BEIJING, March 7 (Xinhua) -- China should keep potential polluters away from the industry-heavy Yangtze river, the country's longest, by raising threshold and readjusting industrial layout, a political advisor said here Saturday.     "We must set quotas on and raise threshold for potential polluting plants along the Yangtze River to wipe out pollution from the roots," said Chen Qinghua, a member of the 11th National Committee of Chinese People's Political Consultative Conference (CPPCC), the top political advisory body.     A monthly report on China's surface water quality showed the Yangtze River was slightly polluted in December 2008 and its branches suffered medium-level pollution, according to the Ministry of Environmental Protection.     China's sizzling economy has seen a surge of heavily polluting industries along the lower valley of the Yangtze River.     Nearly 10,000 of the 21,000 chemical companies in China are along the 6,300 km-long Yangtze River, according to Chen. More than 20 chemical industry parks were under construction.     Local governments had built more than 40,000 reservoirs along the river and its branches in a scrabble for water resources, which has further degraded Yangtze's ecological system, he said.     The government was expanding domestic demand and increase investment amid the global financial crisis, he said.     "We should take the opportunity to improve sewage treatment facilities in cities, and move faster to readjust industrial layout and structure along the river," said Chen, also chief of the Jiangxi Provincial Committee of the Revolutionary Committee of the Chinese Kuomintang (RCCK), one of China's eight non-Communist parties.     China has seen a spate of industrial accidents along major rivers that disrupted water supplies in cities in recent years.     In the latest incident, at least 200,000 residents in Yancheng,a city in eastern Jiangsu Province, were deprived of tap water supply for three days last month after a chemical factory illegally dumped the disinfectant phenol into a local river.     The city mayor promised earlier this month to shut 33 of the city's 317 chemical plants to check contamination.

BEIJING, March 23 (Xinhua) -- Chinese Vice President Xi Jinping met with visiting Bulgarian Deputy Prime Minister and the Minister of Foreign Affairs Ivailo Kalfin here Monday. The two sides vowed to step up bilateral relations.     Xi highlighted growth of bilateral relations in recent years, saying the two nations have witnessed a boom of cooperation in such fields as politics, economy, culture, science and technology.     China values the traditional friendship with Bulgaria, Xi said, citing the fact that Bulgaria was the second country to recognize the People's Republic of China in 1949. BEIJING, April 15 (Xinhua) -- Foreign direct investment (FDI) in China posted a 20.6 percent year-on-year decline in the first quarter to 21.78 billion U.S. dollars, the Ministry of Commerce announced Wednesday.     In March, FDI was 8.4 billion U.S. dollars, the biggest amount since October 2008 which was 8.35 billion U.S. dollars. However, the March figure was down 9.5 percent from a year earlier, ministry spokesman Yao Jian said at a news conference.     March was the sixth consecutive month that FDI fell. The good news is that the decline eased from the 15.81 percent drop in February and a 32.67 percent drop in January.     Zhang Hanya, an economist with the National Development and Reform Commission said a reduced decline indicated overseas investors growing confidence in the country's economic recovery.     Chinese Premier Wen Jiabao said Saturday that the Chinese economy showed signs of positive improvement in the first quarter as a result of the economic stimulus package adopted by China.     Yao added stable investment inflows were important for the country to stabilize exports, enhance employment and boost consumption as the government tries to make China more attractive to investors.     The ministry said in March it was shifting authority for approving certain foreign investments to provincial governments.

TOKYO, March 31 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), met late Monday with executives of major Japanese media, urging media of both countries to make due contributions to the advancement of Sino-Japan strategic and mutually beneficial relations.     Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, said that both Chinese and Japanese media need to adopt a responsible attitude to report issues concerning bilateral relations and situations of their respective countries in line with the principle of authenticity, objectivity and comprehensiveness in a bid to promote mutual understanding and trust between the two peoples.     The media should also proceed from the general situation of Sino-Japan relations to boost mutually beneficial cooperation in various areas, focusing more on news reports that are beneficial to closer bilateral cooperation and providing more information that is conducive to China-Japan strategic and mutually beneficial relations, he said.     Exchanges and cooperation between the media of the two nations, such as "Beijing-Tokyo Forum" and "China-Japan Media Dialogue", help to establish new channels and forms for frank, in-depth and rational dialogues as well as a platform for the two peoples to deepen their mutual understanding, he said.     Executives of key Japanese media such as public broadcaster NHK,TV Asahi, The Yumiuri Shimbun, Kyodo News Agency said that it is the common aspiration of both peoples as well as their historical responsibility to promote the steady and sustained growth of Japan-China relations.     They also made proposals on advancing exchanges between media of the two countries, expanding bilateral cooperation on economy and trade and improving feelings the two peoples harbor toward each other.     On Tuesday, Li visited the headquarters of The Yumiuri Shimbun and NHK, inquiring in detail about the management and operation of the two Japanese media.     Li arrived here Sunday for an official goodwill visit. Japan is the third leg of his four-nation tour, which has already taken him to Australia and Myanmar. Li is to conclude his visit to Japan Wednesday and leave for the Republic of Korea.

SHENYANG, Feb. 18 (Xinhua) -- A senior Party official on Tuesday called for all-out efforts to safeguard fairness, justice and social stability, through improving the political and legal work and developing the law-enforcement sector.     Zhou Yongkang, member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, made the remarks at a workshop on political and legal work and safeguarding stability in northeast China, held in Shenyang, the capital of northeastern Liaoning Province.     Zhou, who also heads the Central Political Science and Law Commission (CPSLC) of the CPC, made an inspection tour of the three northeastern provinces of Heilongjiang, Jilin and Liaoning from Feb. 11-16 and attended the workshop on Wednesday.     The senior Party official urged local authorities, political and legal departments in particular, to implement central government's policies and integrate their efforts to safeguard social stability with efforts to achieve economic development.     "Social stability relies on economic development," he said.     Zhou told local authorities to conduct an assessment on social risks before deciding on a new policy. Officials should visit communities and villages to hear complaints from the people and learn about people's will, so as to resolve contradictions and disputes at the grassroots level, he said.     The official urged leading officials and law-enforcers to play a role in protecting the dignity and authority of socialist legal system.     "Every citizen must express their will and protect their rights in a reasonable and lawful way, so as to jointly safeguard the general stable situation of reforms and development," he said.     Law-enforcement must always give top priority to the Party's cause, the people's rights and interests, and the Constitution and law, Zhou said. He urged law-enforcers to be a guard for the safety of people's life and properties as well as social fairness and justice.     The workshop was presided by Minister of Public Security Meng Jianzhu, who is also a state councilor and deputy secretary of the CPSLC.     Wang Shengjun, president of the Supreme People's Court, also spoke at the workshop.
