(KGTV) - A bill that would create the option for a third gender marker on California driver's licenses and birth certificates is heading to the state Senate.SB 179, also known as the Gender Recognition Act and introduced by Senator Toni Atkins, passed through the State Assembly 50-13 and will now return to the Senate for approval of amendments made in the assembly.If approved in the Senate, it will head to Governor Jerry Brown's desk for signing.RELATED: San Diegan third in nation to change gender to 'nonbinary'California Assemblymember Todd Gloria (D-San Diego), a co-author of the bill, said the legislation aims to end the stigma and hardships Californians face when it comes to government documentation.“All too often, members of our transgender, intersex, and nonbinary community experience hardships and even stigma when their government documents don’t match their gender presentation," Gloria said in a release. "Despite the divisive rhetoric at the federal level, SB 179 demonstrates the inclusiveness of California and represents recognition from government that people can exist as more than just male or female."In addition to a third gender marker on state-issued identification documents, the bill is also designed to "streamline" the process for transgender, intersex, and nonbinary Californians to get those certificates.RELATED: Oregon becomes first state to allow gender-neutral licensesCurrently, changes to gender in California require proof of "clinically appropriate treatment." Atkins' bill does away with this requirement.Under the bill, anyone who chooses to change their gender would be allowed to "to attest, under penalty of perjury, that the request is to conform the person’s legal gender to the person’s gender identity and not for any fraudulent purpose."If approved, this portion of the bill would go into effect September 2018.In the case of driver's licenses, the bill would require an applicant to have the choices of male, female, or nonbinary, as specified, available. (KGTV) - A new study claims Californians are dishing out extra cash due to the condition of the state's roads while supporters of an effort to repeal the gas tax slammed the study for neglecting to tell the whole truth. The study, conducted by TRIP, claims that driving on California roadways costs motorists statewide an estimated billion per year. The estimate is based on vehicle operating costs as a result of driving on rough roads, time and gas lost due to traffic, and the costs of traffic accidents.The study claims 64 percent of San Diego’s major roads and highways are in either poor or mediocre condition.When it comes to San Diego’s bridges, the study claims 64 of them are deemed structurally deficient and in need of improvement.Meanwhile, supporters of the gas tax repeal slammed the study as being a PR stunt by lawmakers to get more money out of California residents. “Don’t be fooled by a PR stunt by politicians of a few projects being approved in the middle of the Gas Tax Repeal campaign. Only a fraction of the existing gas tax goes to any road projects currently with the rest stolen and wasted by politicians. We could fix all of our roads if we simply allocated 100 percent of gas tax revenues to roads, but the politicians will never do that because this has never been about fixing roads, but rather getting more of your money," said Carl DeMaio, chairman of Yes on 6, a statewide effort to repeal the tax.  1486

(KGTV) — Border officials say 19 people were rescued after the engine of the panga boat they were on caught fire near San Clemente Island this week.The shipwreck happened on Tuesday when a boat carrying 19 undocumented migrants became disabled just before 7 p.m. Four people abandoned the panga boat and swam to shore at Naval Auxiliary Landing Field on San Clemente Island.After the four people were questioned, they were identified as passengers on the panga boat and part of a human smuggling operation. The four people also indicated other passengers had paddled the damaged boat to the island's shore and got off.The next day, at about 6:30 a.m., a helicopter lifted to search for the remaining individuals, who were all found by about 5 p.m. The group consisted of 16 men and three women, all between the ages of 17 and 45, and all Mexican nationals illegally in the U.S. One man complained of abdominal pain and was taken to the Naval Air Station North Island, and then a local hospital for treatment. An additional four people were treated by border agents for minor injuries.Two men face human smuggling charges. The remaining individuals were turned over to Border patrol for processing. 1205
