SAN DIEGO (KGTV) - Cleanup is underway after a driver went on a rampage, hitting three cars before crashing into an apartment building in North Park.  "I heard just a really loud bang noise and I felt the apartment shutter," said Laura C, a resident in that building. It started when police say the 60-year-old driver hit an electrical box while getting on the 805 southbound from El Cajon Boulevard. He went down an embankment and continued south before crashing into a car on the highway. The driver kept going and got off on University Avenue. That's when he crashed into two more cars and a pole near Boundary Street. He then put the car into reverse and plowed through a gas station and into the apartment building wall. "Out of nowhere he just went full blast in reverse until that building stopped him," said witness, Vicki Nikbakht. Police believe the driver may have been under the influence of drugs. Residents were evacuated in fear that the building would collapse. The driver was taken to the hospital with minor injuries. No one else was hurt.  1110

SAN DIEGO (KGTV) - Customs and Border Protection officials responded Monday to the arrival at San Diego’s U.S.-Mexico border of the first group of migrants from the caravan moving through Mexico. Some 85 people associated with the LGBTQ+ community are near the San Ysidro Port of Entry, according to journalist Jorge Nieto. While the majority of the migrants remain in Central Mexico, the Tijuana group left the others behind because they felt they were being discriminated against, Nieto said.“As the San Ysidro port of entry is at capacity, we anticipate that those individuals will continue to wait in Mexico until CBP is able to take them in to begin processing them, as we already have a number of individuals waiting to be processed,” a CBP spokesperson said Monday.RELATED: Interactive Map: Migrant caravan journeys to U.S.-Mexico border / Timeline: Migrant caravan travels to border / Photos: Migrant caravan makes its way to border“When our ports of entry reach capacity, when their ability to manage all of their missions — counter-narcotics, national security, facilitation of lawful trade — is challenged by the time and the space to process people that are arriving without documents, from time to time we have to manage the queues and address that processing based on that capacity.”CBP officials said the number of inadmissible individuals it can process varies based upon the complexity of the case, available resources, medical needs, translation requirements, holding and detention space, overall port volume, and ongoing enforcement actions.“No one is being denied the opportunity to make a claim of credible fear or seek asylum,” said the CBP.RELATED: First group of migrants arrives in TijuanaOfficials said the agency allows more people into its facilities for processing once space becomes available. Members of the migrant caravan may need to wait in Mexico as officers process others already in their facilities. The LGBTQ+ group took buses to Tijuana and is currently living at an Airbnb in Playas de Tijuana, funded by U.S. lawyers for the group. It is not clear when the group will attempt to seek asylum in the United States. 2169

SAN DIEGO (KGTV) -- Boulevard Fitness in University Heights is open for business, with a line of people wrapped around the building waiting to go inside to workout on Tuesday, even though they’re not supposed to be open.Last week, San Diego County Supervisors said the county would be cracking down on businesses that violate public health orders put into place due to the coronavirus pandemic.A gym owner in Ramona was recently charged with several misdemeanors for staying open for indoor workouts. The San Diego County District Attorney’s Office said Peter San Nicolas, owner of Ramona Fitness Center, faces five charges that each carry ,000 fines. However, at Boulevard Fitness, staff members told ABC 10News they’ve had visits from police telling them they should not be open, but nothing more. The gym on El Cajon Boulevard is limiting the number of people inside and increasing cleaning and other measures to try to limit the risk of potential virus exposure to gym members.A San Diego Police Department spokesperson said officers are responding to complaints about businesses that are open when they’re not supposed to be, but police are -- at this point -- only educating businesses that may be in violation of the health order and not physically forcing any shutdowns.San Nicolas is holding a rally in Ramona Tuesday night in hopes of getting the word out that small businesses, including gyms like his, are still trying desperately to survive -- even if, in some cases, it means facing charges to stay open. 1526

SAN DIEGO (KGTV) – Crowds are already flocking to San Diego beaches for the Fourth of July weekend. On Friday, many people claimed their spots early at Mission Beach and Oceanside. While some were able to keep their distance from one another, many did not have on facial coverings when near other people.“The majority of them are not wearing masks, I would say at this point in time,” said Rich Stropky, Marine Safety Lieutenant for San Diego lifeguards. He said more people are expected to make their way to San Diego Saturday as other Southern California beaches will be closed.Law enforcement agencies across San Diego have said they will focus on education, rather than enforcement when someone violates the public health order. He said the parking lots at Mission Beach were full by noon Friday.“As far as the capacity for our beaches, what has limited capacity in the past is the ability to park,” he said. “How far are people willing to park and still walk to the beach? Are they going to Uber in? Are they going to do drop-offs?”Stropky urged beachgoers to talk to lifeguards if they have any questions and to follow the public health order and original beach rules.“We have our COVID safety guidelines, and we want everyone to adhere to that,” he said. “We have our beach regulations; there’s no glass, there’s no dogs between 9 and 6, there’s no camping.”There’s also a beach hazard statement in effect this weekend. Lifeguards expect high surf and dangerous rip currents.“Come talk to us; we want to give you the ins and outs of the beach and keep everybody safe and just have a wonderfully happy Fourth of July.”Governor Gavin Newsom ordered state beaches in Southern California and the Bay Area to close temporarily. To increase safety, the City of Oceanside decided to also close beach parking lots in Oceanside. The goal is to minimize crowding, promote social distancing, and slow the spread of COVID-19. 1922
