ENCINITAS, Calif. (KGTV) -- Video from a witness shows a driver slamming into a crowd outside an Encinitas bar early Sunday morning. In the video, a U-Haul van can be seen accelerating onto a sidewalk. Video shows pedestrians leaping out of the way before the vehicle crashes into the crowd. In a Monday news release, the San Diego County Sheriff's Department said one person is in an intensive care unit while another is undergoing surgery with serious injuries following the crash. The department says a 24-year-old victim is in an intensive care unit while a 25-year-old is in surgery with serious injuries. All three of the victims were struck when the suspect, Christian Davis, 28, reportedly drove the van onto a sidewalk outside The Saloon Bar around 1:30 a.m. Sunday. Two others received minor injuries when they detained Davis outside the bar. Deputies say Davis was asked to leave the bar because he was too intoxicated. After complying with the request, deputies say Davis got into the van, intentionally driving it onto the sidewalk. Davis was later arrested and is being charged with three counts of attempted murder and one count of attempted escape with force. Davis is scheduled to be arraigned in Vista on March 3. FBI Director Chris Wray told senators Wednesday that the FBI's investigation into Christine Blasey Ford's sexual assault allegation against Supreme Court Justice Brett Kavanaugh was "limited in scope" and thus "consistent with the standard process."Ford accused Kavanaugh of sexually assaulting her at a house party when the two were in high school. Both Ford and Kavanaugh testified before the Senate Judiciary Committee last month, prompting the weeklong FBI investigation and hundreds to protest on Capitol Hill. The Senate reviewed the FBI's findings after they were sent it last Thursday and confirmed Kavanaugh by a 50-48 vote Saturday afternoon. Kavanaugh has denied all allegations against him.During a Senate Judiciary Committee hearing Wednesday, California Democrat Sen. Kamala Harris asked Wray if the FBI was given full discretion over the investigation or whether it was limited by directions from the White House."Unlike most investigations like the sort that you and I and (Democratic Sen. Doug Jones of Alabama) have all been familiar with -- traditional criminal investigations, national security investigations -- a background investigation is very different," Wray replied. Election season may be over, but two weeks after polls have closed, campaign signs still fill yards and roadways in much of the country.It's not uncommon to see political signs stand for a year after Election Day. And while the placards create plenty of visual litter, what's more concerning is the physical litter they can cause.Judith Enck, the President of Beyond Plastics says candidates need to take responsibility for their political signs."Lots of people who run for office run more than once," she said. "If they were in a two-year term, they're going to need signs in another two years, so they really should go out and collect the signs and store them somewhere and reuse them."Enck also says that because a candidate's campaign is already responsible for putting up the signs, they should also be responsible for taking them down after the election.She adds that most campaign signs aren't recyclable. While most signs used to be made entirely of cardboard, newer signs often now include a plastic coating. The coating protects the ink from sun, rain and snow, but also means candidates can't recycle signs after the election.Enck argues that in most cases, the plastic coating on a cardboard campaign is unnecessary."They pop up like mushrooms in the month of October, so I'm not sure that all that plastic coating is necessary," she said. "I would recommend to just go back to regular cardboard, and then you could actually recycle the signs."Enck adds that the metal posts that hold up campaign signs can be recycled, but they need to be separated from the signs and taken to scrap metal recycling centers. 1628

ESCONDIDO, Calif. (KGTV/CNS) - CHP officers are investigating a crash in Escondido that left a driver with burns to about 80 percent of his body Wednesday morning.The 22-year-old driver, who police believe is a current or former Marine, hit a tree at Bear Valley Pkwy north of Eldorado Dr. at 2:45 a.m.The vehicle caught fire but emergency crews put out the flames. Neighbors who heard the crash also helped the driver.CHP officers initially believed the driver was dead inside the vehicle but found him alive when they put out the flames.The man was taken to UCSD Medical Center with burns and other severe injuries.The investigation closed Bear Valley Pkwy from Bear Valley Rd. to SR-78 during the morning commute.  750

(KGTV)- School leaders in a north county school district are trying to figure out how to address a legal petition filed by their teachers' union.The San Dieguito Union High School District Board of Trustees held an emergency closed-door meeting Tuesday at Earl Warren Middle School in Solana Beach.A few dozen students and some parents gathered outside the school to protest the district's plan to return to in-person instruction in January."Our teachers have taught us to stand up for what's right, and we see that the board is not listening to their needs, their concerns, they're putting their lives at risk, so we are here to support our teachers," said student Andrea Gately.Parent Julie Bronstein said distance learning is not ideal, but she doesn't think it's safe for kids to return when the virus is surging."Why can't we just wait a bit more, get ourselves out of the danger zone, get beyond the surge, make sure teachers are able to be vaccinated to the extent possible, and then reopen in a grander fashion," said Bronstein.Late last Tuesday night, the San Dieguito Union High School District Board of Trustees voted to give students the option to return to school one day a week on January 4th, then five days a week for in-person instruction on January 27th.Parents like Jane Woltman say students should have returned to class months ago."When they asked if kids wanted to go back full time in October, 80% of those parents said yes, yet we didn't go back then. We weren't in the purple tier then," said Woltman.Woltman has two kids at La Costa Canyon High School."I just think the social well being of kids is diminishing. Kids are losing engagement, and basically, this is a teaching model that was not intended to be long term," said Woltman.Friday, the California Teachers Association filed a legal petition on behalf of the local teachers' union to block the January return.Duncan Brown is a counselor at Diegueno Middle School and Oak Crest Middle School. He's also the president of the San Dieguito Faculty Association. He says the district's plan violates the governor's regional stay at home order."It goes against CDC guidelines, it goes against CDPH rules, most districts have reconsidered reopening plans, but San Dieguito continues to move forward," said Brown.Under the state's health mandate, schools that were already open for in-person instruction were allowed to stay open when the county fell back into the purple tier. The union is challenging the district's definition of what is considered an open school."All the instruction is done through small cohorts, and we believe the intent of the reopening plan was if grades were going through a reopening. For example, 9th and 10th grade were invited back, then under those kinds of understandings, 11th and 12th graders would be able to continue the reopening as well," said Brown.Parents who believe kids should be back in school say the union is just delaying things."I just think it's a stall tactic, and the union doesn't want to go back period. I don't think that's the voice of a lot of teachers who are afraid of ramifications if they speak up," said Woltman.The board president says the district's reopening plan follows the guidance issued by The California Department of Public Health and includes detailed protocols for distancing and ventilation.Teachers in high-risk groups for the virus or with childcare issues can continue teaching remotely until January 27th, but the district hasn't decided beyond that. 3529
