BEIJING, Aug. 17 (Xinhua) -- China's top legislator Wu Bangguo met here Monday with Speaker Luka Bebic of the Croatian Assembly, vowing to facilitate closer parliamentary exchanges and cooperation between both countries.     "China highly values its relations with Crotia, and regards the country as a reliable good friend and partner in southeast Europe," Wu told Bebic in Beijing. He vowed joint efforts with the country to cement bilateral exchanges in all fields to build better future for both sides. Wu, chairman of the Standing Committee of the National People's Congress (NPC), hailed the progress of bilateral ties since the forging of diplomatic ties 17 years ago, citing frequent high-level visits, remarkable trade cooperation and increasing exchanges in cultural, technological and educational areas. He expected closer cooperation with China in the areas of trade, tourism and infrastructure construction.     Calling China a great friend of Croatia, Bebic said his country believed China had made great contribution to world peace and development by dealing with the global economic downturn in an active way, and maintaining relatively fast economic growth.     At Wu's invitation, Bebic arrived in Beijing on Sunday for a week-long tour to China.

BEIJING, Sept. 18 (Xinhua) -- The Communist Party of China (CPC) central leadership vowed Friday to enhance intra-Party democracy by improving Party congress and election systems.     Less than two weeks ahead of the 60th anniversary of the founding of the People's Republic of China (PRC), the 17th CPC Central Committee made a consensus at its fourth plenary session which ended Friday, calling for bettering the democratic decision-making mechanism within the Party in order to maintain the CPC's centralization and unity.     After the four-day close-door meeting, the CPC Central Committee agreed in a communique upon pushing forward intra-Party democracy, which allows broad representation of Party-wide wills and propositions, and, subsequently, drives people's democracy.     Hu Jintao, general secretary of the CPC Central Committee, said at the 17th CPC National Congress on Oct. 15, 2007, "We will expand intra-Party democracy to develop people's democracy and increase intra-Party harmony to promote social harmony." Hu Jintao, general secretary of the Communist Party of China (CPC) Central Committee, delivers a work report at the Fourth Plenary Session of the 17th CPC Central Committee, which was held from Sept. 15 to 18 in Beijing, China"The realization of intra-Party democracy must rely on the guarantee of all Party members' democratic rights to know, to participate, to vote and to supervise all internal affairs of the Party," Hu, also Chinese president, said at another occasion months ago.     Yu Keping, a prominent theorist who serves as deputy director of the CPC Central Compilation and Translation Bureau, said people's democracy was the ultimate goal of China's democratic politics, whereas the Party's internal democracy spearheads to achieve the ultimate goal.     Political scientists said the CPC's stance of institutionalizing itself towards a more transparent and democratic ruling party reflects its increasing preparedness for the new situation, which was summarized by the latest communique as "long-term, complicated and draconian tests" for the CPC's ruling capability, the reform and open-up policy, adoption of a market economy and adaptation to outside circumstances.     Wang Changjiang, a scholar at the Party School of the Central Committee of the CPC, said "the new situation" might be a combination of diversified problems, such as the economic downturn, mass incidents and ethnic issues.     Wang's alert coincided with the sober-minded perspective of the CPC central leadership, which says in the communique that "it has never been so onerous and pressing that the Party must effectively manage and discipline itself."     One solution to those challenges is to beef up teams of "high-caliber cadres" through democratic, open, competitive and merit-based selection channels.     The communique said the Party should encourage best people to stand out from peers to take key Party or governmental posts.     Xu Yaotong, a researcher at the China National School of Administration, said direct election of officials, which was a foundation of intra-Party democracy, could start from the county level.     Some provinces, such as southwestern Sichuan and eastern Jiangsu, have tried out direct elections, in which grassroots candidates ran for township-level Party leadership.     With the idea of improving the Party congress system, the CPC is expected to try to mandate more power to delegates to various levels of congresses, who hold equal voting rights, regardless of official status, for decisions at Party congresses.     The ruling CPC is the largest political contingent in China, with about 76 million members growing rapidly from 4.4 million in 1949 when the PRC was founded.

  

BEIJING, Aug. 26 (Xinhua) -- A senior Chinese legislator said Wednesday that China will promote social exchanges with Myanmar to boost bilateral ties.     "We attach importance to and support friendly exchanges and cooperation between social groups and organizations in China and Myanmar, which will contribute to the development of bilateral ties," said Zhou Tienong, vice chairman of the Standing Committee of the National People's Congress, in a meeting with a delegation from a government-supported organization from Myanmar.     Zhou, also president of the Chinese Association for International Understanding, briefed the eight-member delegation on China's political and economic situation, its measures in tackling the global downturn and pledged to boost economic and trade cooperation with the international community, including Myanmar. COPENHAGEN, Oct. 6 (Xinhua) -- The impressive celebrations on Oct. 1 has testified that China is now a very important country in the world and holds a strong position globally, a European expert on China said.     The celebrations to mark the 60th anniversary of the founding of the People's Republic of China "were very impressive," Kjeld Erik Broedsgaard, professor and director of the Asia Research Center in Copenhagen Business School, told Xinhua in a recent interview.     "I think China now is in a stronger position globally than it was in any times since 1949. The celebrations really testify that this is the case," said Broedsgaard, who has been closely following the development of China for more than 30 years.     China's economic, political and cultural influence has been on the rise in recent years, said Broedsgaard, who has written and edited 18 books and monographs on modern China and East Asian affairs.     Describing China as being at the "forefront in terms of economic development," the Danish professor said China's role is "critical" in tackling the global financial crisis.     On China's political influence, he said China has taken part in "a variety of multilateral for a" in addition to international organizations such as the World Trade Organization and the United Nations.     The Beijing Olympic Games in 2008 also showed China's increasing significance, he observed.     Culturally, "China is also in a position where soft power is increasing," said Broedsgaard, who is a member of the Advisory Committee of the EU-China Academic Network and the Sino-Danish Joint Committee for Cooperation in Science, Technology, and Innovation.     Many people are interested in the Chinese tradition and culture, while more and more people are studying the Chinese language, he said, taking South Korea as an instance.     There are more people in South Korea studying Chinese than English, he explained.     Confucius institutes have been established in many countries, he said, adding that there is a Confucius Business Institute in Copenhagen.     As for the problems that China faces, Broedsgaard said that "there are always problems when a country rises."     But he said it is useful to remember history and put things in a historical perspective, adding that it is very important to remember that this is the "re-emergence" of China, which was a strong and important country in the past.     To ease the concerns of other countries, China has to relate to its partners and major powers and reassure them that it is a win-win situation in which "I get stronger, but you also get benefit," he said.     Broedsgaard also commented on the party building of the Communist Party of China (CPC), which was a focus of the Fourth Plenary Session of the 17th CPC Central Committee held in Beijing from Sept. 15 to Sept. 18.     "The whole issue of party building is important because the quality of leadership is important," he said, adding that the failure of the Soviet Union in the 1990s was part of "a question of the quality of leadership."     The CPC has been able to reform, renew and revitalize itself, he said.
