SAN DIEGO (KGTV) — Mission Valley is in store to get an additional nearly 30,000 homes by 2050, according to a new plan the City Council unanimously passed Tuesday.The council voted 9-0 to pass the Mission Valley Community Plan, which would increase the number of allowed housing units in Mission Valley to 39,200. Currently, the area has about 11,200 units. The idea is to change Mission Valley's underutilized strip malls into mixed-use developments, where housing and commercial are under the same roof. "That dream, that American dream, that middle class security that is created by home ownership is now vanishing for a large segment of the population, and we can do better," said Jonathan Frankel, who heads the Mission Valley Community Planning Group. But Mission Valley is currently one of the cities most congested areas. Currently, the city says 600 people live and work in Mission Valley, but 40,000 commute in daily. As part of the plan, the city would add bridges and roads, plus an additional trolley stop and bike and walking paths. It would allow the people who do live and work in Mission Valley to get where they need to go, without a car. "The Mission Valley Community Plan Update is a no-brainer that will increase desperately needed housing stock, improve amenities for residents and will help the city meet its climate action goals,” Councilman Scott Sherman said in a statement. “I appreciate my council colleagues for approving this important community plan update.”The city aims to turn Mission Valley into a transit environment to help with the region's housing crisis and its climate action goals, a staff report says. 1654

SAN DIEGO (KGTV) — Laura Bolt’s plans for a summer abroad in Austria came to a screeching halt because of the coronavirus.“Of course I'm super disappointed that I wasn't able to go,” she said.Bolt is majoring in physics at the University of San Diego. She suddenly had an empty summer schedule.“I figured I needed to do something productive with myself, and so I started applying like crazy,” she said.Bolt landed an internship with MakeSAFE Tools, a San Diego manufacturer of devices that allow emergency stops on construction equipment in the home and in the field.Sales at the company, however, are down 60% to 70% since March.“If you're going to get a really solid intern, they've still got to do something for money, and we're not in a place that makes sense for paying interns, but we can provide really authentic experiences,” said Scott Swaaley, founder of MakeSAFE Tools.Bolt found a different way to get paid. She turned to the USD Career Center, which, through private donations, offers stipends to interns who demonstrate that they have a real learning opportunity at hand but will incur expenses.They can be granted between 0 and ,000. SAN DIEGO (KGTV) – Local and federal authorities are asking for the public’s help in finding a father suspected of abducting his two children and fleeing to Mexico.Authorities said on Jan. 12, 2019, Foong Lian Chin’s ex-wife dropped off their two sons, with the understanding that he would return them to her on the following day.However, when Chin did not return the kids, the ex-wife “called law enforcement to check Chin’s address” but “there was no answer at his house.” Law enforcement also tried to reach Chin by phone but could not get a hold of him.On Jan. 16, 2019, a court gave Chin’s ex-wife full custody of the couple’s children and an arrest warrant was issued for Chin. Authorities said the million warrant is for parental child abduction.According to authorities, investigators learned Chin took his sons -- 8-year-old Huaiyu Chin and 7-year-old Binyu Chin -- to Mexico.Chin, who immigrated to the U.S. from Singapore in the 1980s, has lived in New York, Southern California, and Baja California.Chin and his sons were believed to have last been spotted in Tijuana, Mexico.Chin is Asian, 47 years old, 5 feet 8 inches tall, and weighs 130 pounds. SAN DIEGO (KGTV) -- Large churches throughout San Diego are scaling down services in an effort to control the spread of the novel coronavirus. Miles McPherson, Senior Pastor of The Rock Church, says they normally get 12 to 13 thousand people who attend services at their seven campuses. Now, attendees who show up for worship won’t be allowed inside. A message sent out to members let them know about the change. RELATED: What's the difference? However, we are still going to have church and it’s going to be awesome,” McPherson said. “Here’s what’s going to happen. On Sunday at our normal times – 8, 10, 12, and 6, we will be broadcasting all of our services online on all of our platforms,” he added. McPherson also said church staff are taking precautions for those inside by sanitizing surfaces and not shaking hands. The Rock Church isn’t the only religious organization making changes amid COVID-19. SAN DIEGO (KGTV) - Last month, investigators arrested a 72-year-old man suspected of being the Golden State Killer. It could be the dramatic end of a four decades old search for the suspect.Which got us thinking, whatever happened to the cold case of the “Geezer Bandit” who may not even be a senior citizen anyway? And, could advanced technology ever help find him?He was the most elusive senior citizen during a two-year crime spree. The bank robber the FBI nicknamed the “Geezer Bandit” because of his geriatric appearance.The “Geezer”, who may have been a much younger person using a professional grade prosthetic mask, robbed 16 banks from San Diego to San Luis Obispo from 2009 to 2011. 11 of those robberies happened in San Diego County. “Profiling as you understand now is a pretty big spectrum,” says Jack Hamlin.Hamlin is a Professor at National University and professional criminal profiler. We asked him how this person, seven years later, has become the modern-day D.B. Cooper and why he, or she, would simply vanish.“We have an expression in law enforcement, we only catch the dumb ones,” says Hamlin.The “Geezer” was one of the best. Performing almost mistake free and seemingly very sophisticated. The mask may not have been his only disguise, and he was said to wear gloves, there was no known getaway vehicle, the robberies were during off-peak hours and with little security. And five of his robberies were on a Friday, payday. So, we asked the question, ‘Is it possible this person had some law enforcement training?’“It’s certainly somebody that understands how things work,” added Hamlin.  “These robberies weren’t random. He’s figured out a time when security is low; he’s figured out a time when there’s going to be plenty of cash, Friday.”The “Geezer developed a cult following with thousands of followers on Facebook. T-shirts are still available celebrating ‘Geezer Bandit for President.’ But his last robbery was December of 2011. That's the only time a dye pack was used, exploding and making the money useless, and possibly his disguise too. We haven’t heard from the “Geezer” since.“I don’t see this person suddenly having an epiphany and saying, ‘It’s over with. I don’t need to do it anymore,’” says a skeptical Hamlin.Hamlin says people like this need the rush and rarely just quit. But the one mistake the “Geezer” made on that final robbery was dropping a day-planner which he carried as part of his disguise. If it holds his DNA, Hamlin says there may be an option to use a genealogy website like investigators did to catch the person they believe is the Golden State Killer.“Now you’ve got this public DNA base, and if there is some way they can tap into that, um, the skies the limit on some of these cases,” says Hamlin.UPDATE: The FBI tells 10News there has been no change in this case since the last attempted robbery in 2011.
