A big reason why: 29 GOP senators who still serve in the Senate voted in 2013 against legislation drafted by Sens. Joe Manchin, a West Virginia Democrat, and Pat Toomey, a Pennsylvania Republican, to expand background checks on commercial sales. Cocoa Beach is usually packed on Labor Day weekend.“Oh, it’s umbrella city; just an absolute zoo,” says resident Tom Burns. “That’s why we don’t come here on Labor Day.”However, that’s not the scene this year.
