(AP) — The spacecraft team that brought us close-ups of Pluto will ring in the new year by exploring an even more distant and mysterious world.NASA's New Horizons spacecraft will zip past the scrawny, icy object nicknamed Ultima Thule (TOO-lee) soon after the stroke of midnight.One billion miles beyond Pluto and an astounding 4 billion miles from Earth (1.6 billion kilometers and 6.4 billion kilometers), Ultima Thule will be the farthest world ever explored by humankind. That's what makes this deep-freeze target so enticing; it's a preserved relic dating all the way back to our solar system's origin 4.5 billion years ago. No spacecraft has visited anything so primitive."What could be more exciting than that?" said project scientist Hal Weaver of Johns Hopkins University, part of the New Horizons team.Lead scientist Alan Stern of Southwest Research Institute in Boulder, Colorado, expects the New Year's encounter to be riskier and more difficult than the rendezvous with Pluto: The spacecraft is older, the target is smaller, the flyby is closer and the distance from us is greater.NEW HORIZONSNASA launched the spacecraft in 2006; it's about the size of a baby grand piano. It flew past Pluto in 2015, providing the first close-up views of the dwarf planet. With the wildly successful flyby behind them, mission planners won an extension from NASA and set their sights on a destination deep inside the Kuiper Belt. As distant as it is, Pluto is barely in the Kuiper Belt, the so-called Twilight Zone stretching beyond Neptune. Ultima Thule is in the Twilight Zone's heart.ULTIMA THULEThis Kuiper Belt object was discovered by the Hubble Space Telescope in 2014. Officially known as 2014 MU69, it got the nickname Ultima Thule in an online vote. In classic and medieval literature, Thule was the most distant, northernmost place beyond the known world. When New Horizons first glimpsed the rocky iceball in August it was just a dot. Good close-up pictures should be available the day after the flyby.ARE WE THERE YET?New Horizons will make its closest approach in the wee hours of Jan. 1 — 12:33 a.m. EST. The spacecraft will zoom within 2,200 miles (3,500 kilometers) of Ultima Thule, its seven science instruments going full blast. The coast should be clear: Scientists have yet to find any rings or moons around it that could batter the spacecraft. New Horizons hurtles through space at 31,500 mph (50,700 kph), and even something as minuscule as a grain of rice could demolish it. "There's some danger and some suspense," Stern said at a fall meeting of astronomers. It will take about 10 hours to get confirmation that the spacecraft completed — and survived — the encounter.POSSIBLY TWINSScientists speculate Ultima Thule could be two objects closely orbiting one another. If a solo act, it's likely 20 miles (32 kilometers) long at most. Envision a baked potato. "Cucumber, whatever. Pick your favorite vegetable," said astronomer Carey Lisse of Johns Hopkins. It could even be two bodies connected by a neck. If twins, each could be 9 miles to 12 miles (15 kilometers to 20 kilometers) in diameter.MAPPING MISSONScientists will map Ultima Thule every possible way. They anticipate impact craters, possibly also pits and sinkholes, but its surface also could prove to be smooth. As for color, Ultima Thule should be darker than coal, burned by eons of cosmic rays, with a reddish hue. Nothing is certain, though, including its orbit, so big that it takes almost 300 of our Earth years to circle the sun. Scientists say they know just enough about the orbit to intercept it.COMPARING FLYBYSNew Horizons will get considerably closer to Ultima Thule than it did to Pluto: 2,220 miles versus 7,770 miles (3,500 kilometers vs. 12,500 kilometers). At the same time, Ultima Thule is 100 times smaller than Pluto and therefore harder to track, making everything more challenging. It took 4 ? hours, each way, for flight controllers at Johns Hopkins' Applied Physics Lab in Laurel, Maryland, to get a message to or from New Horizons at Pluto. Compare that with more than six hours at Ultima Thule.WHAT'S NEXTIt will take almost two years for New Horizons to beam back all its data on Ultima Thule. A flyby of an even more distant world could be in the offing in the 2020s, if NASA approves another mission extension and the spacecraft remains healthy. At the very least, the nuclear-powered New Horizons will continue to observe objects from afar, as it pushes deeper into the Kuiper Belt. CARLSBAD, Calif. (KGTV) -- As a way to deal with San Diego’s growing roadway congestion, more communities are installing mini-roundabouts to slow speeding drivers. Yet some neighbors in North County are calling them death traps.If you take a drive down Cassia Road in Carlsbad, you’ll see mini-roundabouts, also known as mini-circles, that are causing a big fuss. Fire Captain Nick Valenzuela lives in the neighboring community. “I've come down [to the road] because I’ve heard traffic accidents from my house and come down and helped people,” he tells us.“I've seen the aftermath of at least two accidents,” adds neighbor Mark Bua, who is also a police officer. Bua says the mini-circles are so small that drivers blow right past them without yielding for oncoming traffic. He shared photos of debris from some of the collisions.The mini-circles on Cassia Road were installed at the end of 2016 as a way to slow traffic in bustling North County.Mini-circles have had great success in other booming cities like Seattle, which now has more than 1,000 of them with a 90% reduction in collisions.Dan Burden is a renowned traffic expert. He was once named one of the most important civic innovators in the world, according to TIME Magazine. We asked Burden to review photos of the Carlsbad mini-circles. “[They’ve] got some design issues,” he told us. “In this case the circle is so small and there's no consequence in getting close to it. They're designed in a way that a motorist could go much too fast,” he adds.Burden is a fan of mini-circles, if they're done right. He says they're easier on cars than speed bumps and create better flow than stop signs. "They slow traffic down to 15 to 20 miles per hour upon entry,” he adds.However, Carlsbad neighbors claim they’re playing chicken with speeding drivers and lives are at risk.10News submitted a request with the City of Carlsbad to review the number of recent collisions Cassia Road. According to reported incidents, collisions actually appear to have dropped since the mini-circles were installed.Nearby Leucadia is hoping to soon install mini-circles along the congested North Coast Highway 101. A few years ago, the mini-circles were installed in the Bird Rock community of La Jolla, where motorists are now driving half as fast as they used to. On Harbinson Avenue in La Mesa, the circles were removed a few years after neighbors complained about safety concerns.The City of Carlsbad is reportedly monitoring and making refinements to the mini-circles on Cassia Road, but is aware of residents’ concerns and will consider making more changes in the upcoming months.“This is Carlsbad. Things are supposed to be done right. This is not right. This [was] not done right at all,” adds Valenzuela. 2782

And the risk of massive depreciation down the road is borne by the bank, not you.A lot of buyers are coming to the same conclusion: The percentage of buyers who use automakers’ finance arm and choose to lease has risen from 31% to 52% year over year, according to industry analyst J.D. Power.5 reasons leasing works nowNot everyone is a candidate for leasing. But here are five factors that could tip the decision toward leasing rather than buying your next vehicle.1. Leasing offers a shorter commitment. “No one knows what will happen over the next few years,” Weintraub says. “People are worried about job security and their finances so the commitment of a car purchase isn’t as appealing.” Instead, consumers are leaning toward leasing because there are affordable two- and three-year leasing agreements available. Weintraub says there are currently many of these low-cost leasing incentives available. That could change as sales rebound, though. To find deals, Hall recommends going to the manufacturer’s website and searching for special offers. The terms of the lease are spelled out by listing the three major elements of the contract:Monthly payment.Length of the lease in months.Amount due at signing, which is similar to a down payment.Lenders can adjust these factors and apply the cash incentives in a number of ways to arrive at a low lease payment, Hall says.5. Leasing protects against sudden depreciation. Leasing is based, in part, on the predicted value of the car at the end of the contract. Here are a few tactics that the experts recommend.Check pricing guides. Because of limited inventory caused by factory shutdowns, the price of some cars has risen, Weintraub says. Begin by checking car prices on sites such as Edmunds, TrueCar and Kelley Blue Book. But keep in mind that these are not real-world prices.Shop multiple dealerships. Get apples-to-apples lease quotes from at least three dealerships to find your best deal. Tell the dealer the amount you want to pay in drive-off fees, the length of the loan — three years is the “gold standard,” according to Hall — and the number of miles you want to drive. Based on this, the dealer will give you a monthly payment. Every part of the deal is negotiable.Cast a wide net. Car factories were closed during the shutdown, so choices may be limited for a few months. Some manufacturers’ websites allow you to search multiple dealerships to find the right model in your preferred color.Keep an eye on the miles. Understand how many miles of driving are included with the lease agreement. In most leases, 12,000 miles a year is standard. But recently, some leases include only 10,000 miles or fewer, but offer a lower monthly payment.
