SAN DIEGO (KGTV) - After 20 months of Immigration and Customs Enforcement (ICE) detainment, a Congolese father fighting for political asylum has reunited with his family. The newly paroled father went to a church service in San Diego with his family for the first time since 2017."Constantin has been reunited with his family," Pastor Colin Mathewson of St. Luke's Episcopal Church said. Sunday was Constantin Bakala's first time at church with his family since his parole. In 2017, the former computer engineer took his family and escaped from the Republic of Congo after he said they received multiple death threats by the new government. They somehow made it to San Ysidro to seek political asylum. But there, the family was separated and Bakala was held alone at four different ICE detention facilities on the East Coast. Meanwhile, while his wife Annie and seven children were released in San Diego. Through a French translator, Bakala spoke to 10News."Because of the distance between my detention and family, communication was very difficult," Bakala said. The family's only form of communication was the phone. For months, the Bakalas and their friends fought for reunification. 10News was there as they rallied at an ICE office in downtown San Diego and at church events. Earlier this year, Bakala's first parole request was denied. Five lawyers, 30 volunteers, and 20 months later, Bakala was granted parole. On Aug. 19, 2019, Bakala arrived at San Diego International Airport with a single duffel bag."[It was] pure joy when I hugged and kissed them," Bakala said. His eldest daughter, Marie Louise, could not contain her joy."I am really grateful to God and to all those people who are helping me and my family to be together," Marie Louise Bakala said. She previously told 10News that all she wanted was for her father to be there when she celebrated her 18th birthday. Her wish came true."I'm just really happy because my birthday will be next month, and my dad is here!"The Bakalas' journey, however, is not over. As Bakala adjusts to his new life as a parolee, the family awaits their trial. But now, they have each other.Constantin, Annie, Marie Louise, Emmanuel, Daniel, David, Augustine, Moises, and Joseph are together at last.In his broken English, Bakala told 10News: "I thank everybody who are before me to understand the condition from where I am coming."Constantin Bakala's case has been moved to California. SAN DIEGO (KGTV) -- An eventual return to outdoor dining for some North Park restaurants may not be an option due to a City of San Diego project.Right now, some businesses on 30th Street have left their outdoor dining structures just as they were before the latest stay-at-home order. However, concerns have been raised as the city’s pipeline replacement project, which includes a bike lane expansion, moves into its final stages.In a virtual meeting, city officials presented a plan to the North Park Main Street Business board of directors, informing business owners of what will be required of them as part of this construction. This will include restriping the bike lanes in their section and putting signage up.Several area business owners, like David Gamboa, were not happy to hear the plans. Business owners believe the project will cost them their parklets and outdoor dining spaces.“Not only are businesses scratching for every penny they can right now. Now we’re going to ask them to take their staff, time, and take whatever little money they have and stripe the street themselves. It seems crazy to me. It’s a big ask,” Gamboa said.The business owners are asking the city to delay the striping of the bike lanes until businesses can fully reopen.Typically, the city would require businesses to hire an engineer who would design a traffic plan. 1363

SAN DIEGO (KGTV) - A teacher at a middle school in Vista says a look inside her classroom reveals her concerns about the lack of social distancing.Laura Whitehouse’s classroom at Rancho Minerva Middle school. The history teacher has been at the school for seven years, and for the first time, she is anxious about going to school."It’s frightening. It’s frightening," said Whitehouse.She says her fears stem from the lack of social distancing. Her classes have 34 kids, with two kids sitting at each table right next to each other."Distance between each table is about two feet. They’re just on top of each other," said Whitehouse.Whitehouse says the kids are supposed to wear masks, but she sometimes has to remind them to put their masks on, and to maintain social distance."They want to clump together. They want to go to each other’s desk," said Whitehouse.After a few days of in-person learning, Whitehouse on Tuesday received plexiglass for her desk and a HEPA air purifier, but she worries it’s not close to being enough. She says there’s no cleaning between classes, as new students rotate in."The germs that are accumulating are just crazy," said Whitehouse.Amid her concerns, there have been at least four positive COVID-19 cases in the Vista Unified School District, sparking new rules about what will trigger a school to revert to distance learning.Whitehouse, who has asthma, says the new rules don’t address what’s putting her and her students most at risk."I am afraid for them. I just want them and their families to be healthy," said Whitehouse.She’s hoping for more cleaning, and more hybrid learning to reduce the number of kids in the classroom."The fear is this is just going to continue to get worse," said Whitehouse.The teachers union tells ABC 10News they are preparing an OSHA complaint detailing the classroom conditions. Superintendent of Schools Matt Doyle emailed ABC 10News the following statement:"... We have spent more than 2 million dollars on personal protective equipment for our staff and schools. These include facemasks, face shields, gloves, plexiglass barriers for teachers and students, HEPA air filters, additional outside sinks, electrostatic disinfecting machines, posters, and more. Every teacher has been given these supplies ... We will continue to work proactively with teachers and staff to make sure that they get what they need in their classrooms." 2410

SAN DIEGO (KGTV) - A stolen trailer belonging to a local Boy Scout troop has been recovered, but nearly all of the inventory is gone.Some wooden poles and some cooking supplies are what they found in a previously stuffed trailer. Nearly 50 scouts strong, Boy Scout Troop 11 out of University City was prepping for a camping trip when the packed trailer recently disappeared from a church parking lot.  The trailer contained all of the troop's camping equipment - some ,000 worth - from tents and stoves to cooking equipment, used for the camping trips and cooking events for homeless shelters. The theft puts those excursions in jeopardy.RELATED: Thieves leave Chula Vista Boy Scout troop heartbroken"It's just devastating because the equipment is so important to us ... We try to put smiles on other people's faces. It's just challenging because a lot of scouts come to our troop to camp and do more things, but we can't do that without our equipment," said Roman Greer, one of the scouts in Troop 11.On Monday night, the trailer was found along a road in the Mission Bay area. Greer is happy to have the trailer back, but disappointed that the thief looked inside and then decided to raid it."To have Boy Scout insignias over the equipment, that's entirely terrible because you're knowingly taking away from kids and their experiences growing up," said Greer.A Gofundme campaign has been set up to help the troop repurchase the equipment. 1480

SAN DIEGO (KGTV) — A University of San Diego professor has been suspended from campus over alleged misconduct, the university confirmed to 10News.The professor's behavior reportedly violated the university's policy and "is antithetical to our mission and values," the university said in part. The professor was not named.USD officials are currently investigating the incident. The school said in a statement:"We are in the process of investigating the complaint. Our commitment to protecting employee privacy restricts our ability to share names or details of the incident. The professor has been suspended and removed from campus and is not permitted to return to campus or participate in any USD-related off-campus events while we conduct our investigation and initiate next steps."The nature of the professor's alleged misconduct was not detailed. 858
