ODESSA, Texas (KGSTV) - A man with San Diego ties who survived the Texas shooting rampage Saturday is recounting the moment he drove into the crosshairs.Daniel Munoz, 28, moved from San Diego to Texas a year ago to work in the oil industry. He was in his car on the way to meet a friend for a drink, when he yielded to a car coming off an interstate. He immediately saw what appeared to be a rifle barrel in the hands of a driver and the shooter, Seth Ator.Earlier, the shooting spree had started with a routine traffic stop, when Ator suddenly started shooting at officers. During the ensuing chase in the Odessa/Midland area, he shot at other drivers. One of those drivers was Munoz. After he saw the rifle barrel, he told the Associated Press, "This is my street instincts. When a car is approaching you and you see a gun of any type, just get down. Luckily I got down … sure enough, I hear the shots go off. He let off at least three shots on me."Munoz believes one shot hit the engine, another struck the driver's side window, and a third hit a rear window. Some shattered glass punctured his left shoulder, causing him to bleed heavily. As he made the frenzied drive to a hospital, the shooting rampage continued.The gunman would hijack a mail truck, before ramming police vehicles outside a theater, where police would shoot and kill him. In the end, Ator would kill seven and injure 22. As for Munoz, he says he's physically okay but shaken."I'm just trying to turn the corner and I got shot. I'm getting shot at? What's the world coming to? For real? I'm just minding my own business," he told the Associated Press.Officials have identified another man, 62-year-old San Diegan, Marco Corral, as among the injured. 1731

OAKLAND, Calif. (AP) — An orphaned mountain lion cub who was badly burned in a Northern California wildfire is being treated at the Oakland Zoo after being rescued. The zoo says a firefighter rescued the four- to six-week-old cub Wednesday from the Zogg Fire. The cub, who weighs less than 4 pounds, had his whiskers singed off and his paws badly burned. OROVILLE, Calif. (AP) — Officials at the nation's tallest dam unleashed water down a rebuilt spillway Tuesday for the first time since it crumbled two years ago and drove hundreds of thousands of California residents from their homes over fears of catastrophic flooding.Water flowed down the spillway and into the Feather River as storms this week and melting snowpack are expected to swell the lake behind Oroville Dam in the foothills of the Sierra Nevada, said Molly White, principal engineer with the California Department of Water Resources.The spring storms follow a very wet winter that coated the mountains with thick snowpack, which state experts will coincidentally measure Tuesday to determine the outlook for California's water supplies. Heavy winter rain and snow has left the state drought-free for the first time since December 2011, experts say.The dam's main spillway "was designed and constructed using 21st century engineering practices and under the oversight and guidance from state and federal regulators and independent experts," Joel Ledesma, deputy director of the department's State Water Project, said in a statement."We spent the last two years restoring full functionality of the spillway. We expect it to run as designed," Ledesma said during a news conference.The original spillway on the 770-foot-high (235-meter) dam, which is 150 miles (241 kilometers) northeast of San Francisco, was built in the 1960s.In early 2017, storms drenched the state and the massive spillway broke apart as it carried heavy flows.Dam operators reduced the flow and allowed water to run down an emergency spillway — essentially a low area on the reservoir's rim — but the flow began eroding the earthen embankment that had never been used. Authorities suddenly had to order an evacuation of nearly 200,000 people living in communities downstream.The threat of a dam collapse that would unleash a torrent of water did not happen, however, and people were allowed to go home days later.In January 2018, an independent panel of dam safety experts released a nearly 600-page report that blamed the crisis on "long-term and systemic failures" by California dam managers and regulators to recognize inherent construction and design flaws in the dam.Repairs have cost .1 billion. California requested about 9 million from the Federal Emergency Management Agency for the fixes, but the federal government has rejected 6 million of those reimbursements. U.S. officials say the dam's upper gated spillway was damaged prior to the heavy rain two years ago.Local water agencies are already paying some of the repair costs, and they would cover anything not paid by the federal government. 2703

OCEANSIDE, Calif. (KGTV) — MiraCosta College fell victim this week to vandalism from a white supremacy group.In a letter to students, university President Sunita Cooke said the incident occurred Wednesday involving vandalism by a white supremacy group.The letter didn't elaborate on what was exactly done on campus, only that the vandalism violated the college's "values of inclusion and serve to incite fear within our campus community."RELATED: CSU San Marcos police take down white nationalist posters"The district strongly opposes racist acts. To be clear – any doctrine that elevates one group above another has no place at this college. MiraCosta College does not condone any language or actions that promote racism, religious discrimination, anti-Semitism, homophobia, violence, bigotry, and other forms of hate," Cooke wrote.Cooke did not say what specific group was responsible for vandalizing campus.Campus police are investigating the vandalism and said they will monitor the campus for any more similar incidents.RELATED: White supremacist propaganda increasing on college campuses, according to new dataThe vandalism comes a week after several white supremacist posters were placed around campus at California State University, San Marcos.University police also removed those posters because they violated the university's posting policy.According to CSUSM, the group responsible for the posters, Identity Evropa, is the same group that put posters up at San Diego State University in February.
