SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said. Some of the most popular areas for the scooters, including the Pacific and Mission Beach boardwalks, would be areas required to have speed limits. The list below shows all the areas where speed limits would be enforced:  726

SAN DIEGO (KGTV) – A shipment from Mexico containing over 200 non-FDA approved COVID-19 test kits was seized at San Diego International Airport, U.S. Customs and Border Protection officials announced Wednesday.CBP officials said the shipment of two packages arrived at the airport on Dec. 1 from a flight out of Mexico. In a news release, officials said the shipment was manifested as “plastic card” and then taken for inspection.Officers found 251 COVID-19 test kits inside the packages, and they were then evaluated by FDA officials.An inspection by the FDA found the kits were misbranded, and the shipment “did not have an FDA Emergency Use Authorization and violated the Federal Food, Drug and Cosmetic Act.”The kits, with a domestic value of ,000, were seized by CBP officers, with Homeland Security notified of the shipment.CBP San Diego Director of Field Operations Anne Maricich said, “I am proud of how vigilant our officers are when it comes to protecting our communities, they stopped the entry of unauthorized, unproven and potentially unsafe goods into the United States. This is a perfect example of the great investigative work by our officers to protect our country from goods that could do us harm.” 1226

  

SAN DIEGO (KGTV) -- Among being big, bold and beautiful, the Torrey Pine tree could also be the solution when it comes to helping with the world's water crisis."As a child we would go hiking there [Torrey Pines] every single weekend and see how there were giant puddles under the tree."And those puddles gave Cambridge High senior, Emily Tianshi, her "a-ha" moment."When Torrey Pines are that big that means they're confident they can get enough moisture soaked in through the atmospheric moisture harvesting, and they don't mind if there's a little bit more evaporation," Emily said.She spent years studying the water retaining tree, trying to mimic it's pines that bring water in and pour it out."Really late at night I would bring my prototype out then put it there and hopefully capture some fog, then go back early to see if anything happened."Her patent pending prototype recently gained national recognition from the Water Environmental Federation."It was really exciting because it showed me it has a lot of potential within the water sector," Emily described.With it, she wanted to one day help areas facing drought."Investigators estimated that if they captured just 4% of the moisture in Chile, it would be enough to cover the nation's driest areas to supply everything."She's also created a campaign with her brother called Clearwater Innovation with two goals in mind."First and foremost to spread awareness about the water crisis and secondly to encourage kids to use their creativity to solve the problem and innovate out of their comfort zone. The resources are right there, people just have to learn to use it just like the Torrey Pine tree." 1668

  

SAN DIEGO (KGTV) — A San Diego Unified School Board Trustee is moving forward with a possible settlement over accusations of date-rape and other sexual advances.Kevin Beiser is facing accusations of date-rape, groping, and other sexual advances, brought forth by four men, including his former political consultant and former campaign manager. Beiser has denied all allegations since they surfaced in March.The settlement could indicate a preference to not allow a jury to decide whether Beiser is innocent of the accusations, according to political analyst John Dadian."The oldest rule in the book is if you go to trial, even if you are innocent, you never know what jury is going to do. That's exactly why people do settle," Dadian said.The victims' attorney told 10News he could not comment on the case to the media as part of the agreement. In March, Beiser was placed on leave from his teaching position in Chula Vista. The San Diego County Democratic Party has asked for Beiser to resign from the school board.Despite the scandal, Beiser has announced that he will be running for San Diego City Council next year as well. 1135
