SAN DIEGO (KGTV) — San Diego State's plans for a Mission Valley stadium cleared one of its last major hurdles.The university's design and financing plans for Aztec Stadium were approved by the California State University Board of Trustees, leaving only the close of sale on the land — and current coronavirus pandemic — left.The board's approval gives SDSU the ability to prepare construction for a 35,000-capacity stadium, eventually leading to a Mission Valley campus.RELATED: City of San Diego, SDSU inch closer to SDCCU Stadium site deal"We are pleased that the trustees continue to share our vision for this project, as the construction of the stadium is a key first step allowing us to unlock the rest of the Mission Valley site plan," SDSU President Adela de la Torre said. SAN DIEGO (KGTV) — Smugglers from Mexico have reportedly been able to breach recently constructed sections of the border wall, according to a report from The Washington Post. Smugglers breached the wall's bollard steel and concrete sections using reciprocating saws, allowing drugs and people to pass through from Mexico, the Post reported, citing U.S. agents and officials. The exact locations of the damaged wall were not indicated.10News reached out to U.S. Customs and Border Protection Saturday. While no one was available to speak, the CBP said in an email, "the bollard walls were not designed to be impenetrable or indestructible."RELATED: Border officials say the wall is working, drug smuggling shifting to the seaThis contrasts President Donald Trump's claims during a visit to San Diego in September, in which he claimed the bollard walls were "virtually impenetrable." The President went on to say at the time, "if you think you're going to cut it with a blow torch, that doesn't work because you hit concrete. And then if you think you're going to go through the concrete that doesn't work because we have very powerful rebar inside."The new 14-mile stretch of bollard fencing was completed in August, running from Otay Mountain to San Diego's coastline. CBP Commissioner Mark Morgan also said this week that border apprehensions were up 88% from Oct. 1, 2018, to Sept. 30, 2019.An administration official told the Post that the number of these breaches have totaled "a few instances," and echoed border agents' sentiments that the wall "significantly increased security and deterrence" in the San Diego and El Centro areas.The Washington Post reports that smugglers have cut through areas, then replaced the bollard in its original position or used putty to make it appear fixed in order to continue using the opening.RELATED: US border agents dealing with rise of 'fake families'Though agents can repair the damage by welding the bollard wall, they say smugglers can return to the same spot because the metal and concrete are now weakened, the Post said.The Post says that some of the damage has occurred in areas where electronic sensors to detect sawing vibrations have yet to be installed.Makeshift ladders have also been used to climb the barrier into the San Diego area, using hooks and rope ladders to climb down on the U.S. side of the border, the Post adds. 2675

SAN DIEGO (KGTV) - San Diego State University has instituted new protocols to keep the coronavirus from spreading on campus.Dr. Luke Wood, Vice President of Student Affairs and Campus Diversity, said they hired security to patrol the campus from Thursday through Sunday after hours, document policy violations, and send reports to staff who handle disciplinary action."There are real consequences now of our COVID-19 policies, and that can range from a warning, to suspension to even in extreme cases, expulsion," Wood said.He said they also have a wellness ambassador program they hope to expand to 50 personnel, "so that when students come on campus physically they are being greeted and welcomed to the campus. They're reminded of our policies around wearing face-masks, around social distancing."Wood said he wants to make sure SDSU doesn't join the growing list of colleges with outbreaks."We're doing everything that's within our power to make sure that we don't follow in others' footsteps," he said. "It's demonstrating we take this very seriously."Only a third of students (about 2,600) are living on campus this year, according to Wood. In-person classes have been cut from thousands to 202. The rest of the classes are held online.Caryl Montero-Adams, Director of Student Life and Leadership, says the policies highlight the very real threat the virus still poses on and off campus."There are other real consequences to COVID-19 in and of itself, and we want to ensure that we're focused again on the health and safety of our campus community and that our students are aware of where they fit in with that," said Montero-Adams. 1646

SAN DIEGO (KGTV) -- Seven people were displaced following a house fire in Mountain View early Saturday morning, according to San Diego Fire-Rescue.The fire was reported just after 3:30 a.m. on Teak Street near Ocean View Boulevard. Crews quickly responded and were able to get the blaze under control. The home that burned sits on a lot with a second home in front, and the front house was not damaged.Family and residents of the front house said they believe the fire started from a washer/dryer unit. They also said that they had to pull bars off of a window to help people escape, with those outside pulling and those inside kicking on the bars. Four people were were hurt after climbing through the broken window.Crews say a total of seven people were displaced and the American Red Cross was called in to help, but family on scene said everyone is okay. They said the hardest part is realizing they lost everything, including Christmas presents that the two little girls who lived in the burned home had just unwrapped the day before.The family started a GoFundMe to raise money following the fire. 1112
