SAN DIEGO (KGTV) -- Police are searching for a suspect they say hit a man with his car before leaving the scene in North Park. According to police, the suspect was driving without his headlights on near the 3800 block of 30th Street around 1:30 a.m.After the victim yelled at the suspect for not having his lights on, the two got into an argument before the victim walked away.When the victim was crossing 30th Street, police say the suspect hit the 30-year-old man with his car.The man was taken to the hospital with non-life threatening injuries.Police located the vehicle used in the incident on the 4000 block of Meade Avenue, but the suspect wasn’t inside. 674

SAN DIEGO (KGTV) -- On January 1, it will be legal for businesses to sell pot in California. With that, the questions and concerns about what that means for drivers out on the roads.“I think we will see an increase in DUI marijuana’s,” said Officer John Perdue, a San Diego Police officer in the traffic division.Perdue is an expert at DUI and drug recognition. Since November 8, 2016, when California voters approved Prop. 64, or the adult use of marijuana act, he’s been hearing the same thing when he comes across drivers he suspects are driving high.“Their first reaction is one of two, either A. ‘I have a medical marijuana card’, or B. ‘marijuana is legal.’ And I have to remind them, so is alcohol, but you still can’t drive under the influence of it,” Perdue said.How exactly will police be able to tell if someone is driving high?One tool that officers will use to help is the Drager Drugtest 5000, a presumptive drug screening test that can detect seven types of drugs in a person’s system.Like an alcohol breathalyzer, Perdue said, “the person has every right to refuse this.” But unlike alcohol, it doesn’t have a percent limit.If the Drager reads positive, Perdue said, “it doesn’t necessarily mean they’re impaired or under the influence, it just says that chemical or drug is in their body.”  So to be arrested for DUI, it’s still up to the officer to decide if the driver shows impairment.But that can be tough. Look at the Drager as an extra tool that’s used along with field sobriety tests, what an officer smells, sees or finds in the car, to formulate that officer’s opinion of whether a driver is high.“The hardest thing will be, because there is no per se limit right now, the officers are really going to have to be aware of the signs and symptoms,” Perdue said. 1808

SAN DIEGO (KGTV) - Police are searching for a mystery shooter that appears to using moving vehicles for target practice on a road in La Jolla.On Thursday just past 10 p.m. on La Jolla Parkway, Judy Chance was in her minivan running errands. It happened about a quarter mile from the fire station."Bang, bang, bang, bang. Basically all at once," said Chance.Her minivan was under attack."Enough to caused me to jerk back. When I looked, I saw circles in my windshield, like target practice," said Chance.On the windshield were at least six circles. Whatever caused them cracked but didn't puncture the glass."I was shocked. I was scared but had to regain composure as I was driving," said Chance.Chance pulled over and called police, feeling frightened, but grateful."Luckily I was going slow. I could have gone off the road. Glad my side window was closed," said Chance.Chance was not the only victim. Just minutes prior, in the same location, a couple driving a Mercedes says they heard a loud blast and saw a flash, before their windshield was pelted with shots. Some eight circles were found on their windshield. Was it a BB or pellet gun? One gun expert told 10news the flash and grouping may point to a shotgun, possibly loaded with birdshot. Chance says there were no vehicles around them, so the shooter may have been standing on the side of the road.Detectives say they don't have any suspect description. SAN DIEGO (KGTV) — Police are searching for a sexual assault suspect who forced a woman into his truck and drove to another area to assault her this week.The suspect drove alongside the 27-year-old woman in the 3900 block of Delta Street just before 11:30 p.m. Thursday, San Diego Police said. The man exited the truck and threatened to use a Taser on the woman if she didn't comply with his demands.Police said he forced the woman into his truck, drove to an unknown area near 39th St. and Broadway, and sexually assaulted the woman. He then drove to the area of 32nd St. and National Ave. and let the woman go after she pleaded with him, police said.The man is described as a black male between 40- and 50-years-old, with short black hair, and a graying goatee. He weighs an estimated 160 to 170 pounds and stands about 5-foot, 6-inches tall. He was last seen wearing a black or dark blue t-shirt and gray basketball shorts.The man's vehicle is described as an older model white extended-cab pickup truck, possibly with a blue stripe on the side.Chula Vista Police reported a similar incident with a similarly described suspect and vehicle happened in their area. Video captured the vehicle in the vicinity of the E St. trolley station in Chula Vista. SAN DIEGO (KGTV) -- More than 24,000 people were left without power due to an unplanned outage in San Diego Tuesday afternoon. The power outage was reported around noon and affected 24,067 people throughout San Diego. As of 7 p.m., the San Diego Gas and Electric outage map showed 3,352 customers without power. Neighborhoods affected include: City Heights, Chollas Creek, Oak Park, Kensington, Talmadge, W State College, Rolando, E State College and La Mesa. RELATED: Homeowner saves thousands by making his house more energy efficientAccording to SDG&E, the outage was caused by a bird coming into contact with a substation near 54th Street and Chollas Parkway. San Diego Unified said several schools in the Rolando and College areas are without power.
