CORONADO, Calif. (KGTV) - Coronado city leaders will begin cracking down on the dockless bicycle trend rolling around San Diego, imposing fines and impounding bikes left on the island.City leaders have moved to declare the transportation alternative a public nuisance and will start impounding bikes left in the city. Coronado has banned bike-sharing companies from setting up shop on the island, but riders are allowed to pick them up and ride them into the city.Therein lies Coronado's problem. Much like the trend around San Diego, Coronado residents have grown concerned with bikes being left on sidewalks and in the right-of-way.Ken Hewitt is one of several local bike shop owners who fought to keep the bikes off the island. "Every bike you see going by there is a potential rental," he said. "We're a small island here.  San Diego's got a lot more real estate and a lot more spaces."So, now the city plans to tag any bikes left in the public-right-of-way, remove them, and charge the companies - to pick them up. The bikes are GPS-enabled, so the city and residents say the companies should know exactly where to find them. 1174

COLORADO SPRINGS, Colo. — The back and forth between President Donald Trump and North Korea's president Kim Jung Un is constant. But what if North Korea acted on its threat of sending a nuclear missile to American shores? An Air Force base in Colorado Springs would play a critical role in the event of such an attack. If the unthinkable happens, soldiers in a secure room on Schriever Air Force Base in Colorado Springs will fight back. From a fortified facility, they have the power to launch what's known as a kill vehicle. Propelled into space by a rocket, the kill vehicle can destroy a warhead above the earth. The mission would be administered by members of the 100th Missile Defense Brigade."The threat we're dealing with is very real," said Colonel Kevin Kick, who is the commander of the 300-person team. "We say we are the 300 defending the 300 million."From their hub in Colorado, the interceptors can be launched from bases in Alaska and California, obliterating a nuclear warhead in a matter of minutes. The U.S. military allowed Denver7 television station, owned by the E.W. Scripps Company, to capture an exercise of a simulated attack on Los Angeles. Security is so sensitive, we can't tell you the participant's names.Soldiers say they train constantly so they are prepared in the event of an attack. “We train continuously — every shift, multiple times," said one unnamed solider.During our visit, the computer monitors were blacked out and had post-it notes covering the information— part of the efforts to prevent a breach."It's a very humbling experience to know that we are responsible for the defense of the homeland for the entire United States," said Lt. Alberto Squatrito .These soldiers are the best of the best— a blend of active military and National Guard, who work side-by-side after passing some of the toughest tests in the military."Unlike most school houses in our Army, you have to have an ‘A’ average just to pass the course," said Kick. And that makes sense, considering they're at the controls that can determine life and death or prevent a nuclear annihilation."Do you ever get a lump in your throat, knowing the seriousness and importance of what you do here?" asked Denver7’s Marc Stewart."Yes, I do get a sense of pride. I do get a lump in my throat. We're here to keep America safe," said the soldier. But not everyone is convinced this system will work. Some Pentagon testing has shown failures, with only about half of the tests being successful.Yet the technology is constantly being upgraded and revised. The soldiers tell Denver7 they stand behind it, saying they sleep at night feeling safe. 2675

CROCKETT, Calif. (AP) — A fire at an oil storage facility in the San Francisco Bay Area prompted a hazardous materials emergency Tuesday afternoon that led authorities to order about 12,000 people in two communities to stay inside with all windows and doors closed.Thick plumes of black smoke and flames filled the skyline around the NuStar Energy LP facility in Crockett, California, about 30 miles (50 kilometers) northeast of San Francisco."This is a very dynamic, rapidly evolving situation," said Capt. George Laing of the Contra Costa Fire Department. "We've got two tanks that are releasing chemicals that are still burning."The Contra Costa Health Department posted on Twitter that there was a "hazardous materials emergency" in the towns of Crockett, home to about 3,100 people, and Rodeo, population 8,700. The department urged residents to stay inside and close all windows and doors."Cover any cracks around doors or windows with tape or damp towels. Stay off the phone unless you need to report a life-threatening emergency at your location."The city of Vallejo also tweeted that its residents should stay inside.Contra Costa Fire Department spokesman Steve Hill said that an hour into battling the blaze, which started around 2 p.m., firefighters seemed to be making progress and were keeping adjacent tanks cooled with water.Interstate 80 was closed.Officials said they did not immediately know the cause of the fire and whether there was any connection to a 4.5-magnitude earthquake Monday night centered in the East Bay city of Pleasant Hill, north of Oakland. That quake caused malfunctions at two nearby oil refineries operated by Shell and Marathon oil, Randy Sawyer, Contra Costa County's chief environmental health and hazardous materials officer, told KQED News. Some equipment at the Shell refinery was temporarily affected by the quake, spokesman Ray Fisher said. 1895

CORSICANA, TX — Three juveniles in Texas have been arrested on felony charges after allegedly drinking from two juice bottles inside a Walmart store then putting them back on the shelves. The Corsicana Police Department says around 10 p.m. on August 23, officers were made aware of a Facebook post that showed a video of a suspect taking a drink from two separate juice bottles then putting them back on the shelves at Walmart.Walmart's management removed the products from the shelves as soon as they were made aware of the incident. All three suspects were identified and taken into custody. They have been charged with tampering with consumer product, a second degree felony.Since all suspects are age 16 or younger, they are considered juveniles, which prohibits law enforcement from publicly identifying them. This article was written by Sydney Isenberg for KXXV. 873
