The governor also talked about the death penalty in light of the Poway synagogue shooting, and if cases like it make the Governor rethink his decision to place a moratorium on the death penalty. SAN DIEGO (KGTV) - Crowds gathering at Veterans Park in Ocean Beach may face fines if they don't follow the county's public health orders.Tuesday morning, city crews put up orange mesh fencing around the park, but a few hours later, witnesses took pictures of two men cutting the fence down.Residents and business owners have been complaining for weeks about large groups gathering on Wednesday evenings gathered to watch the drum circle and hang out in the park.Mark Winkie is the president of the Ocean Beach Town Council. He didn't agree with shutting down the park, but he didn't condone tearing down the fence, either."Disappointing what happened here this morning, but it's important for people to know, as a town council, we really would like education to come first, to notify people about what they need to do when gathering here on such large quantities on a Wednesday," said Winkie.The public health orders banning gatherings of more than ten have been in place for months, but Winkie said it's possible not everyone is aware."Particularly for the drum circle, no city or county official has been out really interfacing with them, SDPD definitely came out, and I applaud their actions," said Winkie.Last week, police broke up the crowd, but did not issue citations.Councilmember Dr. Jennifer Campbell said it's time for enforcement."Everyday more San Diegans are dying, so we have to get tough and I'm telling you if this situation that happened last Wednesday night, happens this Wednesday night, there's gonna be a lot of clamp down, so they have got to stop it," Dr. Campbell said shouting.Violators could be fined up to ,000."By God, that is now the law and, therefore, the county sheriff should be out here arresting people who aren't wearing masks, who aren't distancing, and who are coming together," said Dr. Campbell.It's unclear if the city will put up a more permanent barrier or if anything will be in place by Wednesday evening. 1962

SAN DIEGO (KGTV) - As the country celebrates the 50th anniversary of the Apollo 11 moon landing, people in San Diego are looking back at how companies in this city helped NASA achieve the historic flight.You could argue that, if not for San Diego, the moon landing would never have gotten off the ground, or landed safely on the moon.Ryan Aeronautical Company built the lunar radar system that helped guide the lunar lander as it touched down on the moon's surface.General Dynamics built the Atlas Rockets that took some of the flights into outer-space."They didn't take them all the way up to the moon with the Atlas, but they helped set the stage to move forward to doing it," says San Diego Air and Space Museum Marketing Director David Neville.The museum has an Atlas Rocket on display at Gillespie Field, towering above the skyline. It also has the Apollo 9 capsule at Balboa Park.One of the docents at the museum worked on the antennaes that helped the capsules stay in constant contact with mission control."I can bring people over here and point to it and say that's what I did," says Ronald Pitcher, who volunteers at the museum and was an engineer working on the Mercury capusule, the Gemini and the Apollo spacecrafts. "It's a proud moment to be able to do that."Pitcher says he feels privileged to have played a small role in landing a man on the moon. He wishes the US had sent more people up."There's no question in my mind that we should go back," he says. "We should have done it when we had the technology and the poeple and experience and facilities in place."Saturday night, on the 50th anniversary of the landing, the Air and Space Museum will host a party to celebrate. SAN DIEGO (KGTV) -- Authorities are resuming their search Thursday morning for actress Naya Rivera who disappeared while boating on Lake Piru with her young son.The Ventura County Sheriff's Department tweeted that Rivera may have drowned. Later Thursday, authorities began a recovery effort, saying they believed Rivera had drowned.The 33-year-old actress rented a boat at the lake with her 4-year-old son Wednesday afternoon, authorities told media. Staff at the lake found the overdue rental with her child on board but could not find Rivera.Ventura County Sheriff’s Department Cpt. Eric Buschow told the Los Angeles Times that the boy and Rivera got out of the boat for a swim but she did not follow him back onto the boat. The boy was found sleeping on the boat alone by other boaters in the lake, Buschow said.Buschow said Rivera's son is safe with family members.Rivera, from Santa Clarita, earned stardom after her breakthrough role as cheerleader Santana Lopez on the television musical "Glee." According to her biography, Rivera appeared in commercials for retailer Kmart as a baby then broke into acting at the age of four when she starred as Hillary Winston in the television sitcom "The Royal Family."Rivera recently appeared on YouTube Premium’s “Step Up” series.Tragedy struck the former cast of the hit television show twice over the last decade. Former "Glee" star Cory Monteith, 31, was found dead in a hotel room in Vancouver, British Columbia, in July 2013. Monteith's death was ruled an accidental drug overdose due to a toxic mix of heroin and alcohol. In January 2018, 35-year-old Mark Salling, known for playing "Puck," was found in a Los Angeles riverbed weeks before he was to be sentenced on charges of possessing child pornography.
