SAN DIEGO (KGTV) -- Before the sun rose Friday, cars already packed parking lots at San Diego beaches to kick off Labor Day weekend and what's expected to the some of the hottest days of summer.However, San Diego County leaders said no matter where you are this weekend, they want to emphasize people must still follow CDC guidelines to prevent the spread of COVID-19.ABC 10News was at La Jolla Shores on Friday morning as beachgoers wearing masks secured spots far enough to stay socially distanced.Beachgoer and Santee resident Kris Moberly, “We know we can find a spot if we come early."It's the new norm, but also a way to ensure San Diego stays off the state's watchlist after just getting off of it two weeks ago.Moberly said she hopes everyone will follow the rules this weekend, telling ABC 10News, "I'm sure there's people who push the limits but you're responsible for your own health and I think most people are considerate of others."San Diego Lifeguards said they won't be regulating when it comes to social distancing or masks."We're going to be focused on keeping people safe in the water, but social distancing is everyone's responsibility,” a lifeguard told ABC 10News.County Supervisor Nathan Fletcher said the status of our county depends on people's actions this weekend. In a press conference earlier this week, he said people should avoid indoor parties and continue to follow CDC guidelines.To ensure added safety, beaches like Carlsbad will also be handing out masks and teaching visitors about safety guidelines.Lifeguards said in addition to COVID-19 restrictions, the heat will also be a big safety factor. They said beachgoers should bring plenty of water and use caution when swimming, as upcoming swells are expected to bring fast moving rip currents. 1789

SAN DIEGO (KGTV) - Civil right activists and lawyers are hoping the court system can force San Diego County law enforcement agencies to change the way they deal with protests.On Thursday, a group of lawyers announced a half-dozen claims and lawsuits against the La Mesa Police Department, San Diego Police Department and the San Diego County Sheriff's Department for what they call unnecessary use of force during recent protests.Dante Pride represents four of the claimants, including Leslie Furcron, the woman hit in the head by a bean bag round fired during a protest outside La Mesa police headquarters on May 30.Pride said Furcron suffered multiple fractures in her face, has no vision in her left eye, has problems walking, has problems remembering, and difficulty with balance.RELATED: Woman shot with bean bag round in the face during La Mesa protest makes public statement"All because she decided to come out, as she is entitled to do, and protest," said Pride.Pride’s other clients have injuries ranging from broken fingers to severe cuts and contusions from being hit by what officers call "less lethal" rounds."The manner in which these things were used, shot indiscriminately into crowds, these are lethal methods being used," said Pride.Other claims stem from protests across the city in the days that followed.Gerald Singleton said his two clients are the "epitome" of peaceful protesters, who were simply standing in the crowd when they were hit by what he calls "rubber bullets.""Anybody who embraces this movement is, unfortunately, under the current police culture, viewed as an enemy, and they're treated accordingly,” Singleton said.RELATED: La Mesa woman hospitalized following protests, family saysThe claims ask for monetary damages to cover medical expenses. They also call for sweeping changes to police tactics and the end of any use of force that could "escalate" an encounter."The recent conduct of local law enforcement agencies has sparked the need for systemic change," said San Diego ACLU President David Loy. "Instead of lashing out against demonstrators, law enforcement should be listening to them and hearing their concerns."The San Diego Police Department says due to the litigation they do not have a comment. A spokesperson for the La Mesa Police Department tells 10News, "The La Mesa Police Department cannot provide comment relating to any pending litigation. We encourage any member of the public that believes they suffered injury as a result of force used by any of our officers to contact us so that their incident can be investigated." 2590

SAN DIEGO (KGTV) — As temperatures hit highs across the county's eastern portion, officials are taking annual precautions to close several popular hiking areas.Six county parks will be closed throughout August, including El Capitan Preserve near Lakeside, Hellhole Canyon Preserve in Valley Center, Mt. Gower Preserve near Ramona, Wilderness Gardens in Pala, Agua Caliente Regional Park in Anza Borrego, and Vallecito County Park near Julian.Agua Caliente Regional Park and Vallecito County Park are closed all summer until Labor Day weekend.The closure also gives park staff the chance to perform maintenance and other upgrades and restoration projects.For hiking and park areas that remain open all summer, county Parks and Recreation officials encourage visitors to always hike with others, leave pets at home on difficult hikes, take plenty of water and food, and dress appropriately for the activity. 913

  

SAN DIEGO (KGTV) -- California’s new gig economy law was meant to help rideshare drivers and other freelance workers get better benefits, but some critics say it’s threatening the spirit of Christmas itself.Those critics are mall Santas, who have traditionally been hired as independent contractors through third-party bookers or employment agencies.Under Assembly Bill 5, authored by Assemblywoman Lorena Gonzalez (D-San Diego), those workers must be reclassified as employees with insurance and other benefits.“Lorena Gonzalez, she might kill all the Santas. She might kill the Easter Bunnies,” said Steve Schafer, the president of the San Diego chapter of the Fraternal Order of Real Bearded Santas.Some Santas warn that bookers may go to great lengths to avoid paying employee benefits. “I don't know how someone can justify this,” said Jerry Tamburino, a Santa who has worked for more than a decade at a large commercial store.Tamburino said his agent notified him Tuesday that she would replace him and other Santas at a chain of California retail stores with out-of-state St. Nicks.“That's what [the booker is] being forced to do to address -- or evade -- or stay in business with this stupid law,” he said.Bringing in out-of-state workers to skirt AB-5 would violate California law, since labor laws apply to anyone performing work in the state, said Gonzalez’ office. But Tamburino said it would be hard for regulators to enforce.Malls and stores could hire Santas directly as independent contractors, Gonzalez’ office noted, since that kind of relationship passes AB-5’s three-pronged test.To do so, Tamburino said he would have to form his own LLC and said he doesn’t have the experience to run his own business.Tamburino said he would begin reaching out to other Santa-booking agencies in hopes they will hire him as an employee, but there’s a lot at stake: he receives about half of his annual income from Santa jobs. 1938
