PRETORIA, South Africa, Nov. 18 (Xinhua) -- Visiting Chinese Vice President Xi Jinping on Thursday called here for concerted efforts to make the Forum on China-Africa Cooperation (FOCAC) stronger and to boost the development of the new type of China- Africa strategic partnership.Addressing a seminar marking the 10th anniversary of the establishment of FOCAC, Xi proposed to strengthen strategic planning, practical cooperation and institution building of FOCAC so as to make it a solid base for political mutual trust, a major engine driving common development and an efficient and mature platform for China-Africa cooperation.Meanwhile, more cultural and people-to-people exchanges should be conducted to make FOCAC an emotional bond to deepen China- Africa traditional friendship, said Xi.Xi stressed that China and African countries have to continue to respect, trust and support each other and treat each other as equals. The two sides should stand at a strategic high as they draw plans for the development of China-Africa relations, and should have closer dialogue and consultation within the FOCAC framework, enhance coordination and cooperation on global issues of mutual interest, strive to increase the say and representation of developing countries in the international system, and ensure better development of both China and Africa as the international configuration further evolves.Referring to China-Africa cooperation, Xi said it should be expanded to new areas and brought to higher levels. "We will enlarge the scale of China-Africa trade, and optimize the trade structure. We will cooperate with Africa in infrastructure construction and actively explore cooperation on transnational projects. We will promote export of African goods to China, facilitate investment and technology transfer to Africa, provide more job opportunities for the African people and enhance African countries' capacity in self development so as to bring more benefits to the African people. China will continue to do its best to increase assistance to Africa, optimize the structure of assistance, and focus the assistance projects on education, agriculture, health, poverty reduction and other projects concerning people's lives as well as energy conservation and environmental protection," he said.As new problems and new challenges appearing in the second decade of the 21st century, Xi said China and African countries need to properly handle them and to explore new ways and new thinking for FOCAC development in light of the new conditions and new trends in the world economy and in China-Africa relations."We should be innovative in seeking new development concept and new cooperation model of FOCAC, and give full play to the initiative and creativity of African members of FOCAC. We should strengthen cooperation with the African Union and sub-regional organizations in Africa and actively explore cooperation with other parties in the international community so as to strengthen FOCAC's synergy and influence," said Xi.He also called for expanded contacts and cooperation between the governments in such fields as education, science and technology, culture and tourism, and closer ties between political parties, localities, nongovernmental organizations, academic institutions and the news media.Launched in 2000, FOCAC is a platform for collective consultation and dialogue between China and the states in Africa.

BEIJING, Nov. 26 (Xinhuanet) -- The Shanghai municipal government is making moves to enhance its mergers and acquisitions (M&As) market, a move in tune with the cosmopolitan city's ambition to make itself a global financial hub by 2020.The city will initially actively propel the construction of its financial market and M&A-related auxiliary services, especially the agents who facilitate deals, to aid these activities, said Shanghai Vice-Mayor Tu Guangshao on Thursday. He said the local government is also considering setting up a China Mergers and Acquisitions Association in Shanghai.Meanwhile, plans to open an M&A museum are also in the pipeline to help create an M&A culture in the city."We've made concrete efforts to encourage benign conditions to allow these plans to materialize," Tu said. The M&A market, in turn, will help catalyze improvements in the city's financial market functions, structures, and systems, as well as boosting badly needed adjustments to its economic structure. This will help Shanghai further speed up its plans to become a global financial center by 2020, an ambition which was approved by the State Council in March 2009.According to figures from the Shanghai headquarters of the People's Bank of China (PBOC), there are 11 financial institutions running M&A loan businesses in the city, lending more than 10 billion yuan (.5 billion) during the first seven months of this year. The central government in September issued guidelines on the promotion of enterprise M&A in six major industries, including automobiles and cement, to accelerate cross-border corporate restructuring and cater for the nation's aim of rebalancing the economy as the 12th Five-Year Plan (2011-2015) approaches."We should increase support for cross-border M&A activities, which is of great significance to China's economy and will help stimulate the Asian economic recovery," said Su Ning, board chairman of China UnionPay, the country's only credit card network. The former vice-governor of the PBOC also urged more private firms, which have actively sought areas of overseas expansion, to participate in cross-border deals using their extensive capital resources.China's private economy accounts for more than half of the nation's gross domestic product, according to Huang Mengfu, vice-chairman of Chinese People's Political Consultative Conference. "Active private investment, as such, is pivotal to the nation's economic development the non-State economy will certainly replace investment by State-owned firms as a driving force to boost the Chinese economy after the financial crisis," said Huang, who also serves as chairman of All-China Federation of Industry and Commerce.Privately owned auto maker Zhejiang Geely Holding Group in August completed its .8 billion acquisition of a stake in Volvo Car Corporation, a move which emphasizes the desire of China's cash-rich private companies to make acquisitions abroad. In addition, industry experts said that financial institutions should develop more financial innovations to supply China's overseas acquisition wave, and encourage more private equity funds to participate in cross-border deals, rather than simply focusing on pre-Initial Public Offering projects.
BEIJING, Nov. 14 (Xinhua) -- Chinese Vice Premier Li Keqiang has urged more efforts be made to accelerate economic restructuring to achieve sustainable development amid concerns of global uncertainties."The global economy is still facing great uncertainties and has not shaken off the deep impact of the financial crisis", Li wrote in an article Xinhua received Sunday, calling for "deep understanding" of the proposal for national development in the next five years. The Communist Party of China (CPC) Central Committee's Proposal on Formulating the 12th Five-year Program (2011-2015) on National Economic and Social Development was issued on Oct. 27 after it was adopted at the Fifth Plenary Session of the 17th CPC Central Committee, which ended Oct. 18.The imbalance of the overall world economic recovery remains and trade protectionism is on the rise, Li wrote in the article while calling for correct understanding of both domestic and international situation.Further, Li warned of the potential damage that will be caused by some governments' excessive debt, noting that some major economies continue their expansionary monetary policies and are pumping enormous liquidity into markets to boost their economic recovery, which may spur turbulence in the global financial market and push up commodity prices.Additionally, the inflow of hot money will affect emerging economies, he said."The world economy is growing slowly and the structure of global demand is changing, which puts new pressure on China in its efforts to stabilize and expand exports and maintain a stable and relatively rapid economic growth," Li wrote. The next five years will be crucial for building a moderately prosperous society in an all-round way, he said."The transformation of the economic development mode brooks no delay, and the key for the transformation is to achieve it at an accelerated speed and with practical effects," he said.Only by transforming the development mode can problems of imbalance and unsustainability be resolved, Li said. The government will work to boost domestic demand, consumption in particular, as a long-term strategy to maintain healthy and stable economic development and transform the economic development pattern, he wrote. It is imperative to keep investment at an "appropriate growth rate" and encourage private investment to expand domestic demand, he said.Efforts should also be made to promote balanced urban-rural development and scientific innovation to upgrade industries.Li said China will also move ahead with "vigorous but steady" political reform while pushing forward economic restructuring. The government will reduce its intervention in economy and let market play the role in resource distribution, Li wrote. He also called for stepping up fiscal and taxation reform and strengthening financial supervision to prevent systematic financial risks. The country will open more fields to the outside and enhance opening up in the inland area, he said.He also called for participation in global economic governance and regional cooperation, speeding up the implementation of free trade zone strategy and opposing trade protectionism, so as to push for the development of a just and rational international economic order.
