Since the COVID-19 pandemic started, hate-related incidents directed towards Asian-Americans and Pacific Islanders have risen drastically.According to Stop Asian-American and Pacific Islander Hate, an advocacy group working to raise awareness about the issue, 2,538 have been documented since March.The group, based in the San Francisco Bay Area, says incidents are self-reported, as well as taken from news reports across the country.“Surveys have shown that over three-quarters of Asian Americans are aware and fear racial bias at the moment,” said Russell Jeung, a professor of Asian-American Studies at San Francisco State University, who tracks the incidents for Stop AAPI Hate.Jeung says his research has found the President Donald Trump’s use of the term “China virus” is having a direct impact on the harassment, as 30 percent of the incidents reported say the language used has mirrored the president’s.“We’re seeing vulnerable populations being targeted,” said Jeung. “Women are harassed 2.4 times more than men. Youth make up 14 percent of our cases so that means there’s a lot of school bullying going on, a lot of online cyber-bullying."“We’ve seen incidents of spitting, vandalism, hostility towards Asian-owned businesses during this time,” said Jay Cheng, a member of the San Francisco Chamber of Commerce.Two months ago four Asian-owned businesses were vandalized and robbed in the city’s Outer Balboa neighborhood, one of San Francisco’s most diverse areas. Windows were smashed and derogatory language was written on several storefronts.“San Francisco is, in many ways, the capital of Asian-America, so this is the last place you would expect to see that type of racism,” said Cheng.Jeung says in Asian-American and Pacific Islander communities across the country, the harassment causes apprehension and pain knowing once an illness hits, these communities get blamed.“It’s not unexpected. I was ready, but I find the hate palpable and horrific,” said Jeung. “It’s just really sad to me that people are so angry, so fearful, and that they’re scapegoating other people for the pandemic rather than blaming it as a natural virus.”Jeung says the way forward is recognizing that words matter. Sheriffs in at least eight counties in Texas have said that they will not fine or cite those who violate Gov. Greg Abbott's executive order that requires Texans to wear masks in public.According to The Washington Post, sheriffs in Denton, Nacogdoches, Smith, Upshur, Kerr, Gillespie, Panola and Montgomery Counties have already said they cannot — or will not — enforce the order. CBS News also included Houston County in a list of countries not requiring masks.Abbott — who previously blocked cities and countries from instituting orders requiring masks — signed the executive order last week. It says those who repeatedly violate the order could face a citation and a fine of up to 0, but adds that violators cannot be detained or jailed.The Post reports that the sheriffs object to enforcing the order for a number of reasons. Some said that they could not enforce the order because stopping a person on the street constituted "detaining" them. Other sheriffs said the citing violators was discriminatory because the order includes exemptions for those attending religious services. Still others say they lack the resources to track repeat offenders properly.In a lengthy Facebook post, Denton County Sheriff Tracy Murphee took issue with the order because it was not passed by the Texas legislature."The order is not a law, there is no requirement that any police officer enforce it, and it's unenforceable," Murphee said. "We can't spend our time running from place to place for calls about mask we can really do nothing about. Like I said I will comply because I want to comply. I won't and I don't believe I can take any enforcement action on this order."After Murphee announced his opposition to enforcing the order, a Denton County resident launched a Change.org petition calling for his removal. Small businesses employ roughly half of all Americans, but new data is showing many of these businesses are closing permanently.“It’s an excruciatingly hard decision,” said Martha Studstill. “You know small business owners put their heart and soul into their business.”For more than a decade Studstill has owned a small gift shop, Uptown Gifts, in South Carolina.“Until COVID came along we were buzzing,” said Studstill.Originally, in March, the plan for Uptown Gifts was to close temporarily for a few weeks. However, the shop has now been closed for more than three months. She has only been able to list items online, resulting in sales being down by 75%.However, sales aside and more importantly to Studstill, the danger of COVID-19, especially for someone her age, hasn’t subsided.“When we closed on March the 16, I really had no idea we would be where we are at today,” said Studstill.Studstill thought she would be reopening, not only earlier, but to fewer cases of COVID-19.Cases have actually been on the rise in her state. The uptick started most distinctly after reopenings. So, with the financial risk and uncertainty added to Studstill’s health risk of running the shop, she feels closing is her only choice.“I think if I were younger, I would not have made the same decision, but I am where I am at,” she added.Around the country, there is a wave of permanent business closures happening. One report done by Yelp shows more than 143,000 businesses listed on its platform closed between March and June. Now, roughly 35% of those businesses have indicated their closures are permanent. Most of those businesses closing are small businesses.“The numbers that are coming out are really sad,” said Frank Knapp with Small Business for America’s Future.Knapp heads the newly formed organization, pushing for better help for small businesses in Congress’ next stimulus package.“Our proposal for Small Business for America’s Future is that we need to put together grants for the really small businesses to help them get through this recession so that they are healthy on the other side and our economy can get back up and running again,” said Knapp.Saving small businesses could save jobs and be the fastest way to rebound the economy.“Small businesses hire about 50% of all workers in this country,” said Knapp, “We know from the last recession, it was small businesses that got us back on our economic feet again, not big businesses.
