CHULA VISTA, Calif. (KGTV) - The San Diego County Office of Education appointed a fiscal advisor with power to stay and rescind any financial decision made by the troubled Sweetwater Union High School District, the SDCOE said Friday.The SDCOE named the advisor, Dr. Mark Skvarna, to serve as the “eyes and ears” of county education officials inside the district, SDCOD spokesperson Music Watson told 10News. Dr. Skvarna will exercise authority to control any action by the Sweetwater board that’s inconsistent with the district’s ability to meet its financial obligations, wrote SDCOE Assistant Superintendent of Business Services Michael Simonson."What that means is that our fiscal advisor and the county superintendent of schools have authority to review board agenda items with a fiscal impact, comment on them and in extreme events rescind any action taken by the board that we believe is not in their best financial interest," said Simonson.SUHSD’s finances have been under the microscope since a million dollar budget shortfall for the 2018-2019 school year was announced. District officials previously said the shortage was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities. This fiscal year alone, the district will borrow million -- in addition to the million they already owe."Everyone's goal all along the way is that we are not impacting kids. This is an adult problem that we are trying to resolve to the best of all of our abilities the kids should not feel anything," Simonson said. "[In] light of the early retirement incentives, we want to make sure that they maximize the savings and that we have an individual in there to help them out and to help them make those decisions."In a letter sent from SUHSD trustees to the staff and community Thursday, trustees said SDCOE had asked the district to consider not accepting the Supplemental Early Retirement Plant approved for more than 300 staff members at a Dec. 17 special board meeting."While we have a fundamental difference of opinion and approach with them, we will continue to ask them to be our partners in this effort as we move forward," the trustees wrote about the matter.RELATED: Timeline of Sweetwater's financial woes"The financial situation we face was not created overnight, nor will it go away overnight, but you, as a community, have our deepest commitment that we will do everything we can possibly do to make this right," the letter said.10News is working on this developing story. CHULA VISTA, Calif. (KGTV) - Video shows a frantic rescue effort in Chula Vista after a car went off Interstate 5, leaving two adults and a child trapped upside down. “We got a kid! We got a kid! Oh my god,” said Jay Corona, one of the good Samaritans who rushed to help when they spotted the overturned car near H Street around 10 a.m. Corona and his girlfriend Priscilla Valdovinos were on their way to a salon when they came across the wreck. “I was shocked, I was nervous, I was scared, all that,” said Valdovinos. "Somebody's in there. Somebody's in there."Smoke was rushing from the muffler so furiously Corona thought the car would explode. He saw the family hanging upside down by their seat belts and was able to save a mother and her young child. However, the front door of the sedan was stuck. “It wouldn't open. Because it was really jammed. I just kept pulling and pulling, and then the next thing I know I yanked it open,” Corona said. “I got it open and [the grandma] was in the front seat like, traumatized. She was like, 'Help me please, my back is hurting.'” RELATED: Good Samaritan recovering after getting hit by carValdovinos and Corona said the sedan hydroplaned in wet weather. With the help of other drivers, Corona escorted the grandmother back to the roadway. She was shaken up, but not seriously injured. Corona, who works as a security guard at a North Park bar, says his training kicked in. “I was very proud. He makes me proud every day! I fall in love with him every day, but today I told him, this is one that I'll remember,” said Valdovinos. The couple was struck by how many other people stopped to help. CINCINNATI -- A police officer working an off-duty detail at a grocery store used a stun gun on an 11-year-old girl Monday evening.The officer was working a detail at the Kennard Avenue Kroger when his attention was brought to the girl and two others who were involved in shoplifting, Lt. Steve Saunders said. The officer gave the girl several commands to stop, and then deployed the stun gun.Medics at the scene checked on the girl, and later so did staff at Cincinnati Children's Hospital Medical Center, Saunders said. He said that as far as he knows, the girl doesn't have any health issues as a result of the Taser deployment.Saunders said that a stun gun can be used on anyone between the ages of 7 to 70, according to Cincinnati Police Department procedure.CPD procedures on use of force state, "The TASER may be deployed on a suspect actively resisting arrest when there is probable cause to arrest the suspect, or to defend one’s self or another from active aggression."The procedure also notes that officers should consider the severity of the crime, the level of suspicion with respect to the fleeing suspect, the risk of danger to others and the potential risk of secondary injury to the suspect due to their surroundings before using a stun gun."An individual simply fleeing from an officer, absent additional justification, does not warrant the use of the TASER," CPD procedure states.The girl had a backpack full of items, Saunders said. She was charged with theft and obstruction, and then released to her parents. (KGTV) — Chula Vista Police showed off a new drone on Tuesday called the Skydio 2.The drone is designed to be easy to pilot, using cameras and sensors on all sides to detect objects before crashing into them.It also has the ability to track a person on auto-pilot.CVPD is the first law enforcement agency in the world to obtain the new drone.It joins their fleet of several other drones that have already been used in 1144 incidents and have led to 158 arrests. 489
