SAN DIEGO (KGTV) — No charges will be filed in connection to eight officer-involved shootings and four in-custody deaths in San Diego County, District Attorney Summer Stephan announced Friday.Stephan announced the decisions after her office's review of the lethal force incidents involving Kristopher Birtcher, Guillermo Corrales, Javier Gomez, James Lacy, Oscar Leal, Alexander Ochoa, Osbaldo Ramirez, Paul Rivera, Jason Santana, Paul Silva, Jason Trujillo and Robert Westbrook.The cases involve authorities under San Diego County Sheriff's, San Diego Police, and Oceanside Police departments.The D.A. ruled that officers acted reasonably under the circumstances and officers faced no criminal liability for their actions.Watch Stephan's press conference live on Facebook (Warning: Graphic footage): 808

SAN DIEGO (KGTV) - Mortgage brokers spent the past week calling and emailing clients around San Diego, telling people it's time to buy."Whenever I see a rate dip like that, my first reaction is to call everyone as fast as I can," says Broker Scott Davenport. "I try to get a hold of as many people that have been on that fence to jump on it as quickly as they can."The frenzy started when mortgage rates dropped .22% on March 27, to 4.06% on a 30-year fixed rate mortgage.It was the biggest single-week rate drop in more than a decade.RELATED: San Diego among top hot housing markets for 2019, Zillow reports"That could mean a savings of hundreds of dollars per month," says Davenport. "Or even hundreds of thousands of dollars over the course of a 30 year mortgage."Analysts say the drop came after the Federal Reserve said it was worried about the economy slowing down. It caused concern among investors, which led to good news for buyers."It's not gonna last," says Davenport. "You never know where the market's going to go. I expect rates to stay low through the summer, but at the same time, I don't expect them to stay low for long."Rates hit historic lows in 2012, around 3%, after the recession and housing bubble burst. Davenport says he doesn't see conditions that would create rates that low any time soon. That's why he's telling people to take advantage of the current rate near 4% now.He says anyone thinking of buying, or of refinancing a mortgage should get in touch with their broker now."Have the numbers run. It's something we do all the time," he says. "We can see if there's a benefit for a refinance with it, with the rate drop for you right now. Or if you're looking to buy a house, get pre-qualified first." 1739

Just ask Lemon Grove resident Tiffany Klein, who had to explain to her 3-year-old son Nicholas, why the sky looked so smokey and gloomy over the last week."Ash was falling and the sky was dark, which was odd. So Nicholas asked me what was going on, he didn't quite understand."And when Tiffany told her son about the dangerous fires burning near Alpine, his response was a bit surprising for a young child."He asked if people were getting hurt," said Tiffany. "I told him, as of that time, that no one had gotten hurt, but some people had lost their homes. So he asked me if he could raise money by doing a lemonade stand."Despite being 3-years-old, Nicholas wanted to lend a hand, even if he wasn't quite sure what was going on."I wanted to help the people that lost their homes,"said Nicholas.And how could any parent say no to such a great request."I was mind blown. He said yes mommy, I want to help them find their homes, because he assumed they were lost."So the family went to work building a lemonade stand, and squeezing their own lemons."He had to build his own lemonade stand, and he went out and picked lemons from a lemon tree."By selling lemonade, he hoped to raise 7 dollars."Seven dollars is huge to him and i said OK, let's try to get that goal."Nicholas easily raised the 7 dollars, and a whole lot more."He doesn't understand what he did yet," says his mom. "Because he's over 500 dollars right now."Nicholas plans to donate the money to the Burn Institute in a ceremony on Friday. 1648

  

SAN DIEGO (KGTV) — Pacific Beach residents were seen running for their lives as a pickup truck slammed into several parked vehicles early Thursday.Witness video captured the incident, showing a pickup truck revving its engine, screeching its tires, and slamming into vehicles. Witnesses said at least nine vehicles were damaged. Another video showed neighbors holding the driver down on the ground until police arrived, one neighbor holding the man down in a headlock. Someone nearby could be heard yelling, "don't hurt him," at the group.Police arrive to detain the driver, but it's not clear what led to the dangerous incident.One neighbor who helped hold down the driver said his first reaction was to prevent anyone for getting hurt."My first reaction he needed to get out of the car and restrain him so he didn't hit anyone else," said James Scherr.The driver was taken to a nearby hospital by police for minor injuries. Police did not say whether drugs or alcohol were a factor. 992

  

SAN DIEGO (KGTV) -- Police are searching for additional victims after arresting a man they say tried to drag a 17-year-old girl to his car in North Park in late May. According to police, the attempted kidnapping happened around 7:15 a.m. on the corner of 30th Street and El Cajon Boulevard May 31. Police say Thomas Luis Salas, 38, approached the 17-year-old at a bus stop before making casual conversation. He then extended his hand for a handshake and, when the juvenile shook his hand, police say Salas tried to grab her arm and pull her toward his light blue 2011 Ford Escape. The 17-year-old fought back and was able to get away. Investigators were able to track down and identify Salas as the suspect in the case. He was arrested on attempted kidnapping charges. His bail is set at 0,000. Police are asking additional victims to come forward. Salas is a Hispanic man five feet, nine inches tall and weighs 220 pounds. He was unshaven with a goatee. Police say Salas’ eyes have a “sleepy” appearance. He also has a large tattoo on his right arm of a cartoon face inside a “sunburst” or “Flame” design. According to police, Salas may have approached other juvenile women with his phone out attempting to engage in conversation.
