CANCUN, Mexico, Dec. 4 (Xinhua) -- China will not compromise on issues of principle at the ongoing UN climate change conference in Cancun, Mexico, the country's chief negotiator said on Saturday.Su Wei, the chief Chinese negotiator and head of the climate change department of China's National Development and Reform Commission, made the remarks in response to some parties' call for "compromise to make achievements.""All the parties want to reach substantial achievements at the Cancun conference, which can lay a solid foundation for the completion of 'Bali Roadmap' negotiations," Su told Xinhua in an exclusive interview."I think we can cooperate with other parties and even make compromises on some non-principle issues, but we will not compromise on the issues of principle, such as the continuation of the Kyoto Protocol, which is the basis for a package of agreements to be made in Cancun," Su said.The negotiator stressed that the developing countries have reached consensus on the principle issues. "We are keeping solidarity and trying to play a constructive role," he added.Su said some country's opposition to the Kyoto Protocol is no good news to the developing countries, and has exerted negative influence on the conference.Negotiators at the Cancun conference are trying to establish a replacement for the Kyoto Protocol, which obliges rich nations except the United States to cut greenhouse gas emissions by an average of 5.2 percent below 1990 levels by 2008-2012."At the end of the first week of the Cancun conference, there are some progresses in adaptation, finance, technology and mitigation for the developing countries, but it is hard to say if the progresses are final ones," Su observed.As for the rumors about a secret Mexican text, Su said that the president of COP16 has told the delegations from every country including China that Mexico will not put forward a secret text."As I know, Mexico, the host country of COP16, is always pursuing the principles of 'open, transparent and widening participation' for the climate negotiations this year. I believe Mexico will continue to keep the principles to try to get the results of balance at the Cancun Conference," he said.Su noted that the ministers will arrive in Cancun in the second week of the conference. He hopes the ministers can play an active role in promoting the progress of the conference.A 70-strong-member delegation of the Chinese government, headed by Xie Zhenhua, deputy director of the National Development and Reform Commission, is cooperating with other parties to seek a solution to global warming in Cancun.The Cancun talks, from Nov. 29 to Dec. 10, are aimed at finding solutions to global climate change. BEIJING, Jan. 19 (Xinhua) -- Seven Chinese cities and provinces, including the national capital Beijing, will take local officials' water conservation efforts into account when assessing their work performance s in a bid to enhance the enforcement of water management measures.The Ministry of Water Resources has selected seven pilot areas nationwide and asked them to set warning lines for the quantity of water consumption, efficiency of water use and water pollution levels, Bi Xiaogang, spokesman of the Beijing Water Authority, told Xinhua on the sideline of the ongoing annual session of the Beijing Municipal People's Congress, the local legislative body."The officials will be held accountable if they fail to keep any of the three indexes under the warning line, and their annual work performance assessments will also be affected," Bi said.The measures might be included in this year's No. 1 central document, or the first document issued by the central committee of the Communist Party of China and the State Council every year, he said."It was highly feasible to introduce strict indexes in water management, and associate it with officials' work performance assessments, as it could put an end to sluggish enforcement of regulations," said Zhu Jianyue, a member of the municipal people' s congress.The municipal government would begin formulating the specific criteria of the warning lines in March, and the regulation was expected to be enacted by June, Bi said.He speculated that in the future, the government would draw lessons from its experience on fulfilling the five-year energy-saving and emission reduction goal to manage the country's water resources.In that way, the central government would set water conservation targets for municipalities and provinces, which would subdivide their targets to lower levels of governments, he said, adding whether the local government could meet their targets would be seen as a gauge of their performance evaluation.By then end of 2011, China had basically fulfilled its goals of reducing energy consumption per unit of gross domestic product (GDP) by around 20 percent and reducing total pollutant emissions by 10 percent from 2005 levels.In China, the per capita amount of water resources is merely one-quarter of the world's average, while the water consumption per 10,000 yuan (about 1,519 U.S. dollars) of GDP is about a dozen times that of developed countries."

WUHAN, Nov. 15 (Xinhua) -- Chinese Foreign Minister Yang Jiechi said Monday that Premier Wen Jiabao's imminent visit to Russia and the 15th regular meeting between the Chinese and Russian prime ministers would further promote the bilateral relationship.Yang made the remarks while meeting with his Russian counterpart Sergei Lavrov at the 10th Meeting of the Foreign Ministers of China, Russia and India in central China's Wuhan city.However, Yang did not give a specific date for the prime ministers' meeting in Russia.During his meeting with Lavrov, Yang praised progress of the development of China-Russia strategic partnership of coordination this year. CHENGDU, Nov. 12 (Xinhua)-- The reconstruction of the Erwang Temple, which was damaged in the Wenchuan Earthquake in 2008, is expected to finish on Nov. 18 in southwest China's Sichuan Province, according to local heritage protection authorities on Friday.Sitting in the Yulei Mountains in Dujiangyan City, Erwang Temple was built over 2,000 years ago to commemorate Li Bing and his son, the two engineers who built the Dujiangyan irrigation system, which was listed as a World Heritage site in 2000.The temple will soon be partially open for visitors and the final touches are being added to the water supply, drainage system and lavatories in these areas, said Fan Tuoyu, deputy chief of the Dujiangyan Cultural Relics Administration.The entire temple will be opened after the Chinese Lunar New Year, which falls on Feb. 3, 2011, said Fan.The reconstruction project kicked off in June, 2008 with an investment of 126 million yuan (19 million U.S. dollars) from the central budget.The temple was seriously damaged in the Wenchuan earthquake with almost all the ancient buildings having collapsed.

BEIJING, Dec. 21 (Xinhua) -- Chinese lawmakers on Tuesday continued discussing a draft amendment to the country's Criminal Law which, if passed, could criminalize the act of "drunk driving".The draft amendment, which was tabled during a bimonthly session of China's top legislature on Monday for the second reading, stipulates that the act of car racing, which has caused "serious consequences", or drunk driving, are violations of the Criminal Law and convicted car racers or drunk drivers would be detained and fined.Currently, those suspected of drunk driving or street racing, if no serious consequences such as road accidents are caused, are not charged with criminal offences and are only subject to administrative or civil penalties.According to the road traffic safety law, drunk drivers will face up to 15 days in detention and their driving licenses will be suspended from one to six months. Meanwhile, drivers will have to pay a fine ranging from 200 yuan (30 U.S. dollars) to 2,000 yuan.On the other hand, when drunk driving has become vital or has caused "serious consequences", drivers are ruled to be committing traffic crimes or crimes against public security and receive jail terms ranging from no more than three years detention or more than seven years imprisonment.The latest amendment stipulates that drunk driving, even if it has caused no road accidents or other serious consequences, would constitute a criminal offence.According to China's current standard, drunk drivers refer to those having 80 milligrams of alcohol in 100 milliliters of blood.Xia Ji'en, a member of the Standing Committee of the National People's Congress (NPC), China's top legislature, hails the proposal to criminalize the act of drunk driving as "progress" that would better protect people's safety and reduce the frequency of drunk driving.Xia proposed imposing harsher penalties for drunk drivers who caused road accidents.Member Lang Sheng said administrative detention for drunk drivers is having little effect on quelling the practice of drunk driving, and criminalizing the act of drunk driving would work more effectively.However, NPC Standing Committee member Fang Xin proposed to fully consider the consequences of criminalizing drunk driving.A civil servant could no longer keep his post if he commits a crime, even if its drunk driving and no one was hurt, according to Fang.Member Li Lianning suggested authorities mete out punishment for drunk drivers based upon the severity of their cases and take a cautious approach in legislation.In most cases, a draft law will be read two or three times before being passed.China's fast economic development has enabled a growing number of Chinese to realize their middle class dream of owning a car.China' s auto sales jumped past the United States to reach record levels in 2009.
