SAN DIEGO (KGTV) -- As San Diegans come to grips with the violence that unfolded in a Paradise Hills home, leaving a mother and her young boys dead, District Attorney Summer Stephan tells 10News it is a problem that San Diego is becoming too familiar with.“Domestic violence remains the number one killer of women in the United States and right here in San Diego,” said Stephan.She revealed the County of San Diego had 18 murders last year related to domestic violence.RELATED: Resources available to domestic violence victimsStephan said a third of those murders involved people who had active restraining orders.“We want victims to know that a restraining order is a piece of paper and that it alone is not going to protect the victim,” she said.According to Stephan, the first 72 hours after filing a restraining order are the most vulnerable for retaliation and victims need to have a plan in place.RELATED: Document details chilling text messages sent to woman killed in Paradise Hills murder-suicide“In the first 72 hours after somebody obtains a restraining order the risk is heightened,” she said. “There is almost an escalation of risk.”One important piece of advice for victims after filing a restraining order, is to leave the home the offender knows of.“What we say is for a victim to get a restraining order, but only after there has been a safety plan and there has been a threat assessment by professionals.”Across the county, there are a number of resources available to help put a plan together.“There's a family justice center run by the City Attorney Mara Elliott, there's a center for community solutions with a 24 hour number,” she said.More resources are also listed on the DA’s website https://www.sdcda.org/helping/domestic-violence.html 1769

SAN DIEGO (KGTV) - Attention is now turning to the southern border after Wednesday's border closure with Canada.On Thursday, the walkway into Tijuana was nearly empty but the San Ysidro Port of Entry remains open, for the time being. “It's going to have major implications for us, particularly for us here in Southern California, if we see a closing of the U.S.-Mexico border,” says Dr. David Shirk with the University of San Diego, where he works as a professor with an area of expertise in U.S.-Mexico relations. SAN DIEGO (KGTV) -- California’s superintendent of schools announced a new plan to study the role and impact of police on school campuses.During a Wednesday morning virtual press conference, State Superintendent of Public Instruction Tony Thurmond said he wants to speed up research in examining how police at schools affect students.“We need to set clear standards that police officer should never be dean of students or disciplinarian for student behavior,” Thurmond said.Schools may still need police on campus to respond to situations such as active shooters or bomb threats, Thurmond said, but he was clear that officers should never treat students like criminals.In the wake of protests over the death of George Floyd in Minneapolis and as people across the U.S. call for systemic change in the role police play in all of our lives, Thurmond is organizing a task force to study police presence at schools.“We should have more restorative justice programs, focus on de-escalation, programs that focus on intervention that can be done by those who have the ability to use peacemaking skills to reduce violence,” Thurmond said.San Diego County is no stranger to police-related controversy on local school campuses.In 2016, a fight at Lincoln High School ended with school police using Tasers and pepper spray on students. Players are expected to return for training camps on July 1.While the MLB announcement did not specify the role of fans, multiple reports suggest the season will begin in empty ballparks with no fans in attendance.To reduce travel, the schedule will include 10 games for each team against its divisional opponents, along with 20 games against the opposite leagues corresponding geographical division.For the San Diego Padres, that will mean 10 games each against the San Francisco Giants, Los Angeles Dodgers, Arizona Diamondbacks, and Colorado Rockies.
