SACRAMENTO, Calif. (AP) — Pacific Gas & Electric's key lenders on Tuesday offered a billion plan to pull the utility out of bankruptcy and give the tarnished company a new name. The proposal filed in U.S. Bankruptcy Court would set aside up to billion of that billion to pay claims on the 2017 and 2018 wildfires caused by PG&E equipment, the Sacramento Bee reported. The plan offered by PG&E's leading bondholders would compete with an alternative that the newspaper says is being drafted by PG&E. Normally the company in bankruptcy has first crack at proposing an exit plan, but the bondholders said in a court filing that they filed their plan because PG&E has "wasted crucial time needlessly."The bondholders also want to rebrand PG&E as Golden State Power Light & Gas Company.Asked about the bondholders' plan, the utility said in a statement that it was considering all options as it navigates the bankruptcy process. The new proposal came four days after Gov. Gavin Newsom, a Democrat, floated the idea of a billion package to deal with the costs of future wildfires, paid for by ratepayers and shareholders of PG&E and the other two big electric utilities in California.Newsom's plan does not offer any cash for PG&E's existing liabilities but would revise state law to give utilities more certainty about recovering costs from ratepayers — enough stability that Newsom believes will allow PG&E to borrow the money it needs to pay existing claims, according to the Bee.The bondholders include some of the biggest investors on Wall Street, including Elliott Management, Pimco and Apollo Global Management. They have been quietly promoting a PG&E restructuring plan for weeks in conversations with legislators, Newsom's aides and others. Tuesday's court filing marks the first time they have taken the proposal public."Substantial new capital must be infused into the company," the bondholders said in their court filing. The governor's office had no immediate comment on the bondholders' proposal.Like Newsom's plan, the proposal is "ratepayer neutral" — meaning, customer rates would not go up to pay the costs of getting PG&E out of bankruptcy. But ratepayers would pay: The plan calls for a .50 monthly charge, a feature of PG&E bills since the 2001 energy crisis, to be extended for several years to help raise dollars for a wildfire insurance fund proposed by Newsom last week. That fund would help pay claims for future fires.___Information from: The Sacramento Bee, http://www.sacbee.com 2574

Rudy Giuliani, who is representing President Donald Trump in the Russia investigation, said Friday he doesn't know for sure if the FBI had an informant in the Trump campaign."Here's the issue that I really feel strongly about with this informant, if there is one. First of all, I don't know for sure, nor does the President, if there really was. We're told that," the former New York City mayor told CNN's Chris Cuomo on "New Day."The New York Times reported Wednesday that at least one government informant met several times with Trump campaign advisers Carter Page and George Papadopoulos. The suggestion that there was an informant has been seized on by several Republican members of Congress and Trump's legal team to raise doubts about the legitimacy of special counsel Robert Mueller's investigation. 814

SACRAMENTO, Calif. (AP) — California's unemployment agency is not answering 60% of the calls it receives for help as the state struggles to work through a backlog of more than 1 million pending claims. Employment Development Director Sharon Hilliard told a panel of frustrated state lawmakers on Monday that California is on pace to have 3,700 people working in its call center by January. That's compared to the 350 it had working before the pandemic. Hilliard said the state is receiving about 6.7 million calls a week. The state has processed 10.6 million unemployment claims since March and paid more than billion in benefits. 642

Roughly 27 million Americans are claiming some form of unemployment according to the Department of Labor as of late August, and that means millions are without employer-provided health insurance benefits. An estimated 12 million people in this country have lost their health insurance during the COVID-19 pandemic, based on research from the Economic Policy Institute. The group looked at net employment levels between February and August 2020, and job churn levels to estimate losses of health insurance coverage. They say roughly 6.2 million workers right now have lost health insurance that they previously got through their employer. The number was closer to 9 million initially in March and April, but estimates show roughly 2.9 million workers have gotten jobs between April and July. When you consider spouses and family members covered by a person’s employer-provided health insurance benefit, the number of Americans without health insurance during the pandemic is estimated around 12 million. The study also looked at opportunities to get coverage. They found Medicaid in certain states has been increasing enrollment, with five million additional people signing up between February and June 2020.For people who find themselves in this situation, there are some options. It basically comes down to three options: through COBRA, on the Affordable Care Act subsidized marketplace or by enrolling in a public plan like Medicaid or Medicare. If a spouse has employer-provided benefits, or a parent if you are 26 or younger, look into joining their plan within 30 days of losing benefits. 1596

Robots are the latest in technology working to reduce the risk of COVID-19 at airports.A robot, called the "Breezy One," just started working at the Albuquerque International Sunport. It operates autonomously and can decontaminate a 100,000 square foot space in about 90 minutes.“We're working closely with chemical manufacturers who have created very effective and very safe chemicals that have been rigorously tested,” said Kimberly Corbitt from Build with Robots.“It's providing even a protective layer throughout the day, which is pretty exciting when you think about the robot leaving behind a protective layer that really helps people stay safe in these environments,” said Melonee Wise with Fetch Robotics. The robot's creators say the disinfectant it uses is registered by the Environmental Protection Agency, and has been tested and approved by multiple government agencies. The City of Albuquerque’s Director of Aviation, Nyika Allen, hopes the robots eases some concerns about flying.“Here with robots, we actually have the whole facility mapped out and we can see what it’s done, what it hasn't done, how long it took the robot and so we're actually able to guarantee the customer and the passenger that these spaces that they're touching in the airport are getting disinfected on a nightly basis,” said Allen.Allen says the custodians have been part of the process of bringing on the robot, and that it's not replacing any of them. Instead, it's making their job safer and letting them focus on other tasks. The robot's creators are in talks now to place them inside a large factory in the U.S. that's currently disinfecting there by hand. The Pittsburgh International Airport is another airport that recently started using a robot to clean. It's also autonomous but utilizes UV lights retrofitted on the airport's existing floor scrubbers. And in Grand Rapids, an autonomous robot that sprays FDA approved disinfectant is joining the airport there.Something else we're seeing more of now with the mask requirements for air travelers are vending machines for personal protective equipment in the airport. The machines were recently added in the Denver and Las Vegas airports. The future of travel is also expected to be more touchless. So, expect to see more solutions going forward where you don't have to physically exchange anything at the airport. 2366
