SAN DIEGO (KGTV) -- Dozens of San Diegans are calling on the City Council to take action after they say a decision to let people live in their cars is creating homeless camps in their neighborhoods. Sarah Bonesteel has lived in the Pacific Beach area for 20 years. “It’s ruining the neighborhoods,” Bonesteel. Lately, she says camps of people living in their vehicles are destroying the lifestyle for people who live in the area. “It can be 5 or 6 of them all together on a block. I pay a lot to live here by the beach, and it’s ruining the environment.”It’s been about a month since San Diego’s City Council voted to repeal a decades-old ordinance that prohibited people from living in vehicles on city streets. Now, it’s legal again and some residents aren’t happy about it. “There’s pedophiles close to the schools, we can’t take kids to the library anymore. Off the 94 near Webster, RVs and giant vans line the street, one even equipped with a satellite dish. Frustrated San Diegans like Bonesteel have even created a coalition to try to fight the change. Residents have been sharing photos and stories, like one woman who says her kids witnessed people beating each other outside a van. Another man says teachers at a local preschool are extremely concerned. In Ocean Beach, one woman captured a photo of a dilapidated school bus. “We’re trying to compile information, pictures of it all, so that we have it documented.”Some people living in their RVs told 10News off camera that they don’t have any other options. But how far has the repeal gone? 10News found people on Airbnb trying to rent out vans with “an ocean view.”“We had joked about them maybe doing that, and then there’s been ads and it’s like holy crap, they’re actually going to rent it out,” Bonesteel said. “This is going too far.”Bonesteel has a message for San Diego’s City Council. “Please think about what you’ve done.”10News tried to reach out to councilmembers about the issue, but haven’t heard back. SAN DIEGO (KGTV) — Hundreds of students at nearly a dozen schools walked out of class Friday in protest of the planned layoffs by the Sweetwater Union High School District.The district says cutting the teachers is the last resort to fixing a million budget deficit. Teachers and Students at Southwest High say cutting the Learning Center program will cause students to be enrolled in Independent Studies, which is similar to homeschooling. This program only has a 7 percent graduation rate. About 1,300 students use the district’s dozen learning centers.The state is auditing the district for potential money mismanagement, but the district says the shortfall is because of the decline in student enrollment and revenue.Students say they believe the district should cut the salaries of administrators instead of cutting hundreds of teachers. SUHSD's superintendent took home 7,000 in 2018.During the meeting where board members approved the cuts, Superintendent Dr. Karen Janney said they have looked at ways to save the positions.“Even in the most challenging financial times, layoffs for this governance team have been a last resort,” said Janney.Teachers and staff at risk of being laid off will receive pink slips in early March, though a final decision on the fate of their employment won't come until May. 2023

SAN DIEGO (KGTV) -- Following several years of record-breaking fires around California, the state’s department of insurance is letting residents know they have options if their insurance gets dropped. Under Proposition 103, a law approved by voters in 1988, insurers are required to file rate changes with the California Department of Insurance. Although the department doesn’t set rates, state law requires that insurers’ rates are based on a demonstrated risk of loss. New laws that both took effect in 2019 also offer some protection. One of the laws specifies that homeowners living in a declared wildfire disaster area or adjacent zip codes receive one year of protection from non-renewal. The state also extended protections against non-renewal for people who suffer a total loss during a fire to two automatic renewals or 24 months. If you find yourself in the middle of a non-renewal, the department lists specific rights California residents have: The notice of non-renewal must be sent at least 45 days prior to policy expiration. That notice of non-renewal must contain: (1) the reason or reasons for the non-renewal; (2) the telephone number of the insurer's representatives who handle consumer inquiries or complaints; and (3) a statement indicating that if the consumer has contacted the insurer to discuss the non-renewal and remains unsatisfied, the policyholder may have the matter reviewed by the Department. The insurance company must determine whether to renew or non-renew based upon its underwriting guidelines, which must be objective, have a substantial relationship to the risk of loss, and be applied consistently among insureds in the particular group being non-renewed.For anyone who can’t find insurance, the department has another option. The FAIR plan is available to all homeowners as a last option for coverage. The maximum limit written by the plan on residential property is ,500,000. According to the department, insurance companies use different tools and maps to determine high-risk areas around the state. SAN DIEGO (KGTV) - Family members in the South Bay mourning the death of a beloved grandfather and foster parent from coronavirus.Enrique Gonzalez, 68, was doing everything right. He was staying at home. His family was shopping for him. A month ago, he got sick."Runny nose, body aches, fever," said his nephew, Fernando Gonzalez.Fernando says within a week, Gonzalez tested positive for COVID-19."As soon as he had trouble breathing and talking, we took him to the hospital," said Fernando.Doctors put him on a ventilator and into a medically induced coma. Weeks later, after suffering cardiac arrest, his condition deteriorated. A nurse helped his large family talk to him through Facetime calls."Told him jokes, playing music for him ... praying for him. Really tough not to be in the room," said Fernando.A week ago, Gonzalez passed away."Just devastating to everybody," said Fernando.Fernando says the family now grieving the loss of a hard-working man with the biggest of hearts. After Gonzalez retired from decades working in construction, he and his wife decided to become foster parents, fostering over 20 children in the past 4 years."Even when he passed away, still fostering an infant ... SAN DIEGO (KGTV) - Filipino World War II veterans who fought under the American flag were honored at a luncheon in Lincoln Park on Sunday. The event took place at the Jacobs Center for Neighborhood Innovation on Euclid Avenue.More than 260,000 Filipino and Filipino American soldiers served the United States during the war, but their service was unrecognized for decades.That changed when the Filipino Veterans of World War II Congressional Gold Medal Act of 2015 was passed and then signed into law by President Obama in 2016.The veterans were honored with a bronze replica of the Congressional Gold Medal (CGM) for their service and sacrifice during World War II. A CGM is the highest civilian honor that Congress can bestow.A total of 61 veterans were honored, with many family members accepting the honor for vets who have passed away. Ten living veterans were present to receive their medals.10News reporter Melissa Mecija emceed the event.  1020
