Children should be learning in classrooms. That was the message from Florida Gov. Ron DeSantis on Thursday, less than 24 hours after the Palm Beach County School Board reached a consensus to start the 2020-21 academic year with online-only classes."Educating our kids is absolutely essential," DeSantis said during a news conference at the Jacksonville Port Authority. "I have no doubt we can do this safely."Claiming that students across the state have suffered an "education gap" from online distance learning, he urged school districts to consider opening brick and mortar schools right away for the 2020-21 academic year."I want our kids to be able to minimize this education gap that I think has developed," DeSantis said. "In spite of good efforts with the online, it's just not the same. So I worry about that gap."The governor added he's concerned about the social impact that distance learning is having on children."There's something to be said for being in school, seeing people you know, growing up like a normal kid," DeSantis said.On Wednesday, the Palm Beach County School Board reached a consensus to start the 2020-21 academic year, which is slated to begin on Monday, Aug. 10, with online-only classes due to the ongoing threat of the coronavirus pandemic.A final vote will take place on July 15.DeSantis, whose three children are not old enough to attend kindergarten, said he would send them to elementary school if they were of age."I would not hesitate to put them in, in terms of the risk. Because the risk, fortunately for kids, is extremely, extremely low," DeSantis said. While the governor supports having children in classrooms, he did admit that exceptions should be made for students with significant health issues, and ultimately, the choice is up to parents."Different parents have different calculations. If a parent wants to opt for virtual education, they should absolutely be able to do that. We shouldn't be forcing them to do any kind of decisions," DeSantis said.Last week, the Florida Department of Education issued an order requiring public school districts to open brick and mortar schools five days a week. However, districts have flexibility with the format of the 2020-21 academic year based on the recommendations of local health officials. There are 232,718 confirmed cases of COVID-19 in Florida as of Thursday, an increase of 8,935 cases from the day before. In addition, the number of coronavirus-related deaths in Florida jumped to 4,009 on Thursday, a record increase of 120 deaths in just one day.WPTV's Matt Papaycik first reported this story. 2600

CHULA VISTA, Calif. (KGTV) - Experts at the Living Coast Discovery Center are keeping a close watch on their animals after a student jumped into a shark enclosure on Tuesday. The video featured a Montgomery High School student climbing on rocks before jumping in the enclosure and swimming a lap. LCDC officials believe the student took part in the stunt on a dare. The boy was not in any danger from the sharks, which were primarily sharks that don't like to be spooked, experts said. "They don't like to be scared by all those quick motions and loud noises," said Elizabeth Argyle, the director of education and guest experience for the center. "You don't know the consequences that you're going to create, and for the animals, they get spooked by it." None of the animals were harmed. The center's care staff said their animals are doing well and a veterinarian performs check-ups weekly. The student’s actions took place weeks before the center is set to open a new display. The exhibit, called the "Sea of Change" will be about co-existing with and respecting animals, focusing on how humans can live with them harmoniously, said Argyle. "We're very deeply disappointed in the actions that some of these students chose to do," Argyle added. She hopes this incident will serve as a teachable moment for others. The Sweetwater Union High School District said the teen’s behavior was inappropriate. School officials are working with LCDC to prevent similar incidents from happening again and create an opportunity for appropriate restitution for the student. 1568

CHULA VISTA, Calif. (KGTV) - A South Bay mom says the dinner she ordered using a food delivery app never arrived, and the driver couldn't be tracked down."It was my second time using the app," said Melissa Stone.Last Sunday, when Stone's kids had a craving for burgers and fries, she signed into her Grubhub app and ordered an early dinner from Bull Chicks in Chula Vista. An hour passed, but there was no food."Went onto the app, checked the delivery status, and it said it was delivered," said Stone.Confused, she checked her front door but didn't see any deliveries. She called the restaurant. An employee told her her food had been picked up by the driver 15 minutes earlier. She asked for the driver's information and got a woman's name and number. Stone says she tried to contact the driver, but the number was disconnected."I'm upset and hangry at this point," said Stone. She says when complained to Grubhub, they didn't have any answers but gave her a refund."I think somebody was hungry, took my food and ate it," said Stone.Melissa posted the incident on Facebook and got several responses from local Grubhub customers with similar stories, including one involving a male driver who reportedly picked up the food but didn't deliver it."They never received their food," said Stone. And they may not be alone. According to a 2019 survey by US Foods, nearly 30% of drivers with food delivery apps, admit to snacking or stealing the food they're responsible for delivering. A Gruhhub spokesperson issued the following statement:"Our mission is to connect hungry diners with great, local restaurants. We always want our diners to have the best experience possible, and the vast majority of our 450,000 orders each day are completed without incident or complaints. But when things don’t go as planned, we appreciate hearing feedback and work hard to make it right. We looked into the two orders brought to our attention and found they are separate, isolated incidents. Both diners were helped by our customer care team and received refunds for the affected orders and promo codes for future orders. We did not find any evidence of misconduct by our drivers during either of the deliveries.Overall, we have zero tolerance for misconduct from our delivery partners, and we work to immediately resolve incidents. Our drivers sign a contract before partnering with us that makes it clear that misconduct is not permitted. As a matter of practice, we do extensive motor vehicle and criminal background checks before contracting with a driver, and we periodically re-run these checks while any driver is contracted with us." 2628

CHULA VISTA (KGTV) – A Chula Vista man says he could have been seriously hurt by a razor blade attached to the handlebar of a shopping cart.Jason Rodriguez says he was with his wife and young daughter, shopping at the Walmart on Eastlake Parkway Wednesday morning.“Normally we put her in the shopping cart, but I’m glad we didn’t this time,” Rodriguez said.Rodriguez discovered the blade when he went to wipe down the cart handle.  It was attached by magnets to the bottom of the handlebar.“I could have been cut. I could have caught a disease of some sort,” Rodriguez said. “There are crazy people out there who do dumb things for who knows what reason.”Rodriguez says he alerted store management to the incident. He added that he doesn’t blame Walmart because whoever hid the blade could have just as easily put it on other store’s carts. However, he hopes that stores and people will be more vigilant going forward.Walmart gave 10News the following statement: 979

CHULA VISTA, Calif. (KGTV) -- Faith leaders and business owners in Chula Vista attended a training Monday night to learn how to plan and prepare for an active shooter threat. Chula Vista police lieutenant, Dan Peak, tells 10News the department received several calls after the Poway Synagogue shooting, asking officers how they could stay safe in the event of an active shooter at their place of worship or business. Chula Vista Police Sergeant, Mike Varga, provided the training for the community. Varga's presentation included a history of active shooters, red flags to look out for, and what to do if you find yourself in an active shooter situation. His advice in that situation is to run, hide or fight. During the presentation, Varga played a 9-minute video detailing exactly what one can do to survive a shooting. Varga also told the audience to listen to their intuition, meaning if someone is displaying red flags, alert the police and let investigators decide whether or not there is a threat. The training ended with a Q and A session with the audience. To watch the active shooter training video shown at Monday night's forum, click here. 1159
