SAN DIEGO (KGTV) -- Authorities Monday identified a man who died after falling from an East Village building he was trying to paint with graffiti. Alejandro Vazquez Paz, 28, died after falling from a building on the 1500 block of E Street, according to San Diego County’s Medical Examiner. The incident was reported around 8:30 in the morning after transients in the area flagged down police, leading them to the abandoned building. SAN DIEGO (KGTV) — Assemblymember Todd Gloria, D-San Diego, praised state lawmakers for sending a bill to the governor that would restrict gun shows at Del Mar Fairgrounds.Assembly Bill 893 would ban the sale of guns or ammunition anywhere on the Del Mar Fairgrounds property beginning in 2021, according to Gloria's office. The bill passed the California Senate 27-11 Tuesday.Anyone who violates the bill could face a misdemeanor charge, according to the bill.Gloria is a co-author of the legislation alongside Assemblywoman Tasha Boerner-Horvath, D-Encinitas, and Assemblywomen Lorena Gonzalez, D-San Diego.“This is a victory for gun sense and making our communities safer in San Diego,” said Gloria.“This bill is about offering more than thoughts and prayers. It’s about policy and action and listening to the communities around the Fairgrounds who no longer want these events taking place. In California, we value people over guns and this bill makes that clear."Gov. Gavin Newsom has until Oct. 13 to sign or veto the legislation.Gun shows at the fairgrounds has been hotly debated over the last year. In September 2018, the 22nd DAA's Board of Directors voted to temporarily suspend gun shows at the Del Mar Fairgrounds until the state developed new safety policies around them. The decision ended the Crossroads of the West gun show's contract with the fairgrounds after nearly three decades.In February 2019, the three Assemblymembers introduced AB 893 into the state Assembly. The bill passed the Assembly 48-16 in April. Then in June 2019, a judge ruled that gun shows could continue at the fairgrounds while the court considered a lawsuit against the fairground's decision to suspend the shows.Throughout the the back-and-forth, the legislation has been opposed by the NRA, Gun Owners of California, and the California Rifle and Pistol Association. 1867

SAN DIEGO (KGTV) -- Authorities are resuming their search Thursday morning for actress Naya Rivera who disappeared while boating on Lake Piru with her young son.The Ventura County Sheriff's Department tweeted that Rivera may have drowned. Later Thursday, authorities began a recovery effort, saying they believed Rivera had drowned.The 33-year-old actress rented a boat at the lake with her 4-year-old son Wednesday afternoon, authorities told media. Staff at the lake found the overdue rental with her child on board but could not find Rivera.Ventura County Sheriff’s Department Cpt. Eric Buschow told the Los Angeles Times that the boy and Rivera got out of the boat for a swim but she did not follow him back onto the boat. The boy was found sleeping on the boat alone by other boaters in the lake, Buschow said.Buschow said Rivera's son is safe with family members.Rivera, from Santa Clarita, earned stardom after her breakthrough role as cheerleader Santana Lopez on the television musical "Glee." According to her biography, Rivera appeared in commercials for retailer Kmart as a baby then broke into acting at the age of four when she starred as Hillary Winston in the television sitcom "The Royal Family."Rivera recently appeared on YouTube Premium’s “Step Up” series.Tragedy struck the former cast of the hit television show twice over the last decade. SAN DIEGO (KGTV) - Another San Diego driver has come forward, after she got hit with a late fee despite paying her parking ticket early.In early November 2019, Pamela Moes parked on Thomas Avenue in Pacific Beach and went for a walk on the beach. She was parked in a street sweeping zone."A truck blocked the 'No Parking' sign when I parked, but it's no excuse. I knew the rules," said Moes.Moes likes have things taken care of quickly, so she went home and mailed out a check for .50 that afternoon.RELATED: North Park driver hit with late fees after paying parking fine earlyA few weeks later, she got a notice from the city: they hadn't received her payment and she would soon be delinquent. She stopped payment on her first check, drove to the Parking Administration office downtown, and paid for the fine in person."I thought everything was taken care of. Now I really don't have to worry about anything," said Moes.She was wrong. In late December 2019, she got another notice from the city. The ticket was paid, but she had been hit with a late fee of . "I was angry and frustrated because I paid for it in person!" said Moes.Turns out when the processing center in Inglewood couldn't deposit the check she stopped payment on, a late fee was assessed, even though she was already paid in full."How is this happening? They have to be talking to one another. There has to be some communication," said Moes.Moes is hardly alone. Last week 10News reported on a North Park driver named Stacy, who paid her fine early — a week after Moes paid hers — and also got hit with the same late fee. The city at that time blamed delays on processing with new equipment and "connectivity issues" at the Inglewood facility.Moes has since made a final payment for the late fee so she could be done with it.10News reached out to a city spokesperson about Moes' case, along with a list of questions about the overall issues and the number of people impacted. A spokesperson says they've begun looking into it and will release a response.The city released the following statements in the previous story: "Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments.Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed.
