WASHINGTON, April 22 (Xinhua) -- The U.S. Commerce Department said on Thursday that it has set preliminary antidumping duties ( AD) on imports of certain seamless pipe from China, a move that might escalate trade disputes between the two countries.The department said it "preliminarily determined that Chinese producers/exporters have sold seamless pipe in the United States at 32.39 to 98.37 percent less than fair value."As a result of this preliminary determination, Commerce will instruct U.S. Customs and Border Protection to collect a cash deposit or bond based on these preliminary rates.The products covered by this investigation are suitable for the conveyance of water, steam, petrochemicals, oil products, natural gas, and other liquids and gasses in industrial piping systems.Imports of certain seamless pipe from China were valued at an estimated 182.3 million U.S. dollars in 2009, according to the U.S. Commerce Department.Commerce said that it is currently scheduled to make its final determination in September 2010.If Commerce makes an affirmative final determination, and the U. S. International Trade Commission makes an affirmative final determination that imports of certain seamless pipe salts from China materially injures, or threaten material injury to, the domestic industry, Commerce will issue an antidumping duty order.The new case followed the Commerce Department's initiation of antidumping (AD) and countervailing (CVD) duty investigation on Chinese aluminum extrusions on Wednesday.The protectionist moves by the Obama administration will ultimately hurt the U.S.-China trade relations, which are becoming more and more important due to the global financial crisis, economists warned.The onset of the global recession appears to have set off an increase in trade disputes around the world.Globally, new requests for protection from imports in the first half of 2009 are up 18.5 percent over the first half of 2008, according to the World Bank-sponsored Global Anti-dumping Database organized by Chad P. BEIJING, April 22 (Xinhua) -- The Chinese government announced a string of emergency measures Wednesday to provide convenient financial services for people in the quake-hit Qinghai Province and to support reconstruction.The People's Bank of China, the central bank, would lower the deposit reserve ratio for financial institutions in the quake area by 1 percentage point from Wednesday to help increase lending, said a statement posted on the website of the central bank.It would also reduce its rediscount rate for local Rural Credit Cooperatives by 1 percentage point to ease their financial burden.The rediscount rate is the interest rate charged to banks and deposit institutions when they borrow money from the central bank.The return of loans extended before the earthquake was not imperative until June 30, 2011. Residents and companies would be exempted from bad credit records if they could return their loans before the deadline, the central bank said.The statement urged local banks to resume business as soon as possible to meet rising demand for financial services.They should set up temporary outlets in tents, extend office hours and take measures to ensure adequate cash supplies so that residents could deposit and withdraw money conveniently.The measures were jointly introduced by the People's Bank of China, the China Banking Regulatory Commission, the China Insurance Regulatory Commission and the China Securities Regulatory Commission.The 7.1-magnitude quake struck the Tibetan Autonomous Prefecture of Yushu on April 14, leaving 2,183 people dead, 84 missing, and 12,135 injured as of Wednesday.

BEIJING, June 6 (Xinhua) -- In light of the recent school attacks, China has tightened security for the college entrance examination which begins on Monday."All the relevant departments and local governments are fully prepared to respond to emergencies during the exam," said Liu Junyi, vice-director of the exam center under the Ministry of Education, on Sunday.In Beijing, police, security guards and volunteers will work together to guard the exam venues.In Henan and Anhui provinces, emergency-responses have been prepared in case of disorder due to bad weather, serious cheating behavior, food poisoning, or traffic accidents.China's national college entrance examination will be held on Monday, with more than 9.57 million examinees competing for 6.57 million places at nationwide universities and colleges.Because of the recent slew of attacks against students, boarding school teachers in south China' s Guangxi Zhuang Autonomous Region are required to walk students from their schools to the exam venues."The college entrance exam is a matter of great importance that demands joint efforts of relevant departments," Liu said.In Chongqing municipality, public security departments have inspected students' living areas around exam venues to ensure their safety.In Hubei province, relevant departments have completed a rehearsal using exam paper B in case that students are found cheating using exam paper A.In Jilin, an anti-cheating campaign has seized over 4,000 cheating device sets."We have organized a dozen expert teams, who are ready to handle nationwide emergencies and incidents," Liu said.In quake-hit Yushu of Qinghai Province, experts from the Ministry of Education have arrived to help hold the exam.A total of 9.57 million people have registered to sit for the exam this year.
