SAN DIEGO (KGTV)— Ocean Beach could be getting a new Target, but only if the big box store figures out a way to get around a decades-old parking issue with the city. News of a possible Target Express store moving into the old Antique Center building had some residents like Zeb Ryan shaking his head. “Why do we need more corporate businesses here?” Ryan said. He pointed at the nearby CVS, saying everything he would get at a new Target Express is already around the corner. Other residents agreed, saying it’s a battle of the C’s — comfort vs. convenience.“I don’t know if you’re getting any comfort from a Target,” OB resident, Drew Sibley said. “You’re getting convenience. But not character. You’re getting a bunch of red stuff”The City if San Diego said that “Red” Store has some hoops to jump through before even thinking of coming to OB.The city has a longstanding parking agreement with the former Antique Center and popular restaurant, South Beach Bar And Grille.During the Antique Center's business hours, the lot adjacent to their store was theirs. When they closed at 5 p.m., it was designated specifically for South Beach Bar and Grill patrons. So if a Target Express were to move in, that parking agreement would be grandfathered in. That means the new Target Express must close it’s doors by 5 p.m. as well, unlike many of its other stores that are open until 11 p.m. or midnight.“It sounds like a mess,” Ryan said. Ryan believes it has been a mess all along, saying the original parking agreement was odd, considering the distance between the restaurant and the lot. The two are almost two blocks apart.“It’s a far walk to South Beach [Bar and Grille],” Ryan said. “You can just park in the pier for free.”But if it keeps Target from moving in, Ryan said he was all for it.”Why don’t we turn it into like an indoor skate park or something,” Ryan asked. Target Corporation sent 10News this statement:"Target is always exploring possible locations for new stores, and we’re continuing to pursue the site on Newport Avenue in Ocean Beach. San Diego (KGTV)- It’s been one year since the deadly bluff collapse in Encinitas, killing three members of the same family. The husband and father of two of the women is still calling for changes along the beach.Dr. Pat Davis says this past year has been tough after losing wife Julie Davis, daughter Annie Clave and sister-in-law Elizabeth Charles.The family was out for a day at the beach last August when suddenly the bluff gave out.“It was important for me that this kind of accident never is able to happen to any other family,” says Davis.Davis says since the tragic accident, there has been little change at Grandview beach. “There’s very few new signs warning people about these cliffs.”Davis is calling on local and state leaders to stabilize the bluffs. He’s hoping a new bill will help. S.B. 1090 offers solutions like sand replenishment. It currently sits in the Senate.“We got over 4,000 signatures in one month of people supporting the bill.”In the meantime, Davis is thanking the community for its continued support. A park bench sits at the top of Grandview Beach, honoring his family members.“Not that there’s an easy side of learning to live with the loss and one of your children but, certainly family support and community support has been a great help in allowing my family to move forward.”Davis says community members also came together to place another memorial bench in their neighborhood. 1423

SAN DIEGO, Calif. (KGTV) - With election results ready to come out, Downtown San Diego businesses are bracing for protests. Many business owners in the area say the memories of damage when peaceful protests escalated at the end of May are still fresh, so they boarded up windows as a precautionary step, hoping it turns out to not be needed.Related: Looters smash windows, rob stores in downtown San DiegoAldo Broussard owns Carter’s Diamonds, a jewelry store in a jewelry exchange building that houses dozens of jewelry shops and professionals. He said they boarded up the windows at their business in May and during that time saw damage to surrounding buildings, so they boarded up windows again ahead of the election. He said they took that step to protect the small-business owners inside the facility.“There’s a lot of jewelers in here who have basically all their life savings, all their work, all their tools and without it they can’t make a living so it’s more for protection for everybody in the building,” said Broussard.Broussard added that he doesn’t expect protests to cause damage, but would rather be safe than sorry.“I think overall people are good so I think it’s going to be okay. There might be a few who take advantage of the situation but I think overall it’s going to be fine,” he said.Nearby, Sushi 2 restaurant is another small business bracing for protests or unrest this week. Kuniko Holmes is the owner and said she boarded up her windows in June after receiving some damage during downtown protests. She ended up leaving the boards up through the summer because of uncertainty of the future and also because she knew November could be a stressful month when she would have to board up again.“I wanted to make sure so I don’t have to put it up and down and up and down because it’s work for people and also it costs. As a small business like we are, even putting the board up made it expensive,” she said.Indoor dining was also not allowed during that time, so she ultimately decided that if the boards would be staying up through most of the year, she would make them visually appealing.“We decided to ask local artists to put some great art as you see and it changes the dynamic of how it looks and it just looks so inviting,” she said, referencing the peace signs and hearts painted on the boards.Other downtown businesses that boarded up windows ahead of the election include Ralphs, CVS, 7-eleven and the Church of Scientology.San Diego County law enforcement agencies said they are not aware of any planned protests or possible unrest, but have extra staffing just in case. 2614

SAN DIEGO (KGTV)— Families and friends of crime victims shared stories of their loved ones at a healing circle.On October 11, 2015, Juan Carlos Munoz got the worst news of his life. "Three years ago, we got that phone call, that our son was murdered,” Munoz said. That single phone call changed the Munoz family forever. Their son, 18-year-old Juan Carlos Munoz Jr. was shot and killed while sitting in a parked car on Prospect Street in National City. “We didn't know what to do, we didn't know where to go get help, and we didn't know how to move on in life,” Munoz said. The shooter and driver got away. Lost in the confusion, heartbreak, and an endless cycle of ‘what-ifs’ the Munoz family found the group, Crime Survivors for Safety and Justice. “We don't want any parent to join this group, because that means they lost a loved one, but this group is needed for those victims have nowhere else to turn,” Munoz said. That is why he and his wife created the San Diego chapter. 'Loss' is the only criterion for membership into this exclusive group. But sadly it is growing. On the last day on national Crime Victims Right’s Week, the San Diego chapter welcomed all members. Instead of focusing on the loss, they shared stories of their loved ones to keep their memories alive. "He had a big heart, he loved people, he loved kids, feeding the homeless,” Munoz said about his son. “Junior” wanted to be a psychologist. But he never became one.Then last year, National City Police caught a break in the case. "November, we got that phone call that we've been waiting,” Munoz said. This was the other phone call that changed their lives. The two men responsible for killing Junior were arrested. "To hear that they were caught, it's a healing process,” Munoz said. He said it is a process that will never end. But talking about him reminds Munoz that Junior never really left his heart."He gives me that strength because when I feel very lonely and sad, I just feel that extra boost, like ‘You can do this dad!’“ Munoz said. 2032

SAN DIEGO (KGTV) - In response to safety concerns, a growing number of downtown San Diego public restrooms are being staffed with armed security guards.The city of San Diego has added armed guards to secure the public restrooms outside the San Diego Civic Theatre.The 6-month contract began in April and costs 0,000.00. It’s the latest downtown public restroom location to be staffed with armed security.Over the winter, armed security guards started being stationed at two other downtown public restroom locations, 13th St. and G St., and Park Blvd. and 11th Ave.RELATED: City may seek armed guards at Central Library, other parksThe Civic Theater public restrooms have a history of safety issues and a heavy transient population. San Diego police confirm that last fall, a city employee was reportedly beaten by a man who was trying to bring a shopping cart into one of the stalls.Patrons tell 10News that people are known to use drugs and sleep inside the restrooms. “Some of [the people] have bad tempers so you have to have the means to protect yourself,” says Allstate security guard Herbert Bridges.He’s one of the new guards outside the Civic Theatre, armed with a 9mm handgun. He says he and his coworkers are also allowed to carry batons and pepper spray.“We will never use weapons unless it’s absolutely necessary," he adds.In January, 10News’ Jon Horn broke the story that the city was looking at the possibility putting armed security guards inside various city buildings with heavy transient populations, like the Downtown Library.The city confirms it’s still several months until that could become a reality. 1649
