SAN DIEGO (KGTV) — At age 41, Ryan Bartell had already achieved so much: He was a two-time all-state runner, served in the Coast Guard, and was helping autistic children alongside his wife. He also had a son of his own. “Ryan called me on March 1 of last year to say that he had been diagnosed with stage IV pancreatic cancer," remembers Jim Bartell, Ryan's father. The cancer was aggressive and chemotherapy wasn't working, Ryan was in a lot of pain. “They had him on morphine and fentanyl, two very serious opioids, and because of those two drugs he was asleep most of the time to deal with the pain," said Jim. Jim says that lasted for about four weeks until Ryan asked for cannabis. “He went from being asleep most of the time with fentanyl and morphine to being alert and being able to communicate, text, talk to friends, have visitors, while he was on the cannabis medicines."Jim says the cannabis gave Ryan a decent quality of life in his final weeks; he passed away seven weeks after the initial diagnosis. “While medical cannabis has been proven to help with reducing nausea, vomiting, and pain, hospitals in our state are expressly prohibited from providing it to patients," said State Senator Ben Hueso.Because of the Federal Drug-Free Workforce Act, hospitals have adopted policies prohibiting cannabis in their facilities. Hueso wants to change that with SB 305 or Ryan’s Law: Compassionate Access to Medical Cannabis in Healthcare Facilities Act.Healthcare facilities which treat terminally ill patients would be required to allow the use of medical cannabis, meaning patients could bring their product inside the hospital.The patient would be required to provide the facility with a copy of their medical marijuana card or recommendation by a physician.The bill excludes vaping or smoking but edibles, oils, topicals, etc. would be allowed. New York already has a similar law. “I felt something had to be done so that that didn’t happen to other people who wanted a higher quality of life near the end of their life," said Jim, who initiated the legislation. 2082

"It started when I was reading a Wall Street report saying google search results were bias and it was shocking to me."Agastya created a Google platform mock-up that surveyed people's perceptions on political candidates, based on search engine results. "I had a few political search results which were arranged in 5 different orders, one favoring a liberal, one favoring a conservative. Once I got the results back, I was shocked how much it changed people's perspectives by 30%."And it wasn't just his creativeness that got the judge's attention. He was also asked to answer two questions, one to offer a solution to the global wildfire issue. "You'd have a fleet of drones that'd detect fires with image processions and AI, that was my idea for solving the wildfires." His sharp responses then placed him in the top 30. "I just freaked out, it was incredible."Next month, Agastya will be competing in the final round as the contest goes virtual for the first time amid COVID-19. SAN DIEGO (KGTV) -- Bike the Bay celebrated its 11th annual ride on Sunday but this year it added some safety changes. Roughly 3,000 people participated in the popular bike ride. The ride is 25 miles and takes cyclists over the Coronado Bridge, through Coronado, Imperial Beach, Chula Vista and National City. It's the only day of the year where bikes are allowed on the iconic bridge. This year, the event made some changes after an accident during the ride last year. Christina Rocheleau who was not participating in the ride collided head-on with a participant who was trying to pass cyclists along the trail. Rocheleau suffered a fractured nose and three fractured vertebrae. She hasn't been on a bike since. At the time of the accident, organizers told us that they take safety very seriously. This year, they added more signs along the route, more volunteers to guide cyclists and made the route all one-way. All of the proceeds for the ride go towards the San Diego County Bike Coalition, an organization that promotes bicycles as a form of transportation and advocates for safer roads for cyclists.   1156

SAN DIEGO (KGTV) — As more San Diegans are working from home during the coronavirus outbreak, more pets are finding new families — but care extends past any quarantine orders.Helen Woodward Animal Center says the center has seen an uptick in adoptions, nearly doubling normal adoption rates at the center last weekend. Many of those new pet parents came from educational backgrounds."We met professors, teachers, and counselors who had all been asked to work remotely and suddenly had lots of hours in a quiet house," said Helen Woodward Animal Center Adoptions Services Manager Dora Dahlke. SAN DIEGO (KGTV) -- California Highway Patrol is investigating after a man was shot while driving on Interstate 8 Saturday night. According to CHP, the shooting happened on I-8 near Waring Road around 8:30 p.m. CHP says an unknown vehicle began firing rounds at the victim. According to CHP, the suspect fled the scene in an unknown vehicle and has yet to be located. The victim was taken to the hospital and is expected to recover.
