But in recent years, the image has been co-opted by the Tea Party, anti-gun control activists and white supremacists. In 2016, it was deemed to have "racially-tinged" messaging in some contexts by the federal government. More recently, the image has been used by people believing COVID-19 health restrictions take away their constitutional rights."We hope this is an isolated incident; that we just missed these couple of masks," said Ben Hart, who oversees Utah's mask program for the Governor's Office of Economic Development.Hart admits about 100 of the "Don't Tread on Me" masks were included in a shipment last month. Hart says the staff deemed them "inappropriate" and attempted to set all of them aside."We will not be using taxpayer dollars to pay for these masks. SAN DIEGO (CNS) - A coalition of regional partners joined together Thursday to announce the San Diego County Childcare Provider Grant Program, an initiative that will distribute million in coronavirus relief funding to childcare providers impacted by COVID-19.The coalition, which includes the County of San Diego, The San Diego Foundation, Child Development Associates and YMCA of San Diego County, will open the application period Monday. The San Diego County Board of Supervisors unanimously voted to distribute million of Coronavirus Aid, Relief, and Economic Security Act funding to eligible childcare providers in San Diego County."The childcare sector is very important, as our economy cannot be sustainable if parents do not have safe places for their children to be cared for and educated while they are working," said Supervisor Nathan Fletcher, co- chair of the county's COVID-19 subcommittee. "This new million grant program will help childcare providers make their centers safe during the coronavirus pandemic and allow them to remain open so parents can return to work."Funding will be allocated based on predetermined categories outlined in the CARES Act agreement. Large family childcare providers -- licensed to care for a maximum of 14 children -- will be eligible to receive up to ,500 and small family childcare providers -- licensed to care for a maximum of eight children -- will be eligible for up to ,750. Non-government-contracted licensed providers will be eligible to receive up to 5 per child capacity, based on childcare license.Partially-funded government-contracted licensed childcare centers such as HeadStart will be eligible to receive up to 5 per non-subsidized child, not to exceed license capacity. Non-government-contracted, license- exempt group care providers -- including summer day camps and community youth clubs such as Boys & Girls Clubs -- that serve school-age children up to 12 years old will be eligible to receive up to 0 per child capacity."This funding helps prioritize access to high-quality childcare for all families, helps provide a professional wage for hardworking providers, and helps strengthen the childcare system," said Baron Herdelin-Doherty, president & CEO of the YMCA of San Diego County.Eligible childcare providers will be able to apply for funding online or in print in eight different languages -- English, Spanish, Vietnamese, Tagalog, Russian, Somali, Haitian Creole and Arabic -- and the coalition will distribute the funds.Providers can visit SDFoundation.org/ChildcareGrants to learn more. SAN DIEGO — The city of San Diego never waived permit repair fees for sidewalks, despite a January announcement from the mayor's office saying it would do so throughout 2020.A homeowner pays the fees, which total to just over ,000, when he or she elects to repair the sidewalk in front of their home. A spokeswoman for the mayor says, however, that the city had to delay the fee waiver program once the coronavirus outbreak hit. The city instead was forced to cut upwards of million from the general fund budget. "The City continues to prioritize sidewalk repair amid the uncertainty and budgetary impacts that COVID 19 has brought," city spokesman Anthony Santacroce said in a statement. "While COVID-related holds slowed repair down for a few months, we estimate another 10,000 locations will be repaired with concrete slicing this (fiscal year 2021) and we are off to a great start."The news release announcing the fee waiver, however, is still on the city's website.Marie St. George, a Mission Hills resident, saw that announcement and contacted the city. She wanted to spend upwards of ,500 to repair the crumbling sidewalk in front of her home. That sidewalk, laid down in 1922, is likely one of upwards of 81,000 backlogged locations the city has marked for repair."I actually am afraid now," St. George said. "People could trip. It's become sort of a hazard."The city has a program to split the construction cost with residents, as both the city and homeowners can be liable for the condition of the sidewalk. St. George, however, was willing to pay all of the cost because she wanted it done faster. However, when she called to get the permits, the city representative said she couldn't waive the fees. "I thought based on the mayor's announcement that it would be waived, so it was pretty shocking," she said. Councilman Mark Kersey, who heads the Active Transportation and Infrastructure Committee, which was moving the fee waiver program forward, said in a statement that he hopes this will be prioritized as money comes available. “Repairs on sidewalks are even more important in the pandemic since so many people depend on them every day," he said. "Programs like the fee waiver can keep residents moving safely and save valuable City dollars by preventing trip-and-fall lawsuits."The city says it also repaired or replaced more than 7,500 sidewalk locations last fiscal year.
