compromise between cyclists and business owners.The new proposal, called Option A+, would build dedicated, protected bike lanes along a 2.4 mile stretch of 30th Street, stretching from Juniper to Adams Avenue. That's longer than initially planned.In return, business owners will get to keep some of their parking. That stretch has around 550 parking spots. The original plan removed all of them. The new plan leaves 100 in place, mostly in business areas rather than residential areas.RELATED: Hundreds of parking spaces in North Park could be removed for bike lanesThe plan first came up at a December meeting of the City Mobility Board.Even with the compromise, some business owners worry the loss of 450 spots will impact their customers."North Park is a destination city," says Kelsey Padigos, the owner of Subterranean Coffee. "We get customers who walk, who ride their bikes and who drive. But this may hurt her bottom line."We have a location in Hillcrest, and the parking situation there is troubling," she says. "It turns customers away.
