SAN DIEGO (CNS) - Mayor Kevin Faulconer today signed an emergency executive order that allows restaurants throughout the city to operate outside effective immediately.Notable parts of the order include allowing restaurants to establish sidewalk cafes and use private parking lots for dining.Restaurants must still comply with county and state ordinances, including following ADA requirements for sidewalk cafes. SAN DIEGO (CNS) - A person died today in a traffic collision involving a motorcycle and an SUV near Escondido.The crash happened at 4 p.m. Saturday on Birch Avenue and Bear Valley Parkway in an unincorporated area outside Escondido, the California Highway Patrol said.An Acura MDX SUV and a motorcycle collided, killing one person, the CHP said. It was not immediately known whether the victim was on the motorcycle or in the SUV.The accident forced the closure of northbound Bear Valley at Idaho Avenue. Traffic on southbound Bear Valley was being diverted to Birch, the CHP said. 589

SAN DIEGO (CNS) - A motorist was killed when his car was struck by a trolley after he drove past a trolley crossing gate in the Valencia Park area, police said Tuesday.The crash happened around 11:45 p.m. Monday near the intersection of Merlin Drive and Imperial Avenue, east of Valencia Parkway, San Diego police Officer John Buttle said.A 22-year-old man was driving a Toyota Prius southbound on 60th Street toward Imperial Avenue when he drove past trolley crossing arms and was struck by an eastbound trolley, Buttle said. The impact pushed the vehicle about 100 feet down the tracks.The victim, the only occupant of the Toyota, was pronounced dead at the scene, the officer said. SAN DIEGO (CNS) - Authorities Tuesday were working to determine what led to the death of an inmate at the San Diego Central Jail. Deputies conducting a security check at the Front Street detention center found 26-year-old Ivan Ortiz of San Ysidro unconscious in his cell about 3:45 p.m. Monday, according to sheriff's officials. ``Deputies and medical staff performed lifesaving measures until paramedics arrived and transported Ortiz to the hospital,'' Lt. Michael Blevins said. Physicians pronounced Ortiz dead about 4 1/2 hours later. Ortiz had been arrested by San Diego police last June on suspicion of attempted murder, assault with a deadly weapon and felony vandalism. A criminal complaint alleges that he attacked two people last June 6 with a skateboard, and attempted to kill one of the victims, though specific details on the alleged attack were unavailable. He also faced two counts of assault with a deadly weapon -- a skateboard -- as well as three counts of felony vandalism regarding alleged incidents on May 10 and June 9, and a misdemeanor count of resisting arrest. At the time of his death, he was being housed alone in a psychiatric observation cell. The county Medical Examiner's Office will conduct an autopsy to determine the cause and manner of Ortiz's death. SAN DIEGO (CNS) - County health officials confirmed a diagnosis of infectious pulmonary tuberculosis in a San Diego International Airport employee Friday but stressed that the risk of public exposure is considerably low.Officials with the county Health and Human Services Agency determined the potential exposure period to be Jan. 1 to May 29 in an area of the airport that the public cannot access. County health officials also found no evidence of the disease being transmitted from the employee to any close contacts.County officials said they are in the process of notifying employees of Southwest Airlines, G2 Secure Staff LCC and the San Diego County Regional Airport Authority about the possible exposure. Affected employees were being advised to talk to their employers for more information."In most cases, a person has to be in close contact with someone who has TB for a long period of time to be at risk for getting TB,'' said Dr. Dean Sidelinger, the county's interim deputy public health officer. "In this case the employee does not spend significant time in any given area, had minimal close contact with employees and contact with members of the public was limited to short periods of time.''Tuberculosis is generally transmitted through the air or via contact with an infected person. Roughly one-third of those exposed to the bacterial disease will develop it, according to the HHSA, but most avoid infection. Tuberculosis symptoms can include a persistent cough, fever, night sweats and unexplainable weight loss.Due to the low risk of exposure, county health officials did not indicate that they plan to offer testing to airport staff.
