Saturday (4 p.m. - 12 a.m.) and Sunday (4 p.m. - 9 p.m.), the stadium expects 15,000 visitors hoping to experience that magic of bustling nighttime markets in big cities throughout Asia.The market first launched in 2013 at Kearny Mesa's Zion Market, only expecting about 2,000 attendees. SAN DIEGO (KGTV) - Investors are watching carefully to see if interest rates keep dropping, or if they may eventually dip below zero in the United States.Recently, former Chairman of the Federal Reserve Alan Greenspan said it's a possibility, as rates have remained historically low for the past few years.In San Diego, the results of a negative interest rate would be good news for some and bad news for others."Low rates are a double-edged sword," says Dennis Brewster of SagePoint Financial. "If you're a borrower, if you're looking to buy a house today, mortgage rates have never been lower. But if you're a saver and you have money in the bank or in a CD, your rates are pretty poor."Brewster says the interest rate tends to drop when growth in the US is slow, both for the population and the Gross Domestic Product. He says that's what's happening now, as the baby boomer generation is getting older and later generations have fewer children. Brewster says slower population growth leads to slower economic growth because there are fewer people in the workforce, which means company production is down, and so is spending. He says that is happening despite record low unemployment.As for negative interest, Brewster says the average San Diego shouldn't worry since it's unlikely to happen."I wouldn't change your long term plans," he says. "The economy can move forward through high or low rates." 1411

SAN DIEGO (KGTV) – Military officials have confirmed to 10News that the man suspected of gunning down more than two dozen people at a Texas church Sunday served 12 months in San Diego in 2014. Devin Patrick Kelley, 26, is accused of killing 26 people and wounding 20 others at a Texas church on Sunday. Authorities said he was wearing tactical gear and a black mask with a white skull face.RELATED: Texas shooter was charged with animal crueltyKelley was a member of the Air Force, serving at Holloman AFB from 2010 until his discharge in 2014. In 2012, Kelley was court-martialed for two counts of assault on his then-wife and their child, the Air Force confirmed. He was sentenced to 12 months of confinement and a rank reduction. He and his wife divorced that year."Kelley was convicted by a general court-martial on two charges of domestic assault against his wife and step-son under Article 128 of the Uniform Code of Military Justice. He then served 12-months in confinement at Naval Consolidated Brig Miramar in California before being released with a Bad Conduct Discharge in 2014. He was also reduced in grade to E-1. David Goldfein directed the Air Force Inspector General in collaboration with the Defense Department Inspector General to conduct a complete review of the Kelley case and relevant policies and procedures.Kelley was then charged with animal cruelty – neglect or mistreatment in 2014. SAN DIEGO (KGTV) - In light of the governor's directive on limiting large gatherings out of coronavirus concerns, the San Diego Half Marathon announced on Thursday that this Sunday's event will be "virtual" only. While many runners support the decision to cancel the San Diego Half Marathon, they're upset that it doesn't appear there will be any refunds.Organizers sent 10News a statement that reads in part, "By their very nature, the cost of events like ours are front loaded and [non-recoupable], which is why we do not have a refund or deferral policy. This policy is clearly stated in our registration process and is agreed to by runners when they sign up for the event."RELATED: What's been canceled, postponed in San Diego, nationally due to coronavirusMajor changes are also happening to other local events. This weekend’s 5K Leprechaun run in Pacific Beach is canceled. The upcoming Pearl Jam concert at Viejas Arena is now postponed. WonderCon Anaheim is also being postponed.Fears continue to loom over July’s Comic-Com convention but organizers report that it’s still scheduled to take place. “Rip” Rippetoe is the President of the San Diego Convention Center. He tells 10News, “I think it's too soon to speculate on any events that would happen in May, June or July.”“Events of a certain size have been canceled and we're seeing that's to prevent the spread of illness,” says Skylar Crowley with the Better Business Bureau in San Diego. SAN DIEGO (KGTV) — If you’re still holding on to a mail-in ballot, return it using a method other than the U.S. Postal Service at this point.That’s the recommendation from many election experts after a ruling this week by the U.S. Supreme Court.In California, mail-in ballots have to be postmarked on or before November 3, but they can be received by county officials up to 17 days late and still count. That’s one of the most generous buffers of any state.But in about 30 states, the deadline for receipt is November 3. Ballots that arrive after will be tossed out, even ballots that were postmarked well before Election Day.The latest Supreme Court ruling dealt with a case out of Wisconsin, which had an Election Day deadline for ballot receipt set by state lawmakers.A lower federal court sided with the Democratic National Committee and ruled the deadline for receipt should be extended because of the pandemic. An analysis by the Wall Street Journal found it took an average of 10 days for a piece of first class mail to reach its destination in Wisconsin.But the Supreme Court ruled Monday 5-3 that state lawmakers should have the final say on this question, not the federal courts.“That could have tremendous implications across the country because it suggests that the Supreme Court is going to defer to even strict rules that could have the effect of limiting the counting of certain ballots,” said legal analyst Dan Eaton.Wisconsin is one of about 30 states with this deadline that ballots have to be received by Election Day, along with Pennsylvania and Michigan; two states with similar cases still pending.Voters in those states are being urged to drop off ballots at official collection sites, not at the post office, or vote in person.“This ruling does put pressure on people to make sure that their ballot is received in time,” Eaton said.Eaton said concurrence opinions by Justices Brett Kavanaugh and Neil Gorsuch offer clues about how the high court could rule in other election-legal fights, particularly when Amy Coney Barrett joins the court. He said it could have an impact on states with a lot of late voters and close races, not just in the presidential contest.“Remember that control of the Senate is very much in play and so this could matter in close Senate races,” Eaton said, citing races in Iowa, Colorado and North Carolina. 2365
