SAN DIEGO (KGTV) - There's a stretch of Linda Rosa Avenue in Bird Rock that winds up a hillside and leads to homes with sweeping views of San Diego's coastline.The homes that enjoy that view, however, vary quite a bit. Some are older, smaller, and were built in the 1960s.Others are modern, and tower above the rest. Some refer to those larger homes as "McMansions," and wonder how they keep getting approved without any pushback from neighbors to protect community character."They basically skirt the reviews," said Dave Ish, who lives in an older home on Linda Rosa.READ?JON HORN'S ORIGINAL LOOK AT 'MCMANSIONS'Developers are able to skip the lengthy and public Coastal Development Permit process as long as they retain at least 50 percent of a structure's exterior walls. It's spelled out in city code. That's why McMansions are popping up in San Diego's coastal neighborhoods. But it turns out the city's 50-percent exemption creates even more flexibility for developers because they can get permit after permit with no waiting period in between.RELATED: Coronado neighbors worried about historic mansion turned transitional homeDeveloper Ben Ryan, of Tourmaline Properties, did that for an ocean-view home on Linda Rosa.In October, the city issued him a permit to add a closet and convert a garage to a carport, under the 50-percent exemption. "Obviously it was just a temporary deal," Ish said. "Nothing was finished, it was this bowed out paneling, these windows weren't finished. It may have been a quick job, but it changed the layout of the home enough to allow Ryan to alter the design for a larger project.Ryan got a new permit later in February - again under the 50-percent exemption - calling for a second story, master suite, decks, kitchen, living room, dining room, and more. Today, the home is just half a wood frame - the closet and carport nowhere in site. SAN DIEGO (KGTV) - The preliminary hearing got underway Wednesday for a case that saw the California Highway Patrol reverse course on blame months after a deadly wrong-way crash.Lauren Freeman appeared in court almost a year to the day of the deadly wrong crash on the transition ramp between I-5 and I-8 near Old Town about 2 a.m. Justin Callahan, 35 , who was driving a Volkswagen Jetta, died at the scene, while Freeman and her passenger in a Toyota Camry suffered serious injuries in the crash.The CHP initially thought Callahan was driving the wrong way, eastbound in the westbound lanes, but family members told 10News it didn't make sense because he should have been heading to Ocean Beach from the South Bay after work, and not away from it. After a more thorough probe, investigators determined it was Freeman who was driving the wrong way and driving under the influence. Officers arrested her in November on charges including murder and vehicular manslaughter while intoxicated."We're just hoping for justice. The truth came out through the CHP and now we have the justice system to go through," said Tommy Villafranca, Callahan's brother.On the stand, one witness says he was driving on I-8 headed toward Sunset Cliffs, when he and his passenger saw a light-colored 4-door car race past him going the wrong way."I was in the car ... noticed headlights coming in my direction. You see it and by the time it registers, it drove past me ... it was crazy," said Valentino Asuncion IV.10News reached out to a contingent of Freeman's supporters, who declined to comment. SAN DIEGO (KGTV) -- This past March, as schools shut down and distance learning started, Richard Cowan and his family were one of hundreds who didn't have internet access."We were actually using mobile hot spots or venturing to the library," Cowan said. Then he learned about Connect2Compete, a program through Cox Communications that gave families free internet to start followed by a low cost plan. "We've been able to enhance, and better be prepared for school and a different curriculum that they're requiring now."Cox Communications Vice President of Government and Public Affairs, Chanelle Hawken, said it's just one of the ways they continued to help students stay connected for the fall. "We've put a lot of resources time and energy to connect kids."Cox also partnered with David Harp's Foundation, a music school for low income and at-risk kids. "For them, its even harder in this distance learning environment. They may not be getting the support of family members to help them stay online," Hawken said. They turned the East Village campus into a digital hub with free wifi for underprivilaged students."It's a new world I'll say and we're looking at ways to be creative. Just working one-on-one with school districts to see if they need devices because we have our grant with computers or to see if kids need a connection."They also had Cox wifi hotspots scattered throughout the county for free, at the start of the school year."It's been a community effort where people are chipping in to make sure kids are ready for back to school, I know its so stressful for parents right now," Hawken concluded. 1622
