SANTA ANA (CNS) - A Colorado man was behind bars Wednesday on suspicion of killing an 11-year-old girl in Newport Beach in 1973, with authorities saying DNA technology helped them track down the suspect.James Alan Neal, 72, was arrested around 6:30 a.m. Tuesday in Colorado Springs, Colorado, in connection with the death of Linda Ann O'Keefe, who lived in Corona del Mar, Newport Beach police Chief Jon Lewis said.The girl disappeared while walking home from summer school on July 6, 1973, and her strangled body was recovered the following morning in a ditch in the Back Bay area. Police said the girl was last seen standing near a man in a blue or turquoise van.Lewis credited ``the latest in DNA technology'' for helping crack the case that has stymied investigators for more than four decades.``We have never forgotten Linda or the tragic events of July 1973,'' Lewis said at a news conference announcing the arrest. SAN YSIDRO (CNS) - A speeding Orange County driver attempting the enter the country was killed after his car struck a man and woman and crashed into a metal barrier at the San Ysidro Port of Entry today.The crash occurred about 2:14 p.m. in a lane that was closed to traffic, according to California Highway Patrol Officer Salvador Castro.A gray Hyundai sedan driven by a 27-year-old man from Santa Ana was attempting to cross into the United States, Castro said. The Hyundai was traveling at a high rate of speed when it struck a metal swing arm barricade.It is unknown if alcohol or drugs were factors in the collision. The driver's name was not released.Tijuana police said the driver's vehicle struck a 70-year-old man and a 49-year-old wheelchair-bound woman on the Mexican side of the border. Chuck Schumer plans to propose legislation decriminalizing marijuana, Vice News reported Thursday."I'll be introducing legislation to decriminalize marijuana at the federal level from one end of the country to the other," the New York Democrat told Vice News. (KGTV) - Customs and Border Protection closed three lanes of traffic heading into the United States from Mexico Tuesday morning.In a statement, CBP said it was “to install and pre-position port hardening infrastructure equipment in preparation for the migrant caravan.”One lane of traffic was also closed at the Otay Mesa port of entry.It comes as active-duty troops have been working to add barricades and fencing as part of “Operation Secure Line.”On Tuesday, troops could be seen moving barriers covered with barbed wire along the border, periodically closing the southbound lanes into Mexico.In their statement, CBP officials warned “persons traveling northbound to the U.S. anticipate possible increased wait times because of the lane closures.”Even before the lanes were closed, wait times of six to seven hours had been reported at peak times in the standard lanes. Part of that was due to traffic control by authorities on the Mexican side.Travel as a pedestrian, however, has not appeared to be affected.Rebecca Fodor walked across Tuesday night and said it only took a few minutes. She said she did notice armed troops in camouflage uniforms.“It didn’t really change anything. I think they were just watching for anything suspicious,” she said.The lane closures will remain in effect indefinitely.
