SAN DIEGO (KGTV) -- Del Mar may be the county's smallest city, but it has no shortage of workers commuting in every day to serve its residents and tourists.They're coming from as far away as Oceanside, La mesa, and Rancho Penasquitos. It's because the city - with a median home price of .7 million - has no affordable housing. "If they could live here and walk to work we'd get all kinds of benefits from that," said Del Mar Mayor Dwight Worden. To help make that happen, Del Mar may start charging developers of condos and condo conversions fees by the square foot. That could add to more than a hundred thousand dollars per project for affordable housing. Right now developers of those projects pay a flat fee of ,500, which hasn't been updated since 2007.The city council is considering a per square foot charge for existing construction and per square foot for new construction.The money would either go to expanding Del Mar's rent subsidy program, which currently assists five families in the city.Worden, however, said he prefers physical units because they are there forever. Del Mar currently has no affordable housing units, but the state requires it to have about 70. Worden said two currently proposed developments would include units, but he also would like the city to use the extra money to apply for federal and state grants.He also floated the idea of Del Mar buying an apartment building, converting them to condos, selling a portion of them to recoup its investment, and keeping some for low-income workers. 1571

SAN DIEGO (KGTV) - Family members of a DUI crash victim shared emotional stories about their loss at the driver’s sentencing hearing Friday. Lauren Freeman cried as statements were made about the Feb. 2018 crash in Ocean Beach. Prosecutors said Freeman drove the wrong way on a transition ramp between I-5 and I-8, crashing into Justin Callahan’s car. “I'm Justin's father, he is buried next to his sister who died in 2005. So I think that there's a rule somewhere that children aren't supposed to die before the parents,” said Callahan’s father. Zillow says the median home in San Diego is now worth 1,000. In the US, the median home is worth 6,800, down 0.1 percent from April. SAN DIEGO (KGTV) — Humpback whales aren't the only aquatic life giving locals a show off the coast of San Diego.Dolphins can be seen fairly regularly, but it's not everyday you see a pod tallying in the thousands. The term "mega" gets thrown around quite a bit to describe scale, but in this case, it truly fits.Video captured Sunday shows a "megapod" of thousands of "common dolphins" off San Diego's coast, estimated to be of about 2,500 dolphins.RELATED: Humpback whale feeding frenzy off San Diego's coastDomenic Biagini, a photographer for San Diego Whale Watch, said pods of 25 to 200 dolphins are common. But a megapod, or "superpod," refers to pods eclipsing 1,000 dolphins and may be seen once every other month."Every now and then, we'll see multiple pods come together," Biagini said. SAN DIEGO (KGTV) - Fixes are coming to elevators in a 14-story high-rise in downtown San Diego where senior tenants have faced challenges performing everyday tasks. But not soon enough for many.Some residents of the 65 and older Tower Apartments community have missed important appointments and had difficulties running errands, like trips to the grocery store, because of elevator outages.Some residents told 10News it's a long-running issue.RELATED: Seniors left with one elevator in 14-floor?San Diego buildingThe building is undergoing renovations - which residents say they appreciate. But they say the upgrades don't make it ok to shut down one of the two elevators and leave them with an elevator that they describe as unreliable at best. "Everybody is extremely upset," resident Carol Clark said. "And the thing is we don't seem to be getting many answers."One neighbor in a wheelchair broke down in tears during our interview. "It's people's safety," he said. "Not just mine, but everybody else."Shortly after running the story on 10News, management with the apartment complex sent a letter telling residents one of the elevators under renovations should be running by the end of June. After that, the other elevator that has had problems will be upgraded.Management said they will also schedule input meetings with residents for next week. 1372
