TOKYO, March 29 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), arrived in Tokyo to kick off his official goodwill visit Sunday afternoon.     Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, conveyed sincere greeting from the Chinese people to the Japanese people in a written statement delivered at the airport.     "China and Japan are important countries in Asia and the world at large. Chinese President Hu Jintao paid a successful visit to Japan last year, during which the leaders of the two countries reached important consensus to fully advance the China-Japan strategic relations of mutual benefits," he said in the statement.     "Sino-Japanese relations now stands in a new historic point and faces an important opportunity to go further ahead," he said.     "With concerted efforts made by both, I believe the visit can meet the pre-set goal of increasing political mutual trust, deepening mutually beneficial economic cooperation, expanding friendly communication and pushing forward our strategic relations of mutual benefits," he said.     Li is the highest-ranking official who visits Japan this year. Soon after his arrival, Li met with Japanese Foreign Minister Hirofumi Nakasone. Li is expected to meet with Japanese Prime Minister Taro Aso Monday. During his stay, he will also meet with leaders of ruling and opposition parties and people from all walks of life.     Japan is the third leg of Li's four-nation tour which will also take him to the Republic of Korea. He has already visited Australia and Myanmar.

DAKAR, Feb. 13 (Xinhua) -- Visiting Chinese President Hu Jintao held talks with his Senegalese counterpart Abdoulaye Wade in Dakar on Friday to discuss promotion of friendly and cooperative ties between China and the West African nation.     Hu said the bilateral relations have made progress in various fields since the resumption of diplomatic ties in 2005, and facts have proved that the China-Senegal friendship is in the fundamental interests of both nations and will have a promising future.     To cement bilateral cooperation and seek more tangible benefits for the two peoples, Hu proposed both nations keep exchange of high-level visits and deepen political trust, and increase communications and cooperation between the two governments, legislatures, ruling parties and local authorities so as to lay a solid political foundation for bilateral ties.     On the economic front, Hu suggested establishing a bilateral economic and trade steering committee to plan and monitor trade cooperation.     China would like to facilitate Senegalese corporations' efforts to do business in and expand their exports to China, and the Chinese government will encourage Chinese businesses and the China-Africa Development Fund to cooperate with Senegalese businesses, Hu said. BEIJING, March 1 (Xinhua) -- China has issued a circular Sunday "stoutly" ordering officials at all levels not to spend public money on sightseeing overseas.     The circular was jointly issued by the General Office of the State Council and the General Office of the Communist Party of China Central Committee amid a situation where many Chinese officials have been using public money to pay for their personal travel disguised as business trips.     The Chinese government hoped officials at all levels to set an example for other people to cope with the financial crisis and overcome the obstacles in economic development.     According to the circular, all overseas business trips should be arranged strictly. The expenses and number of officials for such trips should be kept as low as possible. And related departments should include all those expenses into their budget and get them approved beforehand.     Officials should not add more countries or cities to their travel schedules at will and extend their stay aboard. And they should not claim reimbursement for personal trip costs or resort to companies or inferior departments to cover their travel spending.     Xinhua reported in last December that two officials were removed from their posts in east China's Jiangxi Province for being implicated in overseas sightseeing disguised as study tours earlier in 2008.     Liu Zhongping, who was on an 11-member delegation to the United States and Canada in April, was ousted from the dual posts of Party secretary and Chief of the Office for Foreign and Overseas Chinese Affairs of Xinyu City. BEIJING, April 6 (Xinhua) -- China would manage to make breakthrough in yuan-based cross-border payment system in 2009, People's Bank of China, or the central bank, said in an on-line report.     According to the report reviewing the country's payment system in 2008, China would further develop regional and international cooperation in payments, and improve the yuan-based cross-border trade settlements this year.     The report also pointed out that China's payment system had remained safe, stable and efficient last year despite severe natural disasters and global financial downturn, as a total of 1,131 trillion yuan (about 166 trillion U.S. dollars) had been spent through the payment system, 37.62 times of the GDP last year.     The central bank's high-value payment system (HVPS), core infrastructure of the country's payment system, had conducted 214 million payments worth 64 trillion yuan last year, up 24.42.     China's securities settlement system had remained steady and provided strong support to the securities business, said the report. Trading volume in China's interbank bond market reached 10.46 billion yuan, up 66.03 percent from that of 2007, it said.     According to the report, non-cash payment products, such as bank cards and bill payment, had become more popular among Chinese citizens.     Chinese people had conducted 13.8 payments through non-cash products per capita last year, up 18.1 percent from that of 2007. Up to 24.2 percent of China's retail sales last year had been spent through the bank card system, 2.3 percentage points higher than the 2007 level, it said.
