When I was in elementary school, my mom started working for the Marine Corps," McWilliams said.When she found out that those coming home from deployment wouldn't get the staple celebration she remembered as a child, McWilliams wanted to take matters into her own hands."It just kind of made me think about how when I was really young and my dad was deployed, whenever he came back there was always that big homecoming moment," McWilliams told 10News.She created thank you and care packages for those returning home from duty."I'm doing everything I can to make sure that there's at least a little handwritten note on it that says 'welcome home' and 'thank you for your service' so at least they get that little bit of homecoming that they'd get if this were under usual circumstances," McWilliams added.She included basic essentials like toiletries and snacks, something she said they could use since many of them have to self quarantine for two weeks before reuniting with family."Our Marines that are coming home do deserve a special homecoming. Coming home after a long deployment then having to quarantine is not an ideal situation," said McWilliams.McWilliams gathered gifts and donations thanks to friends, family and community members, all from word of mouth and social media. Her first batch was given to 35 returning members."I've always liked giving back but when it's something I'm passionate about and have a personal connection to, the motivation is a little stronger and it's something that hits closer to home," she said.On June 2, 50 packages will be given to another group of returning members. SANTEE — A group of Santee residents trying to gather enough signatures to force a public vote on the recently approved Fanita Ranch development say they are facing intimidation from the developer.Meanwhile, the developer says the signature gatherers are the ones acting unethically.The Santee group, called Preserve Wild Santee, has until election day to gather signatures from 3,500 registered city voters to force the Santee City Council to either rescind approval of the development, or send it to a public vote.On Sept. 23, the council voted 4-1 to approve the project, which calls for roughly 3,000 new homes, 80,000 square-feet of retail space, a school, a farm and public trails. Proponents say the project would provide homes to help with the county's severe housing crisis, while opponents say it would create too much traffic and increase wildfire danger.The homes would start in the 0,000s and could be available as soon as mid-2022."We're for reasonable growth and in the right places and in the right locations, not in an extreme fire hazard location," said Santee resident Janet Garvin, one of the signature gatherers.Garvin said, however, that people who come to sign the forms are being heckled by a project supportes, funded by developer HomeFed. On Monday, Santee Councilman Stephen Houlahan, the lone no-vote on the project, confronted HomeFed's workers on camera at a strip mall."It seemed like a very, very strong coincidence that there was two women volunteering here, and they were surrounded by three men in a very intimidating posture," he said.Houlahan also said the HomeFed workers have also promised to follow signature gatherers across Santee to try to stop them from getting more supporters.But Jeff O'Connor, vice president of HomeFed, stood by the workers. SAN ONOFRE (CNS) - The California Coastal Commission voted 10-0 in a special meeting Thursday to approve an inspection and maintenance program allowing Southern California Edison to store spent nuclear fuel in a storage site at the San Onofre Nuclear Generating Station.The program outlines actions SCE will take to inspect the canisters that contain spent nuclear fuel, as well as how potential issues with the canisters will be remedied.Robotic devices will be used to inspect the canisters and site conditions will be simulated on a test canister, which will be observed for potential degradation. Two spent fuel storage canisters will be inspected every five years starting in 2024, and the test canister will be inspected every two to three years.Canister flaws will be repaired by applying a nickel-based metallic spray, and the presence of flaws may result in increased canister inspection frequency and an increase in the number of canisters inspected.The inspection and maintenance program was also reviewed by the engineering consulting firm LPI, which provided recommendations that included the increase in canister inspections should flaws arise.Nearly 3.6 million pounds of spent nuclear fuel are stored at the plant, which stopped producing electricity in 2012.Concerns remain over the plant's proximity to the ocean and the potential for the site to be affected by rising sea levels, tsunami inundation, seismic hazards.By 2035, the commission may look to relocate the canisters to another site, although no such location is available, according to a commission report.The report states that though the commission "has consistently voiced its concern that there is no permanent or long-term repository for spent nuclear fuel from SONGS or the other nuclear power plants along the California coast," no such repository has been identified by the federal government, necessitating storage on-site at SONGS and many other nuclear power plants across the country.The inspection and maintenance program is designed to ensure the canisters "will remain in a physical condition sufficient to allow both on- site transfer and off-site transport," should such a site become available. 2198

(CNS) - Authorities asked for the public's help in finding the driver of a minivan suspected of following a nine-year-old boy along a street in Santee and trying to entice him to get into the van.The boy told San Diego County Sheriff's Department deputies he was walking alone on Trailridge Avenue, between Hightail Drive and Weston Road, about 5 p.m. Wednesday when the driver asked him to get into the van and go to a community pool with him. The boy refused and walked away and the driver left the area, according to Sgt. Joseph Jarjura.The driver was described as a white man, between 18-20 years old with short black hair, wearing a light-colored T-shirt, Jarjura said, adding a woman may have been in the passenger seat, but no description was available.The minivan was possibly a black Dodge Caravan with tinted windows and black rims.Anyone with information was asked to call the department at 858-565-5200. 938

SCOTTSDALE, Ariz. — An Arizona legislative candidate is saddened and embarrassed after one of his political signs was vandalized with anti-Semitic markings.Seth Blattman, who is Jewish, is running as a Democrat to represent Legislative District 23 in the Arizona State Senate. On Friday, he posted a picture on Twitter showing a campaign sign of his that had been vandalized with a swastika and the word "killer.""I have a great aunt who survived the Holocaust. She was a kid. I also had family who died in the Holocaust," Blattman said. "For Jewish people, it's a little special. It means hate, but directed at you. It's the worst thing you could show or say to a Jewish person."Blattman reported the markings to Scottsdale police, who asked him to leave the sign up so police could conduct their investigation. He plans to take it down as soon as possible."It's sad to see, and it doesn't make you feel safe either," Blattman said. "It's embarrassing, you know, and it's such a terrible symbol I didn't want it out there.
