But Airbnb led a successful referendum, and the council rescinded the law. "It's a free-for-all," said Volage. SAN DIEGO (KGTV) -- California's energy operator have issued a statewide Flex Alert ahead of anticipated high temperatures this coming weekend.The California Independent System Operator (ISO) is calling for voluntary electricity conservation, from 3 p.m. to 10 p.m. on Friday, Aug. 14."With high temperatures in the forecast, the power grid operator is predicting an increase in electricity demand, primarily from residential air conditioning use," the ISO said in a statement.In San Diego, an Excessive Heat Warning will be in effect from noon Friday until 8pm Monday from the inland areas to the deserts. The heat will peak on Friday and Saturday with temperatures ranging 5 to 15 degrees above normal.The above-normal temperatures and humidity will stick around through most of next week."Consumers are urged to conserve electricity, especially during the late afternoon and early evening, when the grid is most stressed due to higher demand and solar energy production falling. SAN DIEGO (KGTV) - Civil right activists and lawyers are hoping the court system can force San Diego County law enforcement agencies to change the way they deal with protests.On Thursday, a group of lawyers announced a half-dozen claims and lawsuits against the La Mesa Police Department, San Diego Police Department and the San Diego County Sheriff's Department for what they call unnecessary use of force during recent protests.Dante Pride represents four of the claimants, including Leslie Furcron, the woman hit in the head by a bean bag round fired during a protest outside La Mesa police headquarters on May 30.Pride said Furcron suffered multiple fractures in her face, has no vision in her left eye, has problems walking, has problems remembering, and difficulty with balance.RELATED: Woman shot with bean bag round in the face during La Mesa protest makes public statement"All because she decided to come out, as she is entitled to do, and protest," said Pride.Pride’s other clients have injuries ranging from broken fingers to severe cuts and contusions from being hit by what officers call "less lethal" rounds."The manner in which these things were used, shot indiscriminately into crowds, these are lethal methods being used," said Pride.Other claims stem from protests across the city in the days that followed.Gerald Singleton said his two clients are the "epitome" of peaceful protesters, who were simply standing in the crowd when they were hit by what he calls "rubber bullets.""Anybody who embraces this movement is, unfortunately, under the current police culture, viewed as an enemy, and they're treated accordingly,” Singleton said.RELATED: La Mesa woman hospitalized following protests, family saysThe claims ask for monetary damages to cover medical expenses. SAN DIEGO (KGTV) — City officials say 55 people at the San Diego Convention Center's emergency homeless shelter have tested positive for COVID-19, as cases surge around the country.The individuals who tested positive include those suffering from homelessness and staff at the center, according to the City of San Diego.Those homeless individuals who tested positive will be moved to a local hotel managed by the county for public health use. Staff who tested positive have been notified and advised to stay home. Positive individuals will be kept off-site until it is deemed safe for them to return.The county has made testing available to all staff and residents at the center to halt any further spread and is working to determine if there is an impact to others at the Convention Center.Prior to this round of testing, there had been less than 30 positive tests at the Convention Center over the last nine months, the city says.The city says that individuals utilizing the Convention Center and staff have a daily temperature check and verbal questionnaire and must wear a face covering, and staff clean and sanitize surfaces and hands frequently.The new positive cases as COVID-19 cases surge across the county and state.
