SAN DIEGO (KGTV) - The San Diego man who claimed he punched a San Diego Police officer in self-defense was convicted on four counts Friday.Frederick Jefferson was arrested February 3 at Chicano Park in Barrio Logan. At the time, police were trying to disperse a crowd which had gathered as two groups debated the historical significance of the park. Barricades were in place, and dozens of officers were standing by to keep order.During a jailhouse interview with 10News, Jefferson said a San Diego Police officer asked him to get out the street. However, Jefferson said he didn’t want to walk with the protestors.RELATED: San Diego man claims he punched officer in self defenseJefferson said he tried talking to the officer but admitted he did not get out of the street.“When they got out of the car, I continued walking,” he said. “I told them I said, ‘I’m just going to keep walking on’ and as I kept walking on they came up behind me.”RELATED: Video: Demonstration between groups at Chicano Park becomes violentJefferson said an officer grabbed his shirt and swung a billy club.“I was afraid that if this dude got back a hold of me he was going to go town on me with the billy club," Jefferson said.San Diego Police Lt. Sheriff Bill Gore said in a statement that " I am stopping the use of the carotid restraint by my deputies effective immediately.""I have and always will listen to any feedback about the public safety services we provide. Working together, we can ensure San Diego remains the safety urban county in the nation," he added. San Diego Police Chief Nisleit said during a news conference that he would direct officers in a memo Tuesday to end the use of the carotid restraint procedure following a weekend of nationwide protests against police violence.“It’s the right thing to do for the community and it’s the right thing to do for our officers," Chief Nisleit said. “Some will say it’s taking away a tool, I say it’s adding a layer of protection."The announcement comes as thousands of people throughout San Diego County took to the street to protest the death of George Floyd. Following the announcement, the Oceanside Police Department said they would also end the use of the carotid restraint. SAN DIEGO (KGTV) -- There are increasing calls for more police oversight. In San Diego, a proposed measure would create a new independent body to investigate alleged misconduct. Both San Diego Mayor Kevin Faulconer and District Attorney Summer Stephan have pledged support for a new body to hold police accountable.Maresa Talbert with San Diegans for Justice said they welcome the support, but there is still some skepticism.“It seems very reactionary after all of this pressure that now they come out and support. This ballot measure is not a new thing. This has been proposed since 2012,” Talbert said.There is currently a Citizens Review Board on Police Practices, but Talbert said it is far from independent. “Their legal council is the city attorney, who represents both the Police Officers Association and the CRB so it represents a true conflict of interest,” Talbert said. The new proposed commission would have the ability to investigate cases. It would also have independent lawyers and subpoena power. The head of the San Diego POA said the support a measure on the ballot to let the people decide what is best for police oversight. “I think if people go into things with an investigative mind trying to find the truth, I think that any of these things can be very effective,” said POA President Jack Schaeffer. Talbert said even if passed, the city council still has to write an ordinance and some of the language could change. SAN DIEGO (KGTV) — The San Diego Sheriff's Department released several videos of a deadly shooting that occurred after a pursuit ended in Chula Vista.The shooting took place after a pursuit that started in Orange County around midnight on Oct. 4. The suspect of the chase, identified as Christopher Ulmer, 33, of Whitter, Calif., led officers to Chula Vista, where authorities stopped his vehicle using a pit maneuver on I-805 south near Orange Avenue at about 1 a.m.Police say Ulmer exited his vehicle and pointed his arm at officers who believed he was holding a firearm, prompting officers to fire their service weapons. Officers say Ulmer got back up and pointed at officers again, prompting a second round of gunfire.RELATED: Pursuit suspect shot by law enforcement on I-805 in Chula Vista identifiedUlmer was taken to a nearby hospital for treatment, where he was pronounced dead.Video released by the Sheriff's Department showed a photo of a black, cylindrical object found underneath Ulmer's body that authorities believed to have been a gun before they fired their weapons.The CHP officers involved in the shooting were identified as Sergeant John Holm who has been employed for 22 years, Officer Pakko Mendez who has been employed for 11 years, officer Javier Mendoza who has been employed for seven years, and officer Lauren Chi who has been employed for three years.RELATED: Authorities identify officers involved in deadly South Bay shootingThe San Diego Police officers involved in the shooting were identified as Sergeant Michael Pidgeon who has been employed for 26 years, and officer Patrick Harvey who has been employed for seven years.
