SAN DIEGO (CNS) - A San Diego woman who falsely claimed to have two employees on the payroll of her marketing company in order to obtain a CARES Act loan pleaded guilty to federal fraud charges, the U.S. Attorney's Office said Wednesday.Nikole L. Edwards, 40, the founder of Social Savvy Marketing, admitted to submitting fake tax records and payroll information to receive a loan through the Paycheck Protection Program.The U.S. Attorney's Office said that in April and May, she applied for "tens of thousands of dollars of PPP loans" with three financial institutions, claiming in applications that Social Savvy Marketing had two employees who earned annual salaries of ,000 and ,000, when the company actually had no employees.Edwards provided fake addresses, Social Security numbers and W-2 forms for the nonexistent employees, according to prosecutors, who said that upon being rejected for a loan, she claimed, "This is a lifeline for my employees and my business and we won't survive without it."She was able to obtain a ,583 PPP loan, but will have to repay the entire amount as part of the plea agreement.Edwards entered her plea Tuesday in San Diego federal court and is slated to be sentenced Nov. 18. The charge of making false statements to the Small Business Administration carries a maximum penalty of two years imprisonment and a ,000 fine, according to the U.S. Attorney's Office."The PPP is designed to help struggling businesses meet legitimate payroll obligations, not to enrich sole proprietors engaging in outright fraud," said U.S. Attorney Robert Brewer. "We are working diligently with our law enforcement partners to investigate and prosecute those who abuse this critical lifeline for the nation's businesses, workers and economy." 1777

SAN DIEGO (CNS) - A man was sentenced to nearly a decade in state prison Wednesday for his role in the fatal shooting of a Navy sailor who pulled over on a San Diego freeway ramp to help a seemingly stranded motorist.Harvey Liberato, 26, pleaded guilty to voluntary manslaughter and other charges stemming from the Oct. 27, 2018 slaying of 21-year-old Curtis Adams on the connector ramp between southbound state Route 15 and northbound Interstate 5.Adams was driving on the freeway with his girlfriend at around 2 a.m. when he stopped to assist a disabled vehicle on the side of the freeway, which was actually a car that had sustained flat tires in a shootout from a bungled vehicle burglary earlier that night.RELATED: Man found guilty of murder in slaying of Navy sailor on freewayThe disabled car was occupied by Liberato, Susana Galvan, 40; Brandon Acuna, 23; and Brandon's brother, Edson Acuna, 26.Believing Adams was the person they had engaged in a shootout with earlier in the night, Edson Acuna exited the car and shot Adams in the chest.Edson was convicted by a jury earlier this year of first-degree murder, robbery, burglary, various firearm counts and a special-circumstance allegation of committing the murder in the commission of a burglary. SAN DIEGO (CNS) - A motorist who fled a traffic stop in Encanto Tuesday led officers on a 40-minute pursuit that ended with his arrest near Lake Hodges, authorities reported.The man refused to yield when San Diego police tried to pull him over for a traffic violation in the 6800 block of Akins Avenue shortly after 9 a.m., SDPD public-affairs Officer Michael Stirk said.The motorist drove off to the east toward Spring Valley, then entered state Route 125 and headed north, Stirk said.Reaching Santee, the man entered SR-52 and headed west, then merged onto northbound Interstate 15 when he got to the Miramar area.While passing through northern San Diego with SDPD and California Highway Patrol personnel tailing him and tracking his pursuit aboard a police helicopter, the driver managed to avoid running over several spike strips that CHP officers hurled onto the roadway in his path.After entering Escondido, however, the man finally pulled to a stop on the side of the freeway near Ninth Avenue and was taken into custody without further incident about 9:45 a.m., Stirk said.The arrestee's name was not immediately available. 1139

  

SAN DIEGO (CNS) - Gov. Gavin Newsom announced Monday the state will send .7 million to support San Diego's proposed purchase of two hotels to provide more than 330 rental housing units for San Diegans experiencing homelessness.The funds -- part of the state's Project Homekey -- will go toward the purchase of the Residence Inn Hotel Circle and Residence Inn Kearny Mesa, to be considered by the San Diego City Council in October.The purchase of the two properties would create 332 permanent supportive housing units, with 72 of the units having two bedrooms, enough to provide housing for more than 400 individuals. According to a city statement, the units were determined to require minimal work before people could move in. The Hotel Circle property was built in 2003, while the Kearny Mesa property was built in 1990 and underwent a renovation in 2013."San Diego has proven we can put state dollars to action on programs and services that reduce homelessness," said Mayor Kevin Faulconer. "We have the real opportunity to house hundreds of individuals with these two hotels, and the Project Homekey grants will go a long way toward achieving that."RELATED: City of San Diego to buy hotels for permanent housing for the homelessThrough the Project Homekey program, the state is making 0 million in grant funding available to local public entities in California, including cities, counties or housing authorities. "The clear solution is more homes, and so the announcement that the city of San Diego will receive substantial funding from Project Homekey to create new apartments with supportive services for some of our most vulnerable unhoused neighbors is very exciting news."The state awarded the funds based on applications the San Diego Housing Commission submitted."Securing two hotels, and bringing online over 330 permanent supportive housing units, is another example of our region implementing recognized best practices to protect the most vulnerable among us during COVID- 19," said City Councilman Chris Ward, who also serves as Chair of the Regional Task Force on the Homeless.The housing commission board voted 6-0 on Friday to recommend that the city council, in its role as the Housing Authority of the City of San Diego, authorize the purchase of Residence Inn Hotel Circle and Residence Inn Kearny Mesa.The County of San Diego Board of Supervisors voted unanimously Aug. 25 to approve Supervisor Nathan Fletcher's request to authorize .4 million to fund essential supportive services for the individuals who would reside at the properties.One of the main objectives of Operation Shelter to Home is to streamline how people experiencing homelessness access housing resources and move them quickly into permanent housing. So far, the project has helped more than 600 people secure housing.According to San Diego's Community Action Plan on Homelessness -- which the City Council adopted in October 2019 -- the city has a critical need to increase permanent supportive housing by 2,659 units for individuals experiencing homelessness within a decade, with 60% of those units, or 1,595, to be developed within the first four years. 3798

  

SAN DIEGO (CNS) - Attempted murder, kidnapping, child abuse, child abduction, criminal threats and burglary charges have been filed against a man accused of intentionally driving a pickup truck off Sunset Cliffs and into the ocean with his twin toddler daughters inside, the San Diego County District Attorney's Office announced Friday.Robert Brians is being held without bail on suspicion of driving into the water last Saturday morning with his 2-year-old daughters inside the truck. The girls were hospitalized in stable condition, according to a GoFundMe page created to raise money for their medical bills.Brians, 47, is slated to be arraigned Monday afternoon via video conference at the San Diego Central Courthouse on the 13-count complaint.RELATED: Police: Man drives off Sunset Cliffs with twin daughters in truckAbout 4:30 a.m. last Saturday, the toddlers' mother called 911 to report that Brians had taken their children without permission and allegedly contacted her via "numerous calls and texts ... clearly stating she may not see (them) again," according to the GoFundMe.com page created Sunday.He allegedly threatened to drive the vehicle off the Coronado Bay Bridge, but was later spotted by officers on Hill Street near Cornish Drive and sped off, careening over the side of a cliff and landing upside down in the water, according to police.RELATED: Fundraiser to help toddlers involved in Sunset Cliffs crashMoments later, a canine officer also responding to the emergency, 22- year SDPD veteran Jonathan Wiese, arrived in the area.
