KATHMANDU, Aug. 7 (Xinhua) -- Ban on smoking in public places will be enforced from Sunday with the Tobacco Control and Regulatory Act-2010 coming into effect.Those smoking in public places will be fined and civil servants will be liable to departmental action.Government offices, corporations, educational institutions, libraries, airports, public vehicles, orphanages, childcare centres, cinema halls, homes for the elderly, cultural centres, children's gardens, hotels, restaurants, resorts, girls' and boys' hostels, department stores, religious sites and industries have been designated no-smoking zones.Health Secretary Sudha Sharma said mass awareness campaign highlighting punishment will be carried out. She also said an inter-ministerial coordinating committee has been formed to enforce the law to ensure people's right to health. Pasting no- smoking notices at every public place will be mandatory.According to The Himalayan Times daily, the ban covers sale of tobacco products and single sticks within a 100-meter radius of educational and health institutions, children's homes, child care centers and home for elders.Anyone selling tobacco products to persons under the age of 18 years and pregnant women will be fined.The Act also prohibits advertising and sponsoring programs in the name of tobacco-related products through media. Offenders will be fined.The government's mass awareness campaign will cover the entire country to ensure effective implementation of the Act.

LOS ANGELES, June 20 (Xinhua) -- About 8 percent of children, or nearly 6 million in the U.S., have a food allergy, a much higher rate than previously estimated, a new study suggests.Not only is this estimate higher than some previous research has reported, allergic reactions are often severe and that many kids have more than one allergy, according to the study published online in Pediatrics on Monday.Of the children with confirmed (or probable) food allergies, about 39 percent had had severe reactions in the past, and 30 percent had more than one allergy, the study found.In the current study, researchers at the Northwestern University Feinberg School of Medicine surveyed parents of more than 38,000 children about whether their child had been diagnosed with a food allergy and had one or more of a number of symptoms, including anaphylaxis; swelling of the lips, eyes or face and skin rashes or hives.The study pinned down peanuts (25 percent of food-allergic children), milk (21 percent) and shellfish (17 percent) as the top three allergens.Severe reactions were most common among children with tree nut (more than 50 percent) and fin fish (more than 40 percent) allergies. The reactions were more likely among 14- to 17-year- olds compared with 0- to 2-year-olds, and more likely in children with multiple food allergies, the study found."These findings provide critical epidemiologic information to guide strategies for the prevention of food-induced reactions and for the diagnosis and management of childhood food allergies," the study noted.

XIAMEN, July 23 (Xinhua) -- A rescue and breeding base for endangered Chinese white dolphins started a trial operational period on Saturday in the southeastern seaside resort of Xiamen. The base is the first of its kind in the country.The base, located on the city's Huoshaoyu Islet, includes a rescue center and a breeding area and can accommodate up to four to six white dolphins, said Pan Shijian, vice mayor of Xiamen.Previously, rescuers had to return injured white dolphins back to the sea after giving them simple medical treatment due to the lack of a rescue base, Pan said."From now on, the base will be a hospital for injured or stranded dolphins," he said.The base will also be used as a rehabilitation center for children with infantile autism and brain paralysis, with the dolphins acting as "doctors" during the children's recovery period, he added.The Chinese white dolphin mainly lives in the seas around Xiamen and the Pearl River estuary in south China. The dolphins are under first-class state protection.The Chinese Academy of Fishery Sciences estimates that about 2,000 of the dolphins are living in China's seas.

WASHINGTON, Sept. 27 (Xinhua) -- At least 13 people had been killed amid 72 sickened in 18 states in listeria outbreak traced to Colorado cantaloupes, making it the most deadly U.S. outbreak of food-borne infection since 1998, the Centers for Disease Control and Prevention (CDC) said Tuesday in a statement posted on its website.Of the 13 deaths, four were in New Mexico, two were in Colorado, two were in Texas, and there was one each in Kansas, Maryland, Missouri, Nebraska and Oklahoma.Victims range in age from 35 to 96 years, with an average age of 78. All of the illnesses started on or after July 31.The figures were the latest confirmed as of Monday morning, according to the CDC. But they may well rise in the still-widening outbreak as state and local officials are investigating three additional deaths that may be connected.In 1998, 21 people died from listeria linked to tainted hot dogs, according to a CDC online database.The Food and Drug Administration on Sept. 14 warned consumers not to eat cantaloupes from Colorado's Rocky Ford region shipped by Jensen Farms. The cantaloupes with the brand name Rocky Ford were distributed from July 29 to Sept. 10 in at least 17 states.Listeria is a common bacterium that typically causes mild illness in healthy people, but can cause severe illness in older people and those with compromised immune systems. BERLIN, June 14 (Xinhua) -- A two-year-old boy became the first child to be killed by the deadly E. coli in Germany on Tuesday, officials said.To date, the terrifying EHEC infection has claimed 36 lives in Germany and one in Sweden.The child, from the northern town of Celle, died in hospital in Hanover of kidney failure and abnormal breakdown of red blood cells, two extreme symptoms of the infection with enterohaemorrhagic E. coli (EHEC), authorities in the state of Lower Saxony said.The boy became the youngest known fatal victim since the outbreak of E. coli in May. His father and 10-year-old brother were also infected with the deadly bacteria, but are recovering, doctors told a local newspaper.The Robert Koch Institute, Germany's national disease prevention and control agency, said on Tuesday that a total of 3, 235 cases had been reported in the country. Among them, 782 people are suffering from haemolytic uraemic syndrome (HUS), a life- threatening illness arising from E. coli, which would destroy human kidney and nervous system.The institute added that the number of new infections is declining sharply in recent days, with only seven reported on Tuesday.German authorities announced on Friday that bean sprouts from a farm in northern Germany were one source of the outbreak, and dropped the previous warning against eating raw cucumbers, tomatoes and lettuce.
