BEIJING, Aug. 27 (Xinhua) -- China's top legislature held an inquiry Friday into the government's report on grain safety in an effort to improve the legislative supervisory role.Entrusted by the State Council, or China's Cabinet, senior officials from nine government agencies, such as the National Development and Reform Commission (NDRC), attended the inquiry to answer questions raised by lawmakers at a bimonthly session of the Standing Committee of the National People's Congress (NPC), the country's top legislature.Such inquiries are believed to be a concrete and important step for the top legislature to exercise and improve supervision of the government.Zhang Ping, minister in charge of China's top economic planning body, the NDRC, issued the report on the country's grain safety on Thursday and lawmakers began to deliberate and make inquiries on the report on Friday.This is the second inquiry held by the top legislature this year. HAIKOU, Oct. 7 (Xinhua) -- More than 130,000 people were evacuated after more than 550 villages were submerged by floods by Wednesday afternoon in southern China's island province of Hainan, local authorities said late Wednesday.The torrential rains are the heaviest in Hainan since 1961, a spokesman for the provincial government said.Water levels at five reservoirs are now in danger of crossing their limits because of heavy rains across the island. Rescuers are working to reinforce them, the official added.The floods have damaged two highways, two national routes, eight provincial routes along with several other roads.So far, no casualties have been reported among tourists, the official said.Torrential rains have battered many areas of Hainan for six days. Several cities, including the provincial capital of Haikou and the beach resort of Sanya, have also suffered flooding. The four cities of Qionghai, Wanning, Ding'an and Haikou were most seriously hit. Parts of the island received an average 324.7 mm of rainfall.Hainan Island is a famous tropical tourist resort and attracts millions of visitors every year. However, tourist numbers were reported to be down by nearly 50 percent Wednesday, the sixth day of the one-week holiday celebrating National Day on Oct. 1.The rains are expected to weaken but continue until the end of the seven-day holiday, an official at the provincial meteorological observatory said Wednesday.

BEIJING, Aug. 29 (Xinhua) -- China's top legislature Sunday initiated a nationwide inspection over Agricultural Techniques Promotion Law in an effort to boost the development of the country's vast rural area while ensuring the nation's food security.Three inspection teams from the Standing Committee of the National People's Congress (NPC) will travel to six provinces and municipalities for supervision of the inspection in late August and September. Another eight teams from provincial level legislatures will be authorized to supervise the enforcement of the Agricultural Techniques Promotion Law and the Seed Law.Wu Bangguo, Chairman of the NPC Standing Committee, said the inspection teams should push local governments forward to pay more attention to popularizing agricultural techniques, transform techniques into increased agricultural output and raise the incomes of farmers.Promoting agricultural techniques and increasing technology's contribution to agricultural development is the fundamental method to resolve the agricultural difficulties caused by limited resources and markets in China, said Uyunqimg, Vice Chairwoman of the NPC Standing Committee.The Agricultural Techniques Promotion Law was passed by the top legislature and began to be put into use in 1993, which aims at promoting more adoption of scientific and technological achievements in agricultural production to assure the modernization of the nation's agriculture.Statistics show the ratio of scientific and technological contributions to agricultural growth in China has increased from 26 percent in 1993 to 51 percent in 2009.
