SAN DIEGO (KGTV) -- A fire ripped through a Lakeside strip mall late Tuesday evening, but no injuries were reported.The fire broke out just after 11 p.m. in the 9700 block of Winter Gardens Blvd, near Woodside avenue.When firefighters arrived on scene the blaze spread to several businesses. Most of the damage was to the outside of the buildings but thick black smoke did get inside.By 11:30 p.m., the flames were knocked downNo injuries were immediately reported.The cause of the fire is under investigation. 518

SAN DIEGO (CNS) - Three thieves, one armed with a gun, assaulted a man Monday during a pre-dawn home-invasion robbery in a Bay Terraces-area neighborhood. The victim spotted the trio of burglars inside the house in the 7100 block of Terra Cotta Road about 3:30 a.m., according to San Diego police. One of the intruders pointed a gun at the man while demanding valuables along with his cohorts, Officer Frank Cali said. During the confrontation, at least one of the robbers hit the victim with an unidentified object. After gathering property from inside the residence, the thieves fled in a stolen maroon 2011 Toyota RAV4, California license No. 6UJW830. The victim described the burglars as teenage boys or young men in their late teens or early 20s, dressed in dark clothing. No serious injuries were reported. 820

SAN DIEGO (KGTV) -- A developer is proposing to build 1,200 housing units over the now-shuttered Carmel Mountain Ranch Country Club golf course.New Urban West is planning what's called "The Trails at Carmel Mountain Ranch." The plans, submitted to the city, call for 1,200 multifamily homes - a mix of for sale, and for rent - plus 111-acres of open space, including six miles of trails. The 164-acre project would make 10 percent of its rental units available for low-income households at 65 percent of the median income. "The plan features affordable and market rate housing for young families, working professionals, and seniors in very close proximity to thousands of jobs and a major transit center," said a statement from Jonathan Frankel, a vice president at New Urban West.Carmel Mountain Ranch golf course closed in 2018, amid a series of golf courses shutting down due to skyrocketing water rates. The course has since been fenced off, and is dominated by weeds and overgrowth. Now, a group of residents called Carmel Mountain United is raising concerns over the development in the golf-centric neighborhood. The neighborhood has several golf-cart crossing warning signs and its streets are named after famous courses.Troy Daum, who heads the group, says many people bought in the neighborhood because of the golf course. Now, his group is raising concerns that the development could increase traffic and make it more difficult to evacuate quickly in the event of a wildfire. Daum said New Urban West has ignored those calls and should instead focus on redeveloping area retail centers into mixed-use housing. "I don't think there's compromise with 1,200 homes," Daum said. "There's just not room in the community to handle that."Frankel says the project comes after neighborhood workshops and online surveys. A release from New Urban West notes upwards of 1,600 units could have been built on the property. SAN DIEGO (KGTV) - A former Yuma Police officer testified Tuesday in his trial for the rape of a woman in Kensington.Jared Elkins, 34, raped his wife’s cousin after a family gathering at her home on Marlborough Drive last year, prosecutors said. The group had been out to dinner, then watched a movie while drinking beer and wine at home.She testified last week, saying she didn’t yell during the alleged attack because Elkins threatened to kill her. His wife was asleep across the hall at the time.After the encounter, the woman said she ran into her mother’s room for help, and they both escaped out a window.At a hospital, the alleged victim's blood-alcohol level was determined to be .09 percent, according to witness testimony.Police said Elkins told them that the sex was consensual and the rape charges were made out of guilt.Elkins told the jury the alleged victim started flirting with him after everyone else went to sleep.“There was mutual flirtations between the two of us and we were being adults,” said Elkins, who testified the woman was “cuddling, almost snuggling” with him.“She said yeah, it was surprising to me; I was excited a younger attractive woman, you know, it kind of confirmed everything on the couch,” Elkins said.Elkins resigned from the Yuma Police Department in 2017. He is facing nine felony counts including forcible rape and could serve 14 years in prison if convicted.City News Service contributed to this report. 1462

SAN DIEGO (KGTV) - Military families sent 10News letters discussing a myriad of issues their students faced when they transferred from out of state into San Diego Unified School District.One student, who didn't want to be identified, sent a letter that read in part, "I would dread getting up everyday knowing that this was going to be a continuous process," explaining he didn't get the same treatment in an assistance program here, compared to where he previously lived.Another letter discusses a woman's special needs children, "It took over a week to even get my children placed in classrooms to start school with no updates as to why. After calling several times we were able to get placements for our children. I know that special needs children have to be placed in certain classrooms and things like that, but for it to take that long is a little excessive." She continued stating in the letter, "two of our children are waitlisted (with no foreseeable date of service) for speech therapy with a letter stating that it is because there is a "lack of available therapists" in the area."Erika Bradley said her daughter had trouble transferring AP and Honors credits, and once she was pulled out to be home schooled, she was told her daughter couldn't participate on the Varsity Soccer team."It put her in a tailspin... We had many instances of panic attacks," she said."We have upwards of 8,000 military dependent students within our district," Jennifer Coronel, Program Manager of Children and Youth in Transition at SDUSD said. That's about 7% of the district's student population.On SDUSD's website, you can find numerous resources for military families. The district gets anywhere from ,000,000 to ,000,100 in military student funding per year. "We have four Intervention Counselors that work out of the Department of Children and Youth in Transition and all of them have a specific area within San Diego Unified and assist with all matters related to military students," Coronel said.
