SAN DIEGO (KGTV) -- A San Diego family is hoping to make their way home from Mexico on Thursday after having to ride out Hurricane Delta at the hotel where they were staying. Victor Lopez is a local restaurant owner of El Pollo Grill. Lopez's family traveled to Playa Del Carmen, Mexico last week. As Hurricane Delta was approaching, they booked a flight to leave the region, but their flight was canceled as they were heading to the airport. As the hurricane was approaching, the family was moved to a hotel ballroom where they spent the night as the hurricane passed. Lopez says there were no windows in the ballroom so they could only hear the heavy rain and strong winds. Lopez admits that the ballroom was crowded and there was some concern of COVID-19, but he said the hotel staff was disinfecting constantly and everyone was wearing masks. The hurricane did little damage to the resort in Playa Del Carmen, but just 45 minutes away in Cancun's hotel zone, debris and palm fronds were scattered all over the streets. Lopez and his family are hoping to return to San Diego on Thursday afternoon. Hurricane Delta is expected to make landfall in Louisiana on Friday afternoon. 1188

SAN DIEGO (KGTV) — A San Diego judge says police departments must release records related to officer misconduct.The decision comes after local media groups, including 10News, sued to keep some police unions from blocking departments from following a groundbreaking new law in California.“This court finds that Senate Bill 1421 applies retroactively, to all, keyword, all personnel records of peace officers not only now but prior to January 1, 2019,” said San Diego County Superior Court Judge Eddie Sturgeon.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively. They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.“These records have been under seal for 45 years, and when you have that kind of duration, and decisions are made for that long than it is going to create substantial disruption when the law changes, and all of a sudden these things have been under seal for four and half decades are available for public perusal,” said Richard Pinckard, attorney for the unions.An attorney for the ACLU argued they intervened in the case to defend the public right to know saying the law was designed to be retroactive.“These are fundamental matters that the public has a right to know,” said David Loy, attorney for the ACLU of San Diego & Imperial Counties. “To restore public trust the public has to have the right to know and observe what the officers have done and what the agencies have said about it.”The Judge ruled no records could be released before March 29. San Diego health.Prasad has been in Peru since March 8 for a capacity building medical mission with Dr. Reema Sanghvi, a U.C. San Diego anesthesiologist on the faculty. Sanghvi says the Peruvian citizens have treated them with a lot of respect and hospitality, but they want to get home to help their colleagues at a critical time. Andrew Palm, 25, has been living in Lima since December, where he enrolled in a Spanish language immersion program. He says the restrictions are tight, and that military officers will question people on the street who aren't wearing a mask or carrying grocery bags, the only acceptable ways to go outside. "The reason I want to come back home is because I don't know how bad this is going to get," said Palm, whose family lives in Rancho Bernardo. He said those abroad should enroll in its smart traveler program for important updates, at step.state.gov. SAN DIEGO (KGTV) -- A man died late Saturday night after a home caught fire in Paradise Hills.Fire crews say the fire erupted just after 10 p.m. on Calle Cumbre Street.Neighbors in the area reported hearing a loud boom before flames could be seen bursting from the homeFirefighters say neighbors then began breaking windows in an attempt to get the people trapped inside the home out.The two men inside the home were taken to the hospital where one of them died. The second man is in unknown condition.Fire investigators have ruled the fire accidental.  566

  

SAN DIEGO (KGTV) — A new food hall and beer garden is planned for National City with hopes of reinvigorating the neighborhood.Market on 8th is currently under construction at 41 E 8th Street. The 9,000-square-foot location will include at least eight eateries and retail locations, according to founding partner Joel Tubao."My family has been in the community here since 1968," Tubao said, who owns other properties in the area.
