CHULA VISTA, Calif. (KGTV) -- Police are investigating after a man was shot and killed before crashing into the side of a building in Chula Vista Wednesday afternoon. According to police, the initial call came in around noon as a drunk driver. Witnesses reported seeing a man in a tan SUV slumped over and followed him.Police say the SUV then slammed into a gate and crashed into the side of a self-storage building traveling roughly 10 to 15 miles per hour on Industrial Boulevard near L Street.When police arrived, they discovered that the man was dead inside the vehicle. Police confirmed later in the day Wednesday that the man was shot. Shortly before the crash, witnesses in the area reported hearing gunshots. Investigators are currently working to get surveillance video from the self-storage facility. Police are also asking that anyone with information on a possible suspect contact them. 932

(KGTV) -- Hundreds of thousands of veterans and active duty military call San Diego County home, but a group says they are facing big disadvantages when trying to buy a house here.The San Diego Veterans Association of Real Estate Professionals says more than 60 percent of listings in the county won't accept offers with V.A. loans.The federally backed loans don't require a down payment or mortgage insurance. Those eligible in San Diego County can borrow up to about 0,000 without any cash down. "We have served, and the V.A. loan is a guaranteed loan," said Andre Hobbs, a San Diego realtor and veteran who heads the association.Hobbs says the benefit is backfiring for some home seekers in San Diego's ultra-competitive housing market. It's because he says sellers are opting for offers instead that include cash down payment because of a misperception about V.A. applicants."They assume that this buyer is ready to walk," Hobbs said. "He's not motivated."Mark Goldman, a real-estate lecturer at San Diego State University, said there are some misconceptions about V.A. loans, such as that they are more complex. He added there are a few extra disclosures, but they aren't cumbersome. Raso’s son Michael works alongside his father. He will eventually take over the business. He says their customers are family too. “When I'm working up front, they come in and say my grandparents came here, we come here, our kids come here, You can't stop that, you've got to keep it going," said Michael Raso. CHULA VISTA, Calif. (KGTV) -- The city of Chula Vista is hoping "Granny Flats" will help ease the county's affordable housing crisis. Tuesday night, the city council unanimously voted to approve a series of changes designed to make it cheaper and easier to apply for a permit to build a granny flat or "accessory dwelling unit." The ordinance brings the city into state compliance. California lawmakers passed a measure last year loosening the regulation and reducing some fees associated with building. Chula Vista added a regulation aimed at preventing the units from becoming short-term vacation rentals. Under Chula Vista's ordinance, the homeowner must live on the property. Max Zaker owns a real estate company in Eastlake. He's also running for Chula Vista City Council. He said the city must find a way to keep up with its growth. "The average price for a two-bedroom condo is about ,700 to ,800 a month, so imagine a kid right out of college, they just got their first job. There's no way they're going to be able to afford it. So, if there was a granny flat they could stay at home," said Zaker. The new rules also eliminate parking requirements in some cases. If the property is located within half a mile from a public transit stop, the homeowner is no longer required to provide parking. "The whole idea is to make these affordable and less cumbersome and less excessive requirements," said Michael Walker, Chula Vista's senior planner. Walker estimates the reduction in fees could be a savings of roughly ,500. On average, the city only gets roughly 10 permit applications a month. City leaders hope that will change with the relaxed rules. "We are hoping this will encourage other types of residential development to happen in Chula Vista so we can increase our housing stock because we have to," said Zaker. She reported that she had been sexually assaulted."In Los Angeles, one man was even arrested for posing as a rideshare driver with the intention of preying on female passengers.Scripps station WCPO in Cincinnati asked Ryan Higgins, who estimated he uses a ridesharing service at least once a week, if he had ever taken steps to make sure he was getting in the right car."Honestly, now that you say that, I don't think I've ever done anything," the Cincinnati resident said. "I think they just say, 'Hey, Ryan?' or they say my name, and I just go for it."Franz said intoxicated would-be riders are the most likely to make a mistake and put themselves in a vulnerable position, but anyone can benefit from a few simple safety tips.First, make sure you've got the correct license plate before you get in a car. Uber and Lyft both display the plate number as soon as it matches you with a driver so you can spot the correct vehicle.Next, get into the back seat, not the passenger seat. If you have gotten into a car with a person of ill intent, it's easier to escape from the back than the front, where they might be able to physically restrain you."(If) somebody's doing something inappropriate, it becomes very obvious very quickly," he said. "You can get out of the car right away."Finally, if you connect with the correct person but they still seem a bit shady, let a family member or friend know where you are.
