SAN DIEGO (KGTV) - It's rattlesnake season year-round in San Diego but now is the time they come out in full force due to warmer temperatures.San Diego Animal Services says the number of urban sightings this April is higher than this time last year, 94 versus 87. However, for the whole year, sightings are down compared to 2017.Rangers at the Mission Trails Regional Park say hikers should not panic if they see a rattlesnake on the trail. They even recommend taking a picture if you're a safe distance away.RELATED: What to do in the event of a rattlesnake biteRattlesnakes common throughout Mission Trails are the Southern Pacific and Red Diamond. Each can be several feet long and can strike about half their body length.Hiker and volunteer guide Daryel Stager recently spotted a five-foot Red Diamond rattlesnake eating a possum."I thought it was pretty cool, I don't usually see them with prey they've killed," said Stager. "They want to be left alone and get some rays - like going to the beach."Experts recommend keeping dogs leashed so that they do not startle a rattlesnake off the trail.  1112

SAN DIEGO (KGTV) - Law enforcement agencies across San Diego County must comply with a new law designed to increase transparency of police misconduct.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Earlier this year several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively.They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.In March a judge ruled the bill applies retroactively to all personnel records of peace officers not only now but before January 1, 2019.The Judge ruled no records could be released before March 29 giving the unions time to appeal if they want. It does not appear any have appealed.Some agencies tell 10News they plan to start releasing records this week.10News is still waiting to hear from other local agencies about when they are planning to release records. 1238

SAN DIEGO (KGTV) - Kevin Luo of Pacific Trails Middle School has been crowned the winner of the 2018 countywide spelling bee. The event began at 9 a.m. at the McMillin Companies Event Center at Liberty Station and lasted for nearly four hours. Last year’s local winner was Pacific Trails Middle School student Yash Hande. Yash advanced to the 90th annual Scripps National Spelling Bee. SAN DIEGO (KGTV) - Locally and nationally, the calls are growing louder for some immigrant detainees to be released. In 2018, Kazakhstan native Satbay Kydyrali, 31, made his way to a local border crossing "He crossed border, turned himself in and asked for asylum," said Almas Irgebayev, Kydyrali's brother.Irgebayev says the asylum claim was denied and is now under appeal, a decision that could be years away. Meanwhile his brother continues to being held at Otay Mesa Detention Center. "Last three days, I was just crying when I think about him," said Irgebayev.Irgebayev says his brother is coughing, and in a cell with 7 other men. They are less than two feet apart, and most of the other men are also coughing. His brother told him none of the staff is wearing masks, and the detainees clean their own cell twice a day. The two brothers talk on the phone every day."He says that he wants to get out. I was crying on the phone. I heard him crying as well," said Irgebayev.Irgebayev is fearful because his brother is at-risk. He contracted tuberculosis as a child and has developed chronic breathing issues."I'm in a panic. I am feeling very bad, because I'm helpless," said Irgebayev. Similar sentiments were on display at a socially distant, vehicle protest near the federal courthouse downtown. Immigrant advocates were asking for at-risk detainees to be released. On the same day, members of the Congressional Hispanic Caucus called on Homeland Security officials to release low-priority detainees.In a statement, a DHS spokesperson says they're following CDC guidelines for disease monitoring and management protocols.' Irgabayev believes that statement doesn't reflect reality."I'm just afraid he is going to die in there," said Irgebayev.Irgabayev says his brother is in day three of a hunger strike protesting the conditions. The number of detainees on the hunger strike has shrunk from 90 to eight since the first day.An employee at the Otay Mesa Detention Center has tested positive, the first employee so far, according to prison company CivicCore. They employee reportedly didn't have contact with detainees. ICE says no detainees have tested positive for COVID-19. 2189
