SAN DIEGO (KGTV) — As the unofficial start of summer came and went, one thing that many San Diegans were without was the use of community pools.Reopening community and apartment pools is listed in San Diego County's pilot program to phase into California's Stage 3 of reopening early. The county has submitted a letter petitioning the state to be allowed to enter the pilot program, but has yet to hear back.RELATED: Is it safe to swim in pools this summer amid COVID-19? CDC offers guidanceWhile Memorial Day weekend say many Americans looking to cool off, the Centers of Disease Control and Prevention offered new guidance on community pools. The agency says currently, "there is no evidence that the virus that causes COVID-19 can be spread to people through the water in pools, hot tubs, spas, or water play areas. Proper operation and maintenance (including disinfection with chlorine and bromine) of these facilities should inactivate the virus in the water."But for San Diego County, health officials are leaning on the state for the go ahead on pools. Sarah Sweeney, communications officer with the county's Health & Human Services Agency, says the risks go beyond pool chemicals.RELATED: Gov. Newsom: Reopening guidelines for California gyms, fitness businesses coming soon"In the case of pools, it’s not the water that’s the concern. It’s the gathering of individuals across different households for extended periods," says Sweeney. The county's public health orders allow for water activity in the ocean, bays, and lakes. But health officials says it's unlikely that large groups will swim together in the ocean and people aren't expected to wear facial coverings while engaged in active water sports. 1722

SAN DIEGO (KGTV) - City Council leaders voted 5-3 to oppose President Donald Trump's executive order to build a wall along the U.S.-Mexico border. The resolution, introduced by Concilmember Georgette Gomez, joins several other cities and states who have also stated their opposition."The border wall is a huge mistake for our region economically and environmentally. I am happy the City Council voted to pass my resolution. Our tax dollars should be spent uplifting the quality of life for all San Diegans, and tackling our issues on road infrastructure, housing, and homelessness," Gomez said following the vote. "Building a wall will do nothing for our families and communities but place a hateful divide between two of the largest cities in Mexico and the United States."RELATED: Councilmember says border wall would hurt San Diego economy, environmentThe resolution allows the San Diego City Attorney, Independent Budget Analyst, and staff to put together a disclosure program for city contractors.Councilmember David Alvarez called the border wall "a stupid idea" and a waste of money in a series of Twitter posts following the vote. 1165

SAN DIEGO (KGTV) - California gubernatorial candidate Gavin Newsom hosted a roundtable discussion at Grossmont College in El Cajon Wednesday, discussing the state’s ongoing housing crisis and other affordability issues Californians continue to face.On housing, Newsom said California's housing crisis revolves around affordability. He said the state is averaging 100,000 units statewide per year, but to reach an affordability equilibrium 400,000 a year is needed."We're 49th out of 50 in per capita housing units. Only Utah is producing less housing per capita. We can't double housing production and address the issue of affordability. We have an affordability crisis," Newsom said. "The next governor needs to be intense about this. Passionate about this.RELATED: Top candidates for California governor lay out plans to address affordable housing issue"We have no statewide housing goals in California. None. And that must change in January of next year."Newsom also touched on the controversial state gas tax. However, Newsom said while groups are quick to push back, they offer no alternative."There's no identifiable alternative dollars. So they're just going to erase -plus billion a year that's being invested as we speak in improving our infrastructure and addressing the deferred maintenance in the state," Newsom said. "It's easy politics to say no. But then they offer zero, nothing, in terms of an alternative."RELATED: San Diego's housing shortfall could grow if unchecked, report saysAn effort led by former San Diego Councilmember Carl DeMaio recently gathered enough signatures to place a repeal of the tax on the 2018 ballot. 1699
